FY21 Approved Individual Ready Reserve (IRR) Staff Noncommissioned Officer (SNCO) Selections
This MARADMIN announces the FY21 Individual Ready Reserve (IRR) Staff Noncommissioned Officer (SNCO) promotion selections approved on 22 February 2021. The message lists selectees for Master Gunnery Sergeant (1), Master Sergeant (3), Gunnery Sergeant (8), and Staff Sergeant (31) ranks, along with their Primary Military Occupational Specialties (PMOS), sequence numbers, and unit codes. Commanders must review selections for errors within 10 days and notify CMC (MMPR-2) immediately of any intent to withhold or revoke selections, with full justification due within 30 days.

1. Appointments for Marines listed in paragraph 3 will be issued to fill vacancies in the selected grade in the assigned order of seniority. Monthly promotions will be announced by separate Marine Administrative Messages (MARADMIN). All Marines who are eligible for consideration by an Enlisted Promotion Selection Board must have satisfied specified Professional Military Education (PME) requirements prior to the convening of the board. In accordance with reference (a), Marines who are on a Special Duty Assignment (SDA) or were within 365 days of transfer from SDA were considered.<br>
2. In accordance with reference (c), any Marine selected for promotion by the FY21 Reserve SNCO Selection board must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.<br>

5. The Marines listed in paragraph 3 were selected from the Primary Military Occupational Specialty (PMOS) table listed in MARADMINS 640/20, 656/20, 739/20, and 027/21. Where the feeder MOS for a selectee does not provide skill progression to the PMOS, this MARADMIN does not constitute authority to change a Marine's primary MOS.<br>
6. Marines selected for promotion in the IRR who are approved for augmentation to the active duty component prior to being promoted are not authorized to retain their promotion selection but will compete for selection by the next USMC SNCO Selection Board for which they are eligible.<br>
7. Requests for remedial promotion consideration must be submitted to the CMC (MMPR-2). Remedial promotion consideration requests can be scanned and emailed to enlistedpromotions@usmc.mil. Strict compliance with the provisions of paragraph 3602 of reference (b) is directed.<br>
8. Commanders are to review this MARADMIN for erroneous selections, e.g., incorrect Date of Rank (DOR), incorrect MOS, incorrect zone of consideration, requests to transfer to the Fleet Marine Corps Reserve (FMCR) or pending/completed disciplinary action in the current grade by military or civilian authorities not previously reported. If an erroneous selection is found, forward a message to the CMC (MMPR-2) within 10 days of receipt of this MARADMIN detailing the circumstances. If erroneous selections are subsequently discovered through research by staff agencies at HQMC, corrective action will be taken by the CMC (MMPR-2).<br>
9. Commanders will immediately notify the CMC (MMPR-2) of the intent to withhold or revoke the selection of any Marine whose name is listed in this MARADMIN. A full written justification for the recommendation to delay or revoke the Marine's promotion must be forwarded via the chain of command to arrive at the CMC (MMPR-2) no later than 30 days after receipt of this MARADMIN. Ensure the Marine concerned is afforded the opportunity to review the command's recommendation and submit a statement. Paragraph 5200.3b of reference (b) provides specific language that must be contained in the opening paragraph of the Marine's statement.<br>
10. Marines who were considered and not selected may contact the career management team to gain insight on improving their competitiveness and receive an evaluation of their Official Military Personnel File (OMPF). However, Marines should note that, due to the confidentiality of the selection board process, the specific reason for not being selected cannot be provided.<br>
11. RAM-3 Career Advisory Cell provides record review and career counseling for all members of the Reserve Component (AR, SMCR, IMA, IRR). To request counseling services, send an email to "SMB_MANPOWER_CAC@usmc.mil" with your name, Electronic Data Interchange Personal Identifier (EDIPI), contact information and service you are requesting. More information can be found by accessing www.manpower.usmc.mil. Click on "Reserve Marine", "Reserve Affairs (RA)", "Personnel Management (RAM)", Individual and Reserve Programs (RAM-3), and "Career Counseling".<br>
12. In the continuing effort to demystify the selection board process and clear up any misperceptions as to who is actually being selected for promotion, demographic data for the FY21 Approved Individual Ready Reserve (IRR) selections will post to the Promotion Branch website within 3 days from the date of this MARADMIN.<br>
13. This MARADMIN will be posted to the Promotion Branch web site. Go to the Enlisted Promotion home page: www.manpower.usmc.mil, select "Active Marine", "Promotion Branch (MMPR)", then "Enlisted Promotions". From there, to find this MARADMIN: click on "MessageTraffic", then "Staff Noncommissioned Officer (SNCO) Messages".<br>
