Active Duty Officer and Enlisted Grade Structure Review (O/EGSR) Table of Organization Changes - Final Result
This MARADMIN announces the final results of the Active Duty Officer and Enlisted Grade Structure Review (O/EGSR), which examined over 9,800 officer and 130,000 enlisted billets to improve grade structure supportability while preserving operational requirements. The review resulted in grade changes affecting 12,006 billets (later reduced to 11,200 after MARFOR input), with increases of 232 E-8 billets and 90 E-9 billets, effective in FY 06 Tables of Organization.

1. IN ACCORDANCE WITH REFERENCES A AND B, MCCDC, M&RA, MOS SPECIALISTS, AND FUNCTIONAL AREA ADVOCATES CONDUCTED A REVIEW OF ALL FY 06 ACTIVE DUTY OFFICER AND ENLISTED FORCE GRADE STRUCTURE IN AN EFFORT TO IMPROVE SUPPORTABILITY OF OCCUPATIONAL GRADE STRUCTURES WHILE PRESERVING OPERATIONAL REQUIREMENTS. OVER 9,800 OFFICER AND NEARLY 130,000 ENLISTED BILLETS WERE REVIEWED RESULTING IN GRADE CHANGES AFFECTING 8,000 LINES AND 12,006 BILLETS DURING THE GRADE STRUCTURE REVIEW. 2. IN ACCORDANCE WITH REF C, CHANGES THAT WILL HAVE A DETRIMENTAL IMPACT UPON A UNIT'S OPERATIONAL CAPABILITY/MISSION WERE REPORTED TO MCCDC, TOTAL FORCE STRUCTURE DIVISION BY INDIVIDUAL MARFOR'S IN DECEMBER 2002. AS A RESULT, 806 OF THE 12,006 BILLETS THAT WERE IDENTIFIED FOR CHANGE DURING THE INITIAL GRADE STRUCTURE REVIEW WERE CONSIDERED BY THE MARFORS TO HAVE A NEGATIVE EFFECT UPON MISSION ACCOMPLISHMENT. ALL MARFOR INPUTS WERE HONORED, AND THESE SPECIFIC BILLETS WERE REVERTED BACK TO PRE-GSR STATUS. 3. THE MARINE CORPS MOST RECENT REVIEWS OF ENLISTED AND OFFICER GRADE STRUCTURE OCCURRED IN 1995 AND 1997, RESPECTIVELY. OVER THE LAST SIX YEARS, SEVERAL FORCE STRUCTURE REVIEWS (ADFSRG, FSPG-99) AND MAJOR INITIATIVES (4TH MEB, ANGLICO, CBIRF, A-76) HAVE RESULTED IN SIGNIFICANT STRUCTURE CHANGES. FURTHER, SECTION 517(A) OF TITLE 10, U. S. CODE AUTHORIZED INCREASES TO THE NUMBER OF MARINES ALLOWED IN THE TOP TWO ENLISTED GRADES. PREVIOUS GRADE STRUCTURE REVIEWS RESULTED IN OPERATING UNITS SEEKING ADDITIONAL E8 AND E9 STRUCTURE, AND MCCDC AND M&RA HAVE WORKED DILIGENTLY TO RESPOND TO THIS CALL BY CONDUCTING THIS GRADE STRUCTURE REVIEW. THE CHANGE TO TITLE 10 ALLOWED MOS SPECIALISTS, IN CONCERT WITH THEIR OPERATING FORCE POCS, THE FREEDOM TO REDISTRIBUTE GRADES WITHIN CURRENT MILITARY OCCUPATIONAL SPECIALTY (MOS) STRUCTURE TO CREATE ADDITIONAL MASTER SERGEANT AND MASTER GUNNERY SERGEANT BILLETS WITHOUT ADDING AND/OR DELETING CURRENT FY 06 BILLETS. THE GRADE STRUCTURE REVIEW RESULTED IN AN INCREASE OF 232 E-8 BILLETS. THE TOTAL NUMBER OF E-8 BILLETS NOW STANDS AT 3682 WHILE THE NUMBER OF E-9 BILLETS INCREASED BY 90 BRINGING THE TOTAL NUMBER OF CURRENT E-9 BILLETS TO 1510. 4. A TREMENDOUS AMOUNT OF ANALYTICAL RIGOR, OPERATIONAL CONSIDERATION, AND COMMON SENSE WENT INTO THE EXECUTION OF THE GRADE STRUCTURE REVIEW BY ALL INVOLVED. MANPOWER PARAMETERS ALLOWED FOR SIGNIFICANT FREEDOM TO ACCOUNT FOR OPERATIONAL REQUIREMENTS. THIS GRADE STRUCTURE REVIEW WAS CONDUCTED TO ENSURE THAT EVERY MOS HAS A LOGICAL, PYRAMID-SHAPED GRADE STRUCTURE THAT SUPPORTS THE GROWTH OF THE PROPER QUANTITY OF MARINES WITH THE REQUIRED EXPERIENCE LEVELS TO MEET THE OPERATIONAL NEEDS OF THE FORCE. 5. AS NOTED IN THE INITIAL ANALYSIS, THE O/EGSR CHANGES REFLECT A DECREASE IN E2, E3, E6, AND E7 BILLETS WITH A COMMENSURATE INCREASE IN E4, E5, E8 AND E9 BILLETS. THE GRADE STRUCTURE REVIEW IS CONSIDERED SUCCESSFUL BECAUSE 70 PERCENT OF THE RELATIONSHIPS THAT EXIST BETWEEN EACH OF THE ENLISTED GRADES IS NOW WITHIN ACCEPTABLE PARAMETERS AS OPPOSED TO ONLY 36 PERCENT BEING ACCEPTABLE AT THE START OF THE REVIEW. ESSENTIALLY, 54 OUT OF 238 ENLISTED MOS'S REVIEWED STILL POSE CONSIDERABLE CHALLENGES, BUT THE REVIEW WAS SIGNIFICANT IN MOVING THESE MOS'S TOWARDS ACCEPTABLE PARAMETERS. HOWEVER, THERE ARE FOUR MOS'S THAT REMAIN UNSUPPORTABLE DUE TO THEIR INVERTED GRADE PYRAMIDS THAT REQUIRES ADDITIONAL REVIEW BY ALL INVOLVED. THEY ARE AS FOLLOWS: 0321, 0626, 6124, AND 6463. ONE OFFICER MOS (6802) REMAINS OUTSIDE ACCEPTABLE PARAMETERS RESULTING IN THE ENTIRE GRADE STRUCTURE WITH ALL ASSOCIATED BILLETS REVERTING BACK TO PRE-GSR STATUS. 6. TFSD, M&RA, MOS SPECIALISTS, FUNCTIONAL AREA ADVOCATES AND OTHER AGENCIES INVOLVED IN THIS REVIEW WILL CONTINUE TO ADDRESS THOSE MOS'S THAT PRESENT SIGNIFICANT CHALLENGES IN BUILDING AN INVENTORY TO MEET STATED REQUIREMENTS. 7. STRUCTURE CHANGES AS A RESULT OF THIS O/EGSR WILL BECOME EFFECTIVE IN FY 06 (05/10) TABLES OF ORGANIZATION. WHILE THIS PROCESS DID NOT GROW OR ELIMINATE STRUCTURE (NOR DID ANY BILLETS MOVE BETWEEN T/O'S), THE PROCESS REALLOCATED CURRENT GRADE STRUCTURE WITHIN MANPOWER SUPPORTABILITY PARAMETERS. 8. ULTIMATELY, GRADE STRUCTURE CHANGES ARE DESIGNED TO ENSURE ALL PMOS GRADE REQUIREMENTS CAN BE SUPPORTED WITHIN THE HUMAN RESOURCE DEVELOPMENT PROCESS TO INCLUDE RECRUITING, ENTRY-LEVEL TRAINING, CLASSIFICATION, PROMOTION, AND RETENTION OF MARINES WHILE MEETING OPERATIONAL REQUIREMENTS. DATA ENCOMPASSES ONLY ACTIVE DUTY OFFICER AND ENLISTED CHARGEABLE BILLETS EFFECTIVE 1 OCTOBER 2005.
