FY2023 55XX Necessary Military Occupational Specialty (NMOS) Technical Evaluation Board

This MARADMIN announces the FY2023 Technical Evaluation Board for 55XX music leader Necessary Military Occupational Specialty (NMOS) billets, including Enlisted Conductor, Drum Major, Small Ensemble Leader, and Instrument Repair Technician positions. Commands must submit nomination packages with required letters of recommendation by February 14, 2023, and SNCOs previously assigned to these billets without board selection must also apply to verify qualifications.

1.  This message is provided as a planning tool for commands to nominate 55XX SNCOs for selection and to announce vacancies for the following music leader NMOS billets.<br>
1.a.  5519 Enlisted Conductor<br>
1.b.  5521 Drum Major<br>
1.c.  5522 Small Ensemble Leader<br>
1.d.  5523 Instrument Repair Technician<br>
2.  The prerequisites and requirements for the billets are listed in Ref A and Ref B.<br>
3.  5519, 5521, 5522 nomination packages will consist of at least one letter of recommendation from a Band Officer (5502) or Bandmaster (5517).  Nomination packages for 5523 will consist of at least one letter of recommendation from a Band Officer (5502) or Instrument Repair Technician (5523).  Letters of recommendation must address the applicant's ability to meet the specific technical performance and leadership requirements listed in Ref A and Ref B.<br>
4.  Beginning in FY2020, an interim solution to 55XX MOS roadmap discrepancies was implemented, resulting in 5524 Gunnery Sergeants being assigned to NMOS billets of 5519, 5521, and 5522 without board selection.  SNCOs assigned to these NMOS billets during FY2021 and FY2022, without prior board selection, are required to submit a nomination package in order to verify the Marine's intent and substantiate that the Marine's qualifications are aligned to the appropriate NMOS billet. These submissions are in addition to new applicants.<br>
5.  The return to the 55XX NMOS Technical Evaluation Board in FY2023 allows for smoother transition to the OccFld TOECR changes beginning in FY2024.  Separate email correspondence to Fleet Marine Band leaders will provide TOECR details for consideration.<br>
6.  All nominations must be submitted to HQMC Communication Directorate, Marine Corps Fleet Music Branch no later than 2359 EST 14 February 2023. A selection panel will convene to select the most qualified applicants.<br>
