Shipment and Storage of Privately Owned Vehicles (POV)

This MARADMIN clarifies military members' entitlements to store privately owned vehicles (POVs) at government expense. Service members are eligible for POV storage when making a permanent change of station (PCS) to foreign OCONUS locations where POVs cannot be shipped or would require extensive modification, or when sent on temporary additional duty (TAD) for more than 30 days to contingency operations (limited to single Marines, geographic bachelors, or single parents). Members must contact their local Traffic Management Office (TMO) for authorization and should be aware that they can only store or ship one POV at government expense, not both.

1. THIS IS A HQMC I&L AND M&RA COORDINATED MESSAGE. 
2. THE PURPOSE OF THIS MARADMIN IS TO CLARIFY MILITARY MEMBERS'
ENTITLEMENTS TO STORE THEIR PRIVATELY OWNED VEHICLE (POV). MILITARY
PERSONNEL ARE ELIGIBLE TO STORE A POV IF THEY ARE ORDERED TO MAKE A
PERMANENT CHANGE OF STATION MOVE TO A FOREIGN OCONUS PERMANENT DUTY
STATION WHERE POVS CANNOT BE SHIPPED OR WHERE EXTENSIVE MODIFICATION
OF THE VEHICLE WOULD BE REQUIRED. ADDITIONALLY MEMBERS MAY STORE A
POV IF THEY ARE SENT TAD FOR MORE THAN 30 DAYS TO CONTINGENCY
OPERATIONS (U5405 "ELIGIBILITY," APPENDIX A OF THE JOINT FEDERAL
TRAVEL REGULATION)
NOTE: ONLY SINGLE MARINES, GEOGRAPHIC BACHELORS OR SINGLE PARENTS 
ARE ELIGIBLE FOR CONTINGENCY TYPE POV STORAGE, WHICH IS FUNDED BY
THE MARINES UNIT. 
3. MEMBERS SHOULD CONTACT THEIR LOCAL TRAFFIC MANAGEMENT OFFICE
(TMO) PRIOR TO MAKING ANY PLANS TO STORE OR REMOVE A POV FROM
STORAGE. THE SUCCESSFUL STORAGE OF A POV IS NOT A MATTER OF CHANCE,
BUT IS A RESULT OF PROPER ADVANCE PREPARATION AND PLANNING. IT IS
CRITICAL FOR EACH MEMBER TO ASK QUESTIONS, BE INVOLVED AND TO READ
WHAT THEY SIGN. MEMBERS SHOULD HAVE SUFFICIENT FUNDS AVAILABLE IN 
THE EVENT OF UNEXPECTED DELAYS OR EXPENSES TO, FROM, OR AT THE VEHICLE
PROCESSING CENTER (VPC). STORING A POV THAT IS MORE THAN 20 MEASUREMENT
TONS, OR ELECTING AN ALTERNATE STORAGE POINT ARE EXAMPLES OF POSSIBLE
EXPENSES. IT IS SUGGESTED YOU CALL THE VPC PRIOR TO DELIVERING THE POV 
IN ORDER TO ALLEVIATE UNEXPECTED EXPENSES. 
4. MILITARY PERSONNEL MUST CONTACT THE TMO FOR A LETTER AUTHORIZING
POV STORAGE. MEMBERS SHOULD BE AWARE THAT THEY CAN ONLY STORE OR
SHIP ONE POV AT GOVERNMENT EXPENSE. STORAGE OF A POV IS IN LIEU OF
SHIPMENT. A POV CAN BE SHIPPED OR STORED, NOT BOTH. MILITARY
MEMBERS MARRIED TO MILITARY MEMBERS EACH HAVE AN ENTITLEMENT TO ONE
POV ON EACH SET OF ORDERS. 
5. THE ENTITLEMENT TO STORE A SINGLE POV UNDER MTMC'S GLOBAL POV
CONTRACT (GPC) IS LIMITED TO A PCS TO, FROM, OR BETWEEN DUTY STATIONS
OVERSEAS. STORAGE EXTENDS TO OFFICIAL CHANGE IN HOMEPORT OF A VESSEL
TO WHICH A POV MAY NOT BE TRANSPORTED. THE TMO WILL DETERMINE THE 
ENTITLEMENT BASED ON THE MEMBER'S PCS ORDERS. SERVICE MEMBERS CAN
TURN IN THEIR POV AT ANY (VPC) CONUS/OCONUS WHETHER OPERATED BY THE 
DOD OR THE GPC CONTRACTOR FOR STORAGE IN CONUS UNDER THE GPC. 
6. MEMBERS DESIRING TO SELF PROCURE STORAGE, AND BE REIMBURSED BY
THE GOVERNMENT, MUST UNDERSTAND THAT THE POV MUST BE STORED AT A 
COMMERCIAL POV STORAGE FACILITY, WHICH IS DEFINED AS "ANY COMMERCIAL
FEE-FOR-SERVICE FACILITY OPEN TO THE PUBLIC FOR DAILY OR LONG-TERM 
STORAGE OF MOTOR VEHICLES". MEMBERS SELF-PROCURING MUST ALSO KEEP 
IN MIND THAT UPON THEIR RETURN TO THE UNITED STATES, THE GOVERNMENT
WILL NOT SHIP THE POV TO THE NEAREST VPC SERVICING THE MEMBER'S NEW 
PERMANENT DUTY STATION, A BENEFIT WHICH GPC USERS ARE ENTITLED TO. 
WITH SELF-PROCURED STORAGE, MEMBERS ARE RESPONSIBLE FOR PICKING UP 
THE POV AND GETTING IT TO DESTINATION.
7. ONCE THE POV IS IN STORAGE IT MUST REMAIN DURING THE SERVICE MEMBER'S
TOUR OF DUTY. WHEN THE POV IS REMOVED FROM STORAGE IT CANNOT BE RETURNED 
AT GOVERNMENT EXPENSE OR INTO SELF-PROCURED COMMERCIAL STORAGE UNDER THE 
SAME ORDERS. 
8. WHEN STORED AT GOVERNMENT EXPENSE, INSURANCE AND LICENSING 
OVER AND ABOVE $20,000, IF REQUIRED, IS THE RESPONSIBILITY OF THE
SERVICE MEMBER. THE POVS WILL BE STORED ON COMMERCIAL PRIVATE 
PROPERTY AND THERE IS NO REQUIREMENT FOR PERSONAL INSURANCE AND 
LICENSING WHILE IN STORAGE, AS THE POV IS INSURED FOR $20,000 BY 
THE GOVERNMENT. MEMBERS REQUIRING MORE COVERAGE SHOULD INQUIRE WITH 
THEIR PRIVATE INSURANCE COMPANY IN REGARDS TO ADDITIONAL COVERAGE OPTIONS.
9. POV SIZE LIMITATIONS ARE 20 MEASUREMENT TONS. SEE "SHIPPING YOUR
POV" PAMPHLET, SIZE LIMITATIONS, FOR EXPLANATION OF 20 MEASUREMENT
TONS. POVS EXCEEDING 20 MEASUREMENT TONS WILL INCUR EXCESS COST AT
THE MEMBER'S EXPENSE. THE ONLY EXCEPTIONS TO THE 20 MEASUREMENT TON
LIMIT ARE OVERSIZED POVS FOR APPROVED MEDICAL REASONS AND FOR MILITARY
MARRIED TO MILITARY (COMBINING ENTITLEMENTS). 
10. ONLY SELF-PROPELLED, WHEELED MOTOR VEHICLES CAN BE SHIPPED AS
THE MEMBER'S POV. THIS INCLUDES AUTOMOBILES, STATION WAGONS, JEEPS,
MOTORCYCLES, MOTOR SCOOTERS, VANS, AND PICKUPS. OTHER PASSENGER-CARRYING,
MULTIPURPOSE MOTOR VEHICLE DESIGNED FOR OVERLAND GROUND TRANSPORTATION
NOT SPECIFICALLY LISTED ABOVE MAY QUALIFY; HOWEVER, THESE GENERALLY REQUIRE
A WRITTEN CERTIFICATION STATING THE VEHICLE IS FOR PERSONAL USE AS A 
PASSENGER-CARRYING VEHICLE. 
11. ANY QUESTIONS OR CONCERNS SHOULD BE BROUGHT TO THE ATTENTION OF
LOCAL TRAFFIC MANAGEMENT OFFICE PERSONNEL PRIOR TO MAKING ANY DECISIONS
REGARDING THE MOVEMENT OF A POV FROM STORAGE.
