Restructuring Department of the Navy Management of Information and Information Technology

This MARADMIN announces the restructuring of Department of the Navy information management and information technology (IM/IT) under a single Chief Information Officer (CIO), with the Director of Marine Corps C4 designated as DON Deputy CIO (Marine Corps). Specified commands and organizations must appoint Command Information Officers (IOs) and Information Assurance Managers (IAMs) by February 13, 2004, to implement and enforce DON-wide IM/IT policies and standards.

1. PURPOSE. IAW REFS (A) AND (B), THIS MSG FORMALLY
ANNOUNCES ASSUMPTION OF DUTIES OF THE DON DEPUTY CIO (MARINE CORPS), 
PROMULGATES THE REQUIREMENT TO APPOINT COMMAND INFORMATION OFFICERS 
(IO) AT DESIGNATED COMMANDS AND ORGANIZATIONS, AND ESTABLISHES 
THE FORMAL REPORTING RELATIONSHIPS BETWEEN THE DON DEPUTY CIO 
(MARINE CORPS) AND MARINE CORPS COMMAND IO'S. THIS MSG DOES 
NOT SUPERCEDE EXISTING REPORTING RELATIONSHIPS AND COMMAND CHAINS.
2. BACKGROUND: AS PART OF THE DEPARTMENT OF THE NAVY (DON) 
EFFICIENCY AND EFFECTIVENESS REVIEW, THE SECRETARY OF THE NAVY 
(SECNAV) APPROVED AN IM/IT RESTRUCTURING PLAN FOR THE MANAGEMENT 
OF INFORMATION AND INFORMATION TECHNOLOGY ACROSS THE DEPARTMENT. 
AN IMPORTANT STEP IN THIS PROCESS IS THE ESTABLISHMENT OF A SINGLE 
CHIEF INFORMATION OFFICER (CIO) WITHIN THE ENTIRE DEPARTMENT. 
THE SECNAV DESIGNATED THE DON CIO TO SERVE IN THIS CAPACITY, 
WITH A DIRECT REPORTING RELATIONSHIP TO THE SECNAV. REF (A) 
DESIGNATED OPNAV N-6 AND DIRECTOR, MARINE CORPS COMMAND, CONTROL, 
COMMUNICATIONS, AND COMPUTERS (C4) TO SERVE AS DON DEPUTY CIO 
(NAVY) AND (MARINE CORPS), RESPECTIVELY, AND ASSIGNED TASKS TO 
BE PERFORMED BY EACH. THE RESTRUCTURING PLAN STRENGTHENED, ALIGNED,
AND INTEGRATED DON INFORMATION MANAGEMENT/INFORMATION TECHNOLOGY
(IM/IT) EFFORTS ACROSS THE NAVY AND THE MARINE CORPS; CREATED
REPORTING AND TASKING RELATIONSHIPS TO ENSURE ROLE CLARITY, 
STRENGTHENED THE TIE BETWEEN THE SECRETARIAT AND THE SERVICES, 
AND ENSURED DEPARTMENT-WIDE ALIGNMENT OF IM/IT EFFORTS WITH 
WARFIGHTER PRIORITIES.

3.B. COMMANDS AND ORGANIZATIONS IDENTIFIED IN PARAGRAPH 3(A) ARE 
REQUIRED TO FORMALLY APPOINT A COMMAND IO NLT 13 FEB 04. 
APPOINTMENT ORDERS MUST DELINEATE ROLES AND RESPONSIBILITIES IN
ACCORDANCE WITH REF (A) AND THIS MARADMIN. A COPY OF THE COMMAND
APPOINTMENT ORDER MUST BE SUBMITTED TO THE DON DEPUTY CIO (MARINE
CORPS). COMMAND IO(S) WILL SERVE AS THE PRIMARY REPRESENTATIVE TO
THE MARINE CORPS INFORMATION TECHNOLOGY STEERING GROUP (ITSG), (REF
C). THE ITSG WILL SERVE AS THE PRIMARY GOVERNANCE BODY FOR THE
MARINE CORPS ENTERPRISE INFORMATION TECHNOLOGY SERVICES (MCEITS)
INITIATIVE (REF D). 
3.C. AS A MINIMUM, COMMAND IO'S SHALL:
(1) IMPLEMENT AND ENFORCE APPLICABLE POLICIES, PROCEDURES,
STANDARDS, AND GUIDELINES ON PRIVACY, CONFIDENTIALITY, SECURITY,
DISCLOSURE AND SHARING OF INFORMATION COLLECTED OR MAINTAINED BY OR
FOR THE DON.
(2) PROVIDE ADVICE AND OTHER ASSISTANCE TO OTHER SENIOR MANAGEMENT 
PERSONNEL TO ENSURE THAT INFORMATION RESOURCES ARE PROPERLY
ACQUIRED, USED AND MANAGED BY THE COMMAND.
(3) PROVIDE ADVICE TO THE DEPUTY DON CIO (MARINE CORPS) AND
IMPLEMENT POLICIES AND GUIDANCE AS APPROPRIATE. 
(4) VALIDATE COMMAND IT REQUIREMENTS SUPPORT ORGANIZATION AND 
WARFIGHTER NEEDS. 
(5) SUPPORT THE SELECTION AND IMPLEMENTATION OF DON-WIDE AUTOMATED 
INFORMATION SYSTEMS AND APPLICATIONS IN THE COMMAND.
(6) MAINTAIN REGULAR COMMUNICATIONS AND COORDINATION WITH DON DEP 
CIO (MARINE CORPS). 
(7) AT THE DISCRETION OF THE COMMANDER, ADDITIONAL RESPONSIBILITIES 
MAY BE IDENTIFIED IN IO APPOINTMENT ORDERS. 
3.D. FURTHER, COMMANDS AND ORGANIZATIONS IDENTIFIED IN PARA 3A ARE 
REQUIRED TO FORMALLY APPOINT INFORMATION ASSURANCE MANAGERS (IAMS) 
FOR LOCAL IMPLEMENTATION OF MARINE CORP INFORMATION ASSURANCE
PROGRAM, MANAGEMENT OF NETWORK CONNECTIVITY AND THEIR APPLICATIONS

THE COMMAND IAMS RESPONSIBILITIES ARE OUTLINED IN REF(E), 
REF(F) PARA 5.8.2., AND REF(G). A COPY OF THE IAM APPOINTMENT ORDER
