Notification of Fiscal Year 2024 Merger of Primary Military Occupational Specialty (PMOS) 1142 and 1161

This MARADMIN announces the merger of two Primary Military Occupational Specialties (PMOS) - 1142 (Engineer Equipment Electrical System Technician) and 1161 (Refrigeration and Air Conditioning Technician) - into a single new MOS 1164 (Utilities Systems Technician), effective 1 April 2024. All Marines currently holding PMOS 1142 or 1161 will be automatically recoded to 1164 with no action required by individual Marines. This merger aligns with Force Design 2030 and Talent Management 2030 goals to create multidisciplined Marines capable of enhanced self-support in austere environments.

1.  Per reference (A), the 11XX community supports the merging of these two Primary Military Occupational Specialties (PMOS).  The Engineer Equipment Electrical System Technician (1142) and Refrigeration and Air Conditioning Technician (1161) will merge into a single MOS, Utilities Systems Technician, creating the MOS designator 1164.  Combining these fields results in a multidisciplined, highly skilled Marine that enhances self-support provided to commanders and optimizes logistical support in austere environments.  The 1142 and 1161 PMOS fields have complimentary and overlapping skillsets that meet the Commandant's intent to create opportunities for "Marines that can do more," while enabling the service to retain talent IAW reference (B).
2.  In coordination with Manpower & Reserve Affairs (M&RA), Training and Education Command (TECOM), and Combat Development and Integration (CD&I), the below changes are reflected in the FY24 MOS Manual.
3.  Marines with the PMOS 1142 and 1161 will be recoded to PMOS 1164 (Utilities Systems Technician) on 1 April 2024.  The Table of Organization and Equipment Change Request (TOECR) was approved and will reflect in the February 2024 Authorized Strength Report (ASR).
4.  M&RA (MMIB) will report unit diary entries to convert active component Marines with PMOS 1142 or 1161 to PMOS 1164.  These Marines will be identified in a reclassification spreadsheet provided by the (11XX) Occupational Field Sponsor to MMIB.  Reserve Affairs Management will convert reserve component Marines with PMOS 1142 or 1161 to PMOS 1164.  No action is required by the individual Marine.
5.  Training
5.a.  Entry Level Training (ELT)
5.a.1.  Beginning FY-24, all ELT students will attend Basic Utilities Systems Technician M03UAA2 and will be assigned to duty stations based on the current ASR.
5.b.  Legacy 1142 and 1161 PMOS Training
5.b.1.  Since FY-22 all ELT students that attend Marine Corps Engineer School for the MOS pipeline training of Basic Engineer Equipment Electrical Systems Technician Course M03UAA2 and Basic Refrigeration and Air Conditioning Technician Course M0311D2 have attended the new proof of principle Basic Utilities Systems Technician Course. These Marines receive a PMOS and AMOS based off their recruiting criteria and are assigned to duty stations based on the current ASR.
5.b.2.  All 11XX Marines holding the rank of SSgt and above are required to attend Utilities Chief Course to attain the PMOS of 1169 and the title of Utilities Chief.
6.  The above changes are effective as of release of this message and will be reflected in the FY24 update to reference (C).
7.  This MARADMIN is applicable to the Marine Corps Total Force.
