Announcement of Primary Residence Update Requirement for All Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentees (IMA) Marines
This MARADMIN announces a new requirement for all units with Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentee (IMA) Marines to update primary residence addresses in the Marine Corps Total Force System (MCTFS) with new commute area qualifier codes. Units must establish reasonable commute policies and update all personnel records with the appropriate qualifier code (CCL, ECD, or OCD) by 31 March 2021 to streamline travel claim processing for Annual Training and other duty periods.

1. Manpower Information Directorate has recently added a new data field to the existing 191 RMK screen in Marine Corps Total Force System (MCTFS) to specify Commute Area Values. This new data field added a qualifier code that indicates where a Marine's residence is located in relationship to the assigned Home Training Center (HTC): CCL – Corporate City Limits; ECD – Established Commuting Distance; and OCD – Outside Commuting Distance. This update will expedite and automate certain aspects of the submission process and payment of RC Annual Training (AT) travel claims and other periods of duty performed at the designated HTC.<br> 2. This MARADMIN, in accordance with the references, promulgates the requirement for all units with reserve component (RC) personnel either joined or attached to their roles to identify the applicable reasonable commute qualifier code for existing Primary Residence Addresses (PRA) in MCTFS.<br> 3. As required by reference (c) and to properly identify the applicable qualifier code, all Units with SMCR or IMA Marines joined or attached to their roles must have an established "reasonable commute" policy/order. Units located aboard a U.S. Military Base/Station are required to use the Base/Station's established "local commute" order in establishing their "reasonable commute" policy/order.<br> 4. No later than 31 March 2021, all units with SMCR or IMA Marines, joined or attached to their roles, shall update each Marine's PRA (with the applicable qualifier code based upon the Marine's PRA in conjunction with the HTC and IAW the established "reasonable commute" policy/order). Updating the qualifier codes does not require the reporting of the full PRA (TTC 380 000). Qualifier codes may be reported IAW reference (c) by reporting TTC 380 001 on the unit diary. When updating or establishing the PRA for a member of the Inactive Ready Reserve (IRR), the qualifier code shall be identified as "OCD" since IRR Marines do not have an assigned HTC.<br> 5.
