Strategic Initiatives Group Reassignment, Mission and Functions

This MARADMIN announces the reassignment of the Strategic Initiatives Group (SIG) within Headquarters Marine Corps, transferring staff cognizance from DC PP&O to DMCS effective 8 January 2007. The message outlines the SIG's updated mission to support the Commandant's strategic vision through outreach, analysis, and initiatives development, and provides organizational structure and contact information.

1. THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE 
REASSIGNMENT OF THE STRATEGIC INITIATIVES GROUP (SIG) WITHIN HQMC, 
TO PROMULGATE ITS UPDATED MISSION, FUNCTIONS AND COMMAND 
RELATIONSHIPS, AND TO PROVIDE PERTINENT CONTACT INFORMATION TO 
SENIOR LEADERS. 
2. THE SIG IS A SMALL, HAND-SELECTED GROUP OF APPROPRIATELY 
EDUCATED AND EXPERIENCED FIELD GRADE OFFICERS FROM ACROSS THE MAGTF 
THAT ARE FOCUSED ON THE DEVELOPMENT OF INITIATIVES THAT SUPPORT AND 
STRENGTHEN THE COMPOSITION AND FUNCTIONS OF THE MARINE CORPS. THE 
SIG, BY DESIGN, IS GRANTED A HIGH DEGREE OF FREEDOM OF ACTION TO 
ENABLE OBJECTIVE, NON-PAROCHIAL ASSESSMENTS OF AREAS OF INTEREST TO 
MARINE CORPS SENIOR LEADERS. 
3. COMMAND RELATIONSHIPS. THE DIRECTOR OF THE SIG IS A SPECIAL 
STAFF OFFICER TO CMC. AS OF 8 JAN 07, STAFF COGNIZANCE FOR THE SIG 
WAS TRANSFERRED FROM DC PP&O TO DMCS. IN TERMS OF TASKING 
AUTHORITY, THE SIG OPERATES IN DIRECT SUPPORT OF CMC AND, VIA DMCS, 
IN GENERAL SUPPORT OF MARINE CORPS SENIOR LEADERS. 
4. MISSION. THE SIG MAINTAINS CONNECTIVITY WITH KEY ACTORS AND 
SOURCES, CONDUCTS ANALYSES AND ASSESSMENTS, AND GENERATES AND 
DEVELOPS INITIATIVES TO SUPPORT THE COMMANDANTS STRATEGIC VISION. 
5. RESPONSIBILITIES AND FUNCTIONS 
A. OUTREACH. THE SIG WILL MAINTAIN CONNECTIVITY WITH KEY INTERNAL 
AND EXTERNAL ENTITIES TO ENABLE THE EXCHANGE OF INFORMATION, 
PROMOTION OF CONCEPTS AND PROGRAMS, AND IMPROVEMENT OF SITUATIONAL 
AWARENESS. 
B. ANALYSIS AND ASSESSMENT. THE SIG WILL CONDUCT ANALYSES AND 
ASSESSMENTS TO DETERMINE THE IMPACT, IMPLICATION, AND CONSEQUENCES 
OF EVENTS, TRENDS, AND INITIATIVES THAT POTENTIALLY AFFECT THE CORPS 
TO DEVELOP OPTIONS TO EXPLOIT OR MITIGATE THE SITUATION AS 
APPROPRIATE. 
C. INITIATIVES DEVELOPMENT. THE SIG WILL GENERATE AND DEVELOP 
INSTITUTIONAL AND STRATEGIC INITIATIVES TO SUPPORT CMCS VISION. 
6. SIG ORGANIZATION. THE SIG T/O CONSISTS OF 1 COL (DIR), 1 YA-3 
(DEPUTY DIR), 8 LTCOL (STRATEGIC ANALYSTS), AND 1 CDR USN (STRATEGIC 
ANALYST). THE DIRECTOR OF THE SIG WILL PROPOSE TO THE COMMANDANT 
VIA DMCS NECESSARY CHANGES TO ENSURE THE SIG IS ORGANIZED AND 
EQUIPPED TO BEST ACCOMPLISH ITS ASSIGNED MISSION.
