This MARADMIN announces the Spring 2026 Marine Corps Intelligence, Surveillance, and Reconnaissance Enterprise Executive Steering Committee Operational Advisory Group (MCISREESC OAG) to be held April 20-24, 2026, at MCIA Quantico, VA. The meeting will align enterprise-wide intelligence efforts with strategic priorities and influence force development through the Capability Portfolio Management process for POM-29. Attendees must have SI/TF/HCS/G clearances and submit visit requests by April 6, 2026.

1. This message announces the convening of Spring 2026 Marine Corps Intelligence, Surveillance, and Reconnaissance Enterprise Executive Steering Committee Operational Advisory Group (MCISREESC OAG). IAW the ref, the DC I and Director of Intelligence (DIRINT) will convene the MCISRE ESC OAG from 20 to 24 April 2026 at the Marine Corps Intelligence Activity (MCIA), Quantico, VA. Expected attendees include Executive Steering Council (ESC) and their E-8/E-9 counterpart. Intelligence and force development professionals from DC DC&I, TECOM, MCWL, and MARCORSYSCOM are likewise invited to attend. Members of other services and commands will be invited by exception. 1.a. DIRINT requests attendance by "actuals" whenever possible. Please ensure all command representatives are empowered to make decisions on their principle's behalf. 2. Agenda. 2.a. OAG in-processing and registration will occur until 0800 on Monday 20 April 2026. Sessions will begin at 0800, with the DIRINT present to address the group. Monday through Thursday will be full days. Friday out briefs will conclude by 1200 in order to facilitate travel. The specific agenda will be posted to the OAG teams channel when available. See para 3B for the URL. 2.b. The intent for this OAG is to align enterprise-wide efforts with strategic priorities and influence the force development and design enterprise via the Capability Portfolio Management (CPM) process through the Capability Portfolio Integration Board (CPIB)/ Capability Portfolio Review Board (CPRB) for POM-29. Furthermore, the OAG will focus on addressing capability gaps across intelligence disciplines; fostering cross-refining Communities of Practice (COP) outputs; and enhancing accountability and communication across all governance levels to ensure MCISRE remains adaptable and mission focused. 2.c. The OAG will include a no-host social in the evening following one of the OAG workdays. Timing and location to be promulgated separately with the full agenda. 3. Administration and Logistics. 3.a. Attire: Woodland MARPAT (sleeves up) for Marines and Business attire for all others for the duration of the conference. 3.d. Attendees and Commands must comply with MCO 4600.40B concerning the Government Travel Charge Card Program (GTCCP). DTS will identify the max per diem rate for MCB Quantico, VA. 4. Security. 4.a. MCISRE OAG attendees must be cleared for SI/TF/HCS/G to enable unescorted access to the MCIA facilities. Send SCI and Collateral visit request via DISS to SMO code: MS51223 NLT 6 April 2026. Identify "MCISRE OAG" as the purpose for the visit. Reminder: if you are not read into HCS and G, please see your SSO to gain access to ensure unescorted access within MCIA.
