Transportation of Family Members to Bedside of Very Seriously Ill/Injured (VSI), Seriously Ill/Injured (SI) or Not Seriously Ill or Injured (NSI) Marines That Are Wounded or Injured in a Combat Operation/Area
This MARADMIN establishes procedures for government-funded travel of up to three family members to the bedside of Marines classified as Very Seriously Ill/Injured (VSI), Seriously Ill/Injured (SI), or Not Seriously Ill/Injured (NSI) who were wounded or injured in combat operations. It outlines the authorization process through CMC (MRPC), required documentation, and designates specific disbursing offices at Camp Pendleton, Camp Lejeune, and Quantico for processing family member travel claims.

1. ORDER ISSUANCE. THIS MARADMIN PROVIDES ADMINISTRATIVE INSTRUCTIONS AND SUPPORT AVENUES FOR FAMILY MEMBERS WHO TRAVEL TO THE BEDSIDE OF PATIENTS LISTED AS VSI, SI, OR NSI, AS AUTHORIZED BY REF A, PAR. U5246. A. CMC (MRPC) FUNDS AND ISSUES INVITATIONAL TRAVEL AUTHORIZATIONS (ITA) FOR TRAVEL AT GOVERNMENT EXPENSE FOR UP TO THREE FAMILY MEMBERS (SECRETARIAL PROCESS, AS DESCRIBED IN APPENDIX A1 OF REF A., AUTHORIZES MRPC TO REQUEST AN EXEMPTION TO ALLOW MORE THAN THREE). THE TERM FAMILY MEMBER FOR THIS TYPE OF TRAVEL IS DEFINED IN REF A. PARA. U5246. B. ISSUANCE OF VSI OR SI ORDERS REQUIRE THE SUBMISSION OF A PERSONNEL CASUALTY REPORT (PCR), AN ITA REQUEST, AND A LETTER/REQUEST FROM THE ATTENDING PHYSICIAN OF THE SERVICE MEMBER, REQUESTING THE PRESENCE OF THE FAMILY MEMBERS. THE PCR, ITA REQUEST, AND PHYSICIANS LETTER CAN BE FAXED TO (703-784-4134) OR EMAILED TO MRPC AT CASUALTY.SECTION@USMC.MIL. C. NSI ORDERS WILL BE ISSUED FOR OIF/OEF CASES ONLY AND REQUIRE A REASONABLE EXPECTATION FROM THE ATTENDING PHYSICIAN THAT THE MEMBER WILL REMAIN HOSPITALIZED IN AN INPATIENT STATUS IN A HOSPITAL IN THE UNITED STATES. THE ORDERS WILL BE AUTHORIZED FOR A MAXIMUM OF 30 DAYS. THE MARINES COMMAND OR THE PATIENT ADMINISTRATION TEAM (PAT) MUST SUBMIT A REQUEST FOR AN ITA TO MRPC IN ACCORDANCE WITH THE PROCEDURES ABOVE. D. IN ALL CASES, THE COMMAND MUST PROVIDE MRPC WITH THE PHONE/FAX NUMBER AND EMAIL ADDRESS OF THE POINT OF CONTACT ASSIGNED TO ASSIST THE FAMILY MEMBERS OF EACH CASE IN ORDER TO ALLOW MRPC TO CONFIRM RECEIPT OF THE REQUIRED DOCUMENTS. 2. ADMINISTRATIVE SUPPORT. PRIOR TO THE FAMILY MEMBER(S) DEPARTING FROM A HOSPITAL, THE ASSIGNED PAT OR LOCAL INSPECTOR-INSTRUCTOR STAFF (I-I) WILL ASSIST FAMILY MEMBERS IN COMPLETING THE REQUIRED DD FORM 1351-2 BY CONSTRUCTING THEIR TRAVEL HOME. ADDITIONALLY, THE PAT OR I-I WILL ENSURE THAT A TELEPHONE NUMBER FOR THEIR ORGANIZATION, AS WELL AS THE FAMILY MEMBERS IS INCLUDED ON THE 1351-2 AS APPROPRIATE. THESE CLAIMS WILL BE STAMPED OR MARKED AS FM TRAVEL ON THE FACE OF THE 1351-2. ONCE THE FAMILY MEMBERS HAVE ARRIVED HOME, THE PAT OR I-I WILL SUBMIT THE ENTIRE TRAVEL CLAIM DIRECTLY TO THE DISBURSING/FINANCE OFFICER (DO/FO) LISTED ON THE ITA FOR TRAVEL SETTLEMENT LIQUIDATION. 3. PAYMENT SETTLEMENT OFFICES.
