Meritorious SNCO Promotions in Marine Forces Reserve

This MARADMIN establishes a meritorious SNCO promotion program for Marine Forces Reserve, authorizing COMMARFORRES to nominate exceptional Sergeants and Staff Sergeants for promotion to Staff Sergeant and Gunnery Sergeant. For Calendar Year 2003, one promotion allocation to Gunnery Sergeant and four allocations to Staff Sergeant are authorized for USMCR personnel who demonstrate extraordinary performance and contribution to MARFORRES missions.

1. PURPOSE. TO PROVIDE COMMARFORRES A TOOL TO RECOGNIZE
SUPERIOR SGTS AND SSGTS FOR EXCEPTIONAL AND NOTEWORTHY CONTRIBUTIONS 
IN ACCOMPLISHING MARFORRES MISSIONS.
2. BACKGROUND. REF (A) ANNOUNCED THE MERITORIOUS SNCO PROMOTION
PROGRAM FOR THE OPERATING FORCES. REF (B) PROVIDES FOR MERITORIOUS
PROMOTION ALLOCATIONS TO SSGT AND GYSGT FOR RESERVE MARINES SERVING 
IN SELECTED MARINE CORPS RESERVE DUTY ASSIGNMENTS.
3. INFORMATION. THIS MARADMIN ANNOUNCES A COMPARABLE MERITORIOUS 
PROMOTION PROGRAM FOR MARINES OF THE RESERVE FORCES. THE COMMANDER 
MARINE FORCES RESERVE IS AUTHORIZED TO MERITORIOUSLY NOMINATE A 
SELECT FEW MARINES TO THE GRADE OF GYSGT AND SSGT IN RECOGNITION 
OF THEIR EXTRAORDINARY PERFORMANCE, SACRIFICE, AND CONTRIBUTION TO 
THE SUCCESS OF THE MARINE CORPS RESERVE, INDICATING SUPERIOR 
POTENTIAL TO SERVE AT THE NEXT HIGHER GRADE. 
4. ACTION
 A. COMMARFORRES IS AUTHORIZED THE BELOW LISTED MERITORIOUS 
PROMOTION ALLOCATIONS FOR CY03. FUTURE CY ALLOCATIONS WILL BE 
PUBLISHED BY CMC (RAP) ANNUALLY.

 B. NOMINATIONS FOR THESE ALLOCATIONS WILL BE SUBMITTED VIA 
MESSAGE TO CMC (MMPR-2) FOR FINAL APPROVAL. ALL NOMINEES APPROVED 
FOR MERITORIOUS PROMOTION BY CMC (MM) WILL BE NOTIFIED BY MARADMIN 
WITH A DATE OF RANK EFFECTIVE THE 2ND DAY OF THE MONTH IN WHICH THE 
NOMINATION IS APPROVED.
 C. QUALIFICATIONS FOR MERITORIOUS PROMOTION CONSIDERATION ARE
BASED ON THE FOLLOWING CRITERIA:
 (1) MINIMUM OF 6 YEARS TIME IN SERVICE FOR PROMOTION TO GYSGT
(NOT WAIVERABLE).
 (2) MINIMUM OF 4 YEARS TIME IN SERVICE FOR PROMOTION TO SSGT
(NOT WAIVERABLE).
 (3) PERFORMANCE OF DUTY TO A DEGREE WHICH CLEARLY MERITS
PROMOTION OVER OTHER QUALIFIED MARINES AND WHICH JUSTIFIES
CONSIDERATION FOR ADVANCEMENT AHEAD OF OTHER MARINES IN THAT GRADE,
REGARDLESS OF TIME IN GRADE.
 (4) COMPARISON OF THE MARINE WITH ALL KNOWN MARINES OF THE
SAME GRADE, WITHOUT REGARD TO OCCUPATIONAL FIELD OR MOS.
 (5) LEVEL AND TYPE OF DUTY PERFORMED WITHIN AND OUTSIDE OF
THE INDIVIDUAL'S OCCUPATIONAL FIELD/MOS. 
 (6) OVERALL PERFORMANCE OF DUTY WHICH REFLECTS FAVORABLY UPON
THE MARINE CORPS RESERVE.
5. THIS POLICY IS NOT APPLICABLE TO THE ACTIVE RESERVE.
