38th Enlisted Retention Task Force (ERTF) Conference

This MARADMIN summarizes the 38th Enlisted Retention Task Force (ERTF) Conference held on January 9, 2007, which reviewed FY07 retention progress and key retention initiatives. The conference covered retention statistics showing strong progress toward goals, updates to the Broken Service Selective Reenlistment Bonus Program, Career Retention Specialist training developments, and upcoming command visits. 1. THE 38TH ENLISTED RETENTION TASK FORCE (ERTF) 
CONFERENCE WAS HELD ON 9 JAN 07.
2. TOPICS DISCUSSED:
A. FY07 RETENTION UPDATE: AS OF 9 JAN 07, 78.1% OF THE FIRST TERM 
ALIGNMENT PLAN (FTAP) WAS EXECUTED OUT OF AN AGGREGATE REENLISTMENT 
GOAL OF 6,092. THE FTAP MOS MATCH WAS AT 96.4%. IN ADDITION, 
36.6% OF THE SUBSEQUENT TERM ALIGNMENT PLAN (STAP) WAS EXECUTED OUT 
OF THE FY07 GOAL OF 6,461. THE STAP MOS MATCH WAS 99.8%. THE FY07 
FTAP 1ST QTR PHASE LINE MISSION OF 67% WAS ACHIEVED ON 6 DEC 06. 
THE FY07 STAP 1ST QTR PHASE LINE MISSION OF 25% WAS ALSO ACHIEVED 
ON 6 DEC 06. MMEAS TARGET GOAL FOR 31 JAN 07 IS 85% FOR FTAP. 
DUE TO A POTENTIAL END STRENGTH INCREASE, MMEA HAS TEMPORARILY 
LIFTED FTAP BOAT SPACE RESTRICTIONS TO MAINTAIN FLEXIBILITY TO 
RESPOND TO A GROWING MANPOWER DEMAND. ALL FTAP MOS' ARE CONSIDERED 
OPEN UNTIL FURTHER NOTICE. 
B. MARADMIN 632/06, FY07 BSSRBP, WAS RELEASED ON 29 DEC 06. BSSRB 
ENTITLEMENT WAS INCREASED AND ELIGIBILITY WAS EXPANDED TO A 4-YEAR 
BREAK IN SERVICE. THE FOLLOWING BREAK IN SERVICE PERIODS DETERMINE 
WHAT PERCENTAGE OF THE SELECTIVE REENLISTMENT BONUS (SRB) AN 
INDIVIDUAL IS ELIGIBLE FOR: 1-90 DAYS: 100%(CONTINUOUS SERVICE);
91-365 DAYS: 80%; 366 DAYS-4 YEARS: 60%.
C. J. WALTER THOMPSON (JWT) REPRESENTATIVES PARTICIPATED IN WEST & 
EAST COAST COMMAND VISITS. THEIR PURPOSE WAS TO COLLECT DATA AND 
HELP JWT FACILITATE A BETTER UNDERSTANDING OF THE REENLISTMENT 
PROCESS AND REENLISTMENT DECISION FACTORS. AS PART OF THE WAY-AHEAD, 
A STRATEGIC CONCEPT WORKSHOP IS TENTATIVELY SCHEDULED FOR EARLY FEB 
07. THIS WORKSHOP WILL DEVELOP A STRATEGIC MESSAGE FOR RETENTION AND 
DISCUSS FTAP & STAP RETENTION TRENDS AND AVAILABLE RESOURCES.
3. CAREER RETENTION SPECIALIST (CRS) INFORMATION A. REVIEW OF THE 
CRS TRAINING AND READINESS (T&R) MANUAL AND CRS COURSES WAS COMPLETED 
IN OCT 06. T&R MANUAL UPDATE IS SCHEDULED FOR MAR 07 AND THE UPDATED 
POI FOR CRSC (BASIC) IS TENTATIVELY SCHEDULED TO BE SUBMITTED IN FALL 
07. ACE ACCREDITATION FOR CRSC (BASIC) MAY POSSIBLY OCCUR IN 2007. 
CRSC (ADVANCED) CURRICULUM DEVELOPMENT WILL COMMENCE UPON COMPLETION 
OF MARCH CLASS AND THE PILOT ADVANCED COURSE WILL BE IMPLEMENTED IN 
THE LATE FY07/EARLY FY08 TIMEFRAME.
B. TFRS SIGN-ON MESSAGE 1183 WHICH OUTLINES GUIDANCE FOR TATTOO 
SCREENING AT RECRUITERS SCHOOL, HAS BEEN RETRACTED FOR FURTHER HQMC 
STAFF COORDINATION. 
C. THE WINTER HRST IN JAN WILL SCREEN FOR BRC 4-07(MAY), 5-07(JUL), 
6-07(SEP), AND 1-08(OCT.) 100% ATTENDANCE IS EXPECTED. THERE IS 
STILL A HIGH DEMAND FOR MCIC (SOI) 03XX MARINES AND FEMALES FOR DRILL 
INSTRUCTOR DUTY. AS A FINAL NOTE THE AMOI BOARD CONVENED 3 JAN FY07.
D. CRS-OF-THE-YEAR COMBINED AWARDS CEREMONY WAS HELD ON 5 DEC 06.
CONGRATULATIONS TO SSGT SMITH (HMLA-169, MAG-39,3DMAW). SHE WAS 
SUBSEQUENTLY MERITORIOUSLY PROMOTED TO GUNNERY SERGEANT. 
E. THE FY07 COMMAND VISIT SCHEDULE INCLUDES MCAS YUMA AND III 
MEF/WESTPAC FROM 18-30 JAN 07. MMEA ALSO STANDS READY TO SUPPORT A 
II MEF (FWD) IRAQ RETENTION ASSIST VISIT (RAV) DURING THE APR/MAY
07 (TENTATIVE) TIMEFRAME. 
F. WHEN SUBMITTING RELMS, ENSURE DOCUMENTS PERTAIN TO THE MARINE.
SCAN LEGIBLE COPIES (PDF OR DOC ONLY), MENTION ALL PREVIOUS RELMS 
(NFS/FFO DETERMINATIONS), AND PROVIDE ALL REQUIRED DOCUMENTS FOR 
LATMOVE. THE VERBIAGE ON THE RELM AUTHORITY WILL STATE THAT SNM IS 
AWARE OF THEIR SRB ELIGIBILITY IF NOT REQUESTING 48 MONTHS. 
G. ACRS PHASE II IS TENTATIVELY SCHEDULED FOR RELEASE MAY 07. MMEA 
IS CURRENTLY WORKING TO RESOLVE CO INTERVIEW ISSUES.
4. MANY QUESTIONS POSED AT THE ERTF AND THE FOLLOWING WERE KEY
ISSUES: 
A. WILL A MISSIONING MARADMIN BE PUBLISHED FOR FY07 OR SHOULD MSC'S 
CONTINUE TO ALLOCATE MISSIONS TO THEIR SUBORDINATE COMMANDS? 
ANSWER: IT IS STILL NOT CERTAIN IF MP WILL PUBLISH A MISSIONING 
MARADMIN. MMEA RECOMMENDS THAT MSC'S ALLOCATE MISSIONING GOALS TO 
SUBORDINATE UNITS BASED ON CURRENT FTAP AND STAP GOALS AND FY06 
ALLOCATION PERCENTAGES. 
B. WHAT IS THE POSSIBILITY OF CONSIDERING AWARDING MARINES BONUS 
POINTS WHEN THEY REENLIST? IN ADDITION, CAN SRB FOR A 36-MONTH 
REENLISTMENT, AND PTAD, BE CONSIDERED AS REENLISTMENT INCENTIVES?
ANSWER: AT THIS TIME, 36 MONTH REENLISTMENTS WITH PAYMENT OF SRB 
WILL NOT BE CONSIDERED. HOWEVER, THIS INITIATIVE WILL BE ADDRESSED 
TO MPP FOR FY08. PTAD AS A REENLISTMENT INCENTIVE REMAINS A LOCAL 
INITIATIVE. 
C. WILL MARINES WHO REENLISTED IN MOS'S THAT ARE OVER 100% EXECUTED 
STILL RECEIVE THE SRB? 
ANSWER: ALL MOSS ARE CONSIDERED OPEN UNTIL FURTHER NOTICE. 
THEREFORE, MARINES WHO RECEIVE REENLISTMENT AUTHORITY WILL BE PAID 
THE CORRESPONDING SRB EVEN IF THE MOS IS OVER 100% EXECUTED.
D. IS THERE A POSSIBILITY TO RECEIVE A LIST OF NAMES OF CRS'S THAT 
SUBMIT RELMS THAT ARE NOT IN ACCORDANCE WITH RETENTION ORDERS AND 
DIRECTIVES?
ANSWER: MMEA WILL PROVIDE A LIST OF DISCREPANCIES TO THE RESPECTIVE 
MSC SNCOIC.
5. THE NEXT ERTF CONFERENCE IS SCHEDULED FOR 17 APR O7 AT 1700 EST. 
6. A DETAILED AGENDA FOR THE 39TH ERTF CONFERENCE WILL BE POSTED ON 
TFRS FOR CONFERENCE ATTENDEES TO ACCESS.
7. CRS'S MAY SUBMIT TOPICS FOR THE NEXT ERTF BY 2 APR 07. SUBMIT TO
