Moratorium on Local Purchase of Intelligence Community Directive-705 Facilities

This MARADMIN establishes an immediate moratorium on all Marine Corps units independently purchasing Sensitive Compartmented Information Facilities (SCIF), Special Access Program Facilities (SAP-F), or ICD-705 facilities. The moratorium was implemented after discovering units were making duplicative purchases through independent channels without accounting for sustainment costs, and all future purchases now require approval from the Assistant Deputy Commandant for Information.

1. Purpose. This MARADMIN puts a moratorium on units purchasing sensitive compartmented information facility (SCIF), Special Access Program Facility (SAP-F), or dual accredited Facilities (ICD-705).
2. Background. On 18 August 2023, the Commandant of the Marine Corps directed Deputy Commandant for Information (DC I) to supervise the expansion of ICD-705 facilities across the Marine Corps. DC I hosted a two day offsite in December 2023. During this offsite, it was discovered that units are purchasing ICD-705 facilities via independent channels. These facilities were often duplicative of capabilities planned for via the Marine Requirements Oversight Council process. Additionally, these purchases often failed to account or budget for sustainment costs, both monetary and manpower, of running a ICD-705 facility.
3. Execution. Effective immediately all units are to cease purchasing of SCIF, SAP-F, and ICD-705 facilities, to include permanent, deployable, and relocatable types.  
3.a. If exigent circumstances arise, Assistant DC I is the approval authority for purchase of these SCIF, SAP-F, and ICD-705. This will prevent duplication of efforts and resources and ensure that all proper steps are taken to enable accreditation of these facilities. 
3.b. There is no formal request form, instead send any request with relevant justification to Task Force (TF) point of contacts (POCs) listed.
4. Direct all questions to Headquarters Marine Corps TF POCs.
