FY08-12 Training Input Plan Conference

The Training and Education Command (TECOM) is hosting the FY08-12 Training Input Plan (TIP) Conference from March 20-24, 2006, at Marine Corps Base Quantico, Virginia. The conference will validate FY07 course requirements, solicit training quota requirements for FY08-12 from various Marine Corps commands and occupational field managers, and prioritize courses based on readiness, deployment support, safety, and skill progression criteria.

1. TRAINING AND EDUCATION COMMAND WILL SPONSOR 
THE FY08-12 TRAINING INPUT PLAN (TIP) CONFERENCE. THE CONFERENCE 
WILL BE CONDUCTED BY FORMAL SCHOOLS TRAINING BRANCH (C4611) FROM 
MONDAY, 20 MARCH 2006 TO FRIDAY, 24 MARCH 2006 IN THE LIVERSEDGE 
HALL CONFERENCE ROOM, MARINE CORPS BASE, QUANTICO, VIRGINIA.
2. BACKGROUND. PER REFS (A) AND (B), FORMAL SCHOOLS TRAINING BRANCH
ANNUALLY SOLICITS TRAINING QUOTA REQUIREMENTS FROM MANPOWER AND 
RESERVE AFFAIRS, MARINE CORPS RECRUITING COMMAND, MARCORSYSCOM, 
MARINE CORPS COMBAT DEVELOPMENT COMMAND, OCCUPATIONAL FIELD MANAGERS
AS DEFINED IN REF (C), AND MARINE FORCES RESERVE. THIS INFORMATION 
IS COMPILED INTO THE TIP, DISSEMINATED, AND USED AS A PLANNING TOOL 
FOR THOSE ACTIVITIES REQUIRED TO PLAN, PROGRAM, RESOURCE, AND 
SCHEDULE TRAINING CAPACITY TO MEET THE MARINE CORPS' FORMAL SCHOOL 
TRAINING REQUIREMENTS.
3. CONFERENCE OBJECTIVES. 
 A. VALIDATE FY07 COURSE/MOS REQUIREMENTS. 
 B. SOLICIT TIP REQUIREMENTS FROM RECOGNIZED SPONSORS FOR FY08-12
 C. PRIORITIZE COURSES PER PARA 5. FACE TO FACE COORDINATION 
BETWEEN TECOM C4611 (FORMAL SCHOOLS TRAINING BRANCH) AND REQUIREMENT 
SPONSORS, IN ADDITION TO IMMEDIATE COMPARISON OF SUBMITTED 
REQUIREMENTS WITH HISTORIC THROUGHPUT IN THE TECOM INTEGRATED 
MANAGEMENT SYSTEM (TIMS), MAKE THE CONFERENCE VITAL TO THE 
DEVELOPMENT OF AN ACCURATE TIP.
4. CONFERENCE AGENDA. TO SOLICIT COURSE REQUIREMENTS BY SPONSORS. 
SPONSORS NEED TO BE PRESENT AT THE START OF THEIR DESIGNATED DAY AS 
THE AMOUNT OF TIME NEEDED TO CAPTURE REQUIREMENTS VARIES BY SPONSOR. 
THE CONFERENCE IS SCHEDULED FROM 0800 TO 1630 EACH DAY. THE 
CONFERENCE WILL CONCLUDE NLT 1200 ON FRIDAY 24 MARCH 2006. THE

5. PRIORITIZATION. BECAUSE OF SOME UNCERTAINTY IN OUT YEAR FUNDING,
BE PREPARED TO MAKE DECISIONS AS TO WHICH COURSES WILL BE FUNDED 
SHOULD A SHORTFALL IN THE TECOM WORLD WIDE STUDENT TAD FUNDS ACCOUNT 
EXIST. TO THAT END, WE WILL REVIEW/UPDATE PRIORITIZATION CODES 
DURING THE TIP CONFERENCE. REQUEST OCCFLD MANAGERS, AS DEFINED IN 
REF (C), PRIORITIZE ALL COURSES WITHIN THEIR PURVIEW, PER BELOW 
GUIDANCE. 
 A. COURSES WILL BE CATEGORIZED IN THE FOL FOUR CATEGORIES:
READINESS; DEPLOYMENT SUPPORT; SAFETY; AND SKILL PROGRESSION. IT IS 
RECOGNIZED THAT COURSES MAY FALL INTO MULTIPLE CATEGORIES, EACH 
COURSE MUST BE PLACED IN THE MOST APPROPRIATE CATAGORY. WITHIN THESE
CATEGORIES, COURSES WILL BE PRIORITIZED ONE THROUGH FOUR (ONE BEING 
THE MOST IMPORTANT). OF THE COURSES PRIORITIZED, ONLY 20% MAY BE 
LISTED AS PRIORITY ONE. THE REMAINING COURSES WILL BE SPREAD AMONG 
PRIORITIES TWO THROUGH FOUR.
 B. OFFICER AND ENLISTED ENTRY LEVEL PIPELINE COURSES ARE NOT 
AFFECTED BY THIS ACTION.
 C. COURSES THAT ARE 140 DAYS IN LENGTH OR LONGER ARE NOT 
AFFECTED BY THIS ACTION. 
6. ATTENDEES. REQUEST ALL SPONSORS CONFIRM ATTENDANCE BY PHONE OR 
E-MAIL TO MAJOR G. R. BROWN NLT 24 FEB 06. PROVIDE NAME, RANK, 
OFFICE CODE, DSN/COMM PHONE NUMBERS, AND EMAIL ADDRESS. 
REPRESENTATIVES FROM MARFORLANT AND MARFORPAC ARE INVITED TO ATTEND 
IN ORDER TO ASSIST TECOM C4611 IN VALIDATING QUOTA REQUIREMENTS. 
ADDITIONALLY, SCHOOLHOUSES/DETS ARE INVITED TO ATTEND IN ORDER TO 
PROVIDE CONFERENCE MEMBERS WITH UP TO DATE INFORMATION ON SCHOOL 
CAPABILITIES AND CONSTRAINTS. NO FUNDING IS AVAILABLE FROM TECOM 
C4611 TO SUPPORT YOUR ATTENDANCE.
