Fiscal Year 2020 Approved Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Selections
This MARADMIN announces the Fiscal Year 2020 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) promotion selections across all SNCO grades (Staff Sergeant through Master Gunnery Sergeant). The selections were approved on February 3, 2020, and include detailed lists of selectees by name, PMOS, sequence number, and MCC, along with zone cutoffs and allocations for each grade and MOS. This message applies only to Marine Corps Reserve personnel.

1. Appointments for Marines listed in paragraph 2 will be issued to fill vacancies in the selected grade in the assigned order of seniority. Monthly promotions will be announced by separate MARADMIN messages. All Marines who are eligible for consideration by an Enlisted Promotion Selection Board must have satisfied specified Professional Military Education (PME) requirements prior to the convening of the board. Marines who recently completed a Special Duty Assignment (SDA) and were within the 365 day exemption period, in accordance with reference (a), were also considered.<br>

5. The Marines listed in paragraph 2 were selected from the Primary Military Occupational Specialty (PMOS) table listed in MARADMINS 649/19, and 710/19. Where the feeder MOS for a selectee does not provide skill progression to the PMOS, this bulletin does not constitute authority to change a Marine's primary MOS.<br>
6. Of note, the AR program does not rate PMOS 8422 staff sergeants, however, they are allowed to join the program. The 8422 population is considered a critical MOS in the AR program and therefore authorizes staff sergeants to join the population prior to holding the rank of gunnery sergeant. Staff sergeants in the 8422 population will maintain their previous PMOS until they are promoted. Those who meet the time-in-grade/time-in-service when the promotion board is in session are eligible. Packages for 8422 staff sergeants were screened using their 8421 Intended MOS (IMOS), vice their PMOS.<br>
7. Marines selected for promotion by the FY 2020 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Selection Board who are approved for augmentation to the active duty component, prior to being promoted, are not authorized to retain their selection. Those Marines who have been selected by the Reserve SNCO Selection Board who submit a request to the CMC (MMEA-1) to augment into the active duty component must reference their reserve promotion selection in their request.<br>
8. Requests for remedial promotion consideration must be submitted to the CMC (MMPR-2). Strict compliance with the provisions of paragraph 3602 of the reference is directed.<br>
9. Commanders are to review this bulletin for erroneous selections, e.g., incorrect date of rank, incorrect MOS, incorrect zone of consideration, requests to transfer to the Fleet Marine Corps Reserve or pending/completed disciplinary action in the current grade by military or civilian authorities not previously reported. If an erroneous selection is found, notify the CMC (MMPR-2) within 10 days of receipt of this MARADMIN detailing the circumstances. If erroneous selections are subsequently discovered through research by staff agencies at HQMC, corrective action will be taken by the CMC (MMPR-2).<br>
10. Commanders will immediately notify the CMC (MMPR-2) of the intent to withhold or revoke the selection of any Marine whose name is listed in this MARADMIN. A full written justification for the recommendation to delay or revoke the Marine's promotion must be forwarded via the chain of command to arrive at the CMC (MMPR-2) no later than 30 days after receipt of this MARADMIN. Ensure the Marine concerned is afforded the opportunity to review the command's recommendation and submit a statement. Paragraph 5200.3b of the reference provides specific language that must be contained in the opening paragraph of the Marine's statement.<br>
11. RAM-3 Career Advisory Cell provides record review and career counseling for all members of the Reserve Component (AR, SMCR, IMA, IRR). To request counseling services, send an email to "SMB_MANPOWER_CAC@usmc.mil" with your name, Electronic Data Interchange Personal Identifier (EDIPI), contact information and service you are requesting. More information can be found by accessing www.manpower.usmc.mil. Click on "Reserve Marine", "Reserve Affairs (RA)", "Personnel Management (RAM)", Individual and Reserve Programs (RAM-3), and "Career Counseling".<br>
12. Marines should note that, due to the confidentiality of the selection board process, the specific reason for not being selected cannot be provided.<br>
13. In the continuing effort to demystify the selection board process and clear up any misperceptions as to who is actually being selected for promotion, demographic data for the FY 2020 Approved Active Reserve (AR) Selection Board will post to the Promotion Branch web site within 3 days from the date of this MARADMIN.<br>
