Results of the Seventh Semi-Annual Executive Safety Board (ESB)

THE EXECUTIVE SAFETY BOARD FOCUSED ON METHODS TO FIRMLY EMBED SAFETY AS A CORE VALUE AMONG ALL MARINES. IN SUPPORT OF THIS FOCUS, GUEST SPEAKERS FROM ACADEMIA AND THE PRIVATE SECTOR PROVIDED BRIEFS DISCUSSING MARKETING METHODOLOGIES. ADDITIONALLY, BRIEFINGS WERE PROVIDED ON VARIOUS TOPICS DIRECTLY AND INDIRECTLY ASSOCIATED WITH SAFETY. 5. BASED ON THE AGENDA, THE FOLLOWING ACTIONS ARE DIRECTED: A. ACMC (1) RE-ENGAGE THE OFFICE OF PERSONNEL MANAGEMENT ON CHANGING CURRENT FEDERAL EMPLOYEES' COMPENSATION ACT (FECA) INVESTIGATOR CLASSIFICATION RULES. PROVIDE AN UPDATE TO ESB MEMBERS ON PROGRESS NO LATER THAN 1 MARCH 2003. (2) REVIEW III MEF PROPOSAL TO EXPAND SOFA DRIVER IMPROVEMENT COURSE. (7) UPDATE THE MARINE CORPS SAFETY AWARDS PROGRAM TO PROVIDE INDIVIDUAL AND COMMAND RECOGNITION TO GROUND UNITS SIMILAR TO MISHAP FREE FLIGHT HOUR AVIATION AWARDS AND INCORPORATE SECRETARY OF THE NAVY AWARD NO LATER THAN 1 MARCH 2003. (8) WORK WITH DASN(SAFETY) TO EXAMINE METRICS COMPARING LOST WORK DAY DATA STRATIFICATION BY RISK EXPOSURE ACROSS ALL MILITARY SERVICES. PROVIDE A REPORT ON YOUR FINDINGS TO THE ACMC NO LATER THAN 1 MARCH 2003. F. ALL ESB MEMBERS (1) IDENTIFY CRITICAL SAFETY BILLETS THAT HAVE ALREADY BEEN FILLED TO ASSIST IN THE CORE SAFETY SERVICE BILLET FUNDING DECISION AND PROVIDE A REVIEW OF YOUR COMMAND'S PRIORITIZED CORE SAFETY SERVICE BILLET VACANCIES TO THE ACMC VIA "PERSONAL FOR" MESSAGE BY 1 MARCH 2003. ENSURE THE REVIEW IDENTIFIES GS GRADES AND IS FOCUSED ON TRAFFIC SAFETY BILLETS AND ANY OTHER BILLETS ESSENTIAL TO YOUR COMMANDS. (2) PROVIDE SAFETY DIVISION WITH SUGGESTED AGENDA ITEMS FOR THE JUNE 2003 ESB MEETING TO THE FOLLOWING EMAIL ADDRESS: HQMCSD@HQMC.USMC.MIL NO LATER THAN 1 MARCH 2003. (3) PROVIDE PLANNED METRICS IN COMMAND BI-ANNUAL SAFETY REPORT, DUE TO THIS HEADQUARTERS NO LATER THAN 14 APRIL (WITHIN 14 DAYS OF THE 30 MARCH CLOSE OUT PERIOD). (4) AT NEXT ESB, PROVIDE INFORMATION TO ALL MEMBERS ON LOCAL MISHAP REDUCTION STRATEGIES THAT PROVED EFFECTIVE OR INEFFECTIVE AT YOUR COMMANDS. 6. THE PUBLISHING OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING FOR THOSE COMMANDS IDENTIFIED IN THIS MESSAGE. SINCE THE ESB'S FIRST MEETING IN JUNE OF 2000, THE SAFETY CAMPAIGN PLAN AND SAFETY STRATEGIC PLAN WERE PUBLISHED. OPERATIONAL RISK MANAGEMENT HAS BEEN INSTITUTED INTO ALL FORMAL SCHOOLS, MARINE CORPS-WIDE. MATERIEL COMMAND DEVELOPED A PROGRAM THAT ALLOWS THEM TO HALT THE USE OF GROUND VEHICLES AND EQUIPMENT IN CASE OF SAFETY CONCERNS, SIMILAR TO THE WAY WE GROUND AIRCRAFT. THROUGHOUT THE MARINE CORPS, WE HAVE SUCCEEDED IN RAISING THE AWARENESS OF SAFETY. YET MORE CHALLENGES REMAIN. CHIEF AMONG THOSE CHALLENGES IS CHANGING OUR CULTURE TO ENSURE THAT SAFETY IS A CORE VALUE APPLIED IN EVERY ENDEAVOR. ACHIEVING THIS TASK REQUIRES MORE THAN THE ESB IS CAPABLE OF; IT REQUIRES THE EFFORT OF ALL HANDS. 8. SEMPER FIDELIS, W. L.
