Guidance for Implementation of the Department of the Navy Civilian Service Commendation and Achievement Medals

1.  Purpose.  Per the references, this MARADMIN directs implementation of the Department of the Navy (DON) policy for the Civilian Service Commendation and Achievement Medals.<br>
2.  Background.  Per reference (a), the Secretary of the Navy approved the addition of two Department of the Navy (DON) honorary medals in a memorandum in reference (a) titled, "Department of the Navy Civilian Service Commendation and Achievement Medals."  The Civilian Service Commendation Medal (CSCM) and Civilian Service Achievement Medal (CSAM) expanded the honorary medals available to the DON civilian workforce, and instituted medals equivalent to DON active duty and parallel to Department of the Army and Air Force Civilians.  The DON memorandum also provided the Office of Civilian Human Resources (OCHR) with the approval to pursue the design and procurement of the medals and certificates for implementation.<br>
3.  DON CSCM is awarded to DON Civilians who distinguish themselves by performing well above their specialty or grade.  Commanders in the rank of O-6 and above and civilians in equivalent positions and above may approve this medal.<br>
4.  DON CSAM is awarded to DON Civilians who are to be recognized for sustained performance or specific achievement of a superlative nature.  Commanders in the rank of O-5 and above and civilians in equivalent positions and above may approve this medal.  Additional guidance regarding the approval criterias for the CSCM and CSAM are contained in reference (a).<br>
5.  The certificates associated with these medals are available in portable document format (PDF) templates and enable commands to print at their convenience.  The PDF templates were distributed to Human Resources Directors, (HRDs) and Command Awards Program Managers for implementation.  Commands and activities are strongly encouraged to print CSCM and CSAM certificates with colored ink and paper stock to ensure the most professional representation of the award.<br>
6.  Action.  Commands, activities, and individuals with responsibilities for granting awards shall take necessary actions to implement procedures for issuing the new honorary medals.<br>
7.  The DON has established guidance for the procurement of the medals associated with these awards in reference (b).  The medals are available to the commands and activities, at their own expense, on a first come, first serve basis.<br>
