Update to MARADMIN 414/20, FY21 Hardship Duty Pay – Tempo Program Details

1.  Purpose.  To promulgate authorization of a temporary exception to policy (ETP) for Hardship Duty Pay – Tempo (HDP-T) described in reference (a).
2.  Background.  Due to operational commitments in Fiscal Year 2021 and coronavirus disease (COVID-19) mitigation protocols, some units, detachments, and individuals may depart for an operational deployment directly from a training location without returning to their duty station or homeport.
3.  Exception to Policy.  Per reference (b), for purposes of HDP-T, training time conducted enroute to an operational deployment will be counted towards the 220-day eligibility threshold when the majority of a ship, unit, or detachment, or an individual not attached to a unit or detachment, does not return to homeport/station/base at the completion of training and that training is immediately followed by an operational deployment.  This ETP only authorizes training days after 11 December 2020 to be counted towards HDP-T eligibility.  Additionally, this ETP only applies to ships, units, or detachments, or individuals not attached to a unit or detachment, that depart the homeport/station/base before 1 October 2021.  All other provisions of reference (a) remain in effect.  Ships, units, detachments, or individuals not attached to a unit or detachment who depart homeport/station/base on or after 1 October 2021, refer to reference (a).
4.  This MARADMIN applies to all active and reserve component Marines.
