Clarification to Up and Out Policy for Sergeants on the Active/Reserve (AR) Program

This MARADMIN clarifies the "up and out" policy for Active Reserve (AR) Sergeants who have failed promotion selection twice, aligning it with modified Active Component policy. AR Sergeants may now continue serving on a case-by-case basis up to 13 years time in service if their occupational field can support retention and they meet reenlistment standards; otherwise, they will be released from active duty no later than the seventh month after the promotion board concludes.

1. PURPOSE. TO PROVIDE CLARIFICATION ON THE (AR)
PROGRAM "UP AND OUT" POLICY WITHIN REFS A AND B.
2. BACKGROUND. PRIOR TO OCT 01, ACTIVE COMPONENT (AC) SERVICE
POLICY (REF C) PRECLUDED REENLISTMENT OF AC SERGEANTS WHOM
FAILED OF SELECTION ONCE. THE AR PROGRAM SERVICE POLICY 
(REF B) RELEASED AR SERGEANTS, WHOM FAILED OF SELECTION
TWICE, FROM ACTIVE SERVICE NLT THE FIRST DAY OF THE
SEVENTH MONTH AFTER THE CONCLUSION OF THE AR PROMOTION BOARD. 
3. ON 1 OCT 01, THE AC MODIFIED THE AC "UP AND OUT" POLICY
(REF D), TO ALLOW SERGEANTS TO REENLIST UP TO THEIR MAX TIS
OF 13 YEARS REGARDLESS OF PROMOTION STATUS, PROVIDED THEY
ARE RECOMMENDED BY THEIR COMMANDING OFFICER AND MEET ALL
REENLISTMENT STANDARDS.
4. IN CONSONANCE WITH REF D AND TO PROMOTE A MORE SEAMLESS
TOTAL FORCE MARINE CORPS, CMC (RA) ADOPTED A MODIFIED POLICY
OF THE AC "UP AND OUT" POLICY FOR SERGEANTS. 2P AR SERGEANTS
MAY CONTINUE ON THE AR PROGRAM AS LONG AS THEIR RETENTION
DOES NOT ADVERSELY AFFECT THE CAREER PATH AND PROMOTION
OPPORTUNITES OF JUNIOR AR MARINES. DUE TO THE SMALLER
OCCUPATIONAL FIELDS ON THE AR PROGRAM, IT IS NOT POSSIBLE
TO ALLOW EVERY 2P SERGEANT TO CONTINUE TO SERVE ON ACTIVE
DUTY.
5. ACTION. REQUIREMENTS FOR RETENTION ON ACTIVE DUTY BY 2P
AR SERGEANTS WILL BE REVIEWED ON A CASE-BY-CASE BASIS. 
IF THE OCCFLD CAN SUPPORT IT, THE MARINE WILL BE OFFERED
THE OPPORTUNITY TO REMAIN ON ACTIVE DUTY FOR AT LEAST 24
MONTHS, BUT NOT TO EXCEED THE 13-YEAR TIS LIMIT, PROVIDED
THE MARINE IS RECOMMENDED BY THE COMMANDING OFFICER AND
MEETS ALL REENLISTMENT STANDARDS. IF THE OCCFLD CAN NOT
SUPPORT THE RETENTION OF THE MARINE (IN THE AR PROGRAM),
THEN THE MARINE WILL RECEIVE A LETTER FROM CMC (RA)
RELEASING THEM FROM ACTIVE DUTY NLT THE FIRST DAY OF
THE SEVENTH MONTH AFTER THE CONCLUSION
OF THE AR SELECTION BOARD.
