MCBUL 7220. Recruiter Extension Program (REP)

This MARADMIN establishes the Recruiter Extension Program (REP), which offers Assignment Incentive Pay (AIP) of $500 per month to selected 8411 recruiters who extend their tours by 6 to 12 months beyond the required 36-month tour. The program is effective February 13, 2007, and is designed to retain experienced canvassing recruiters to support the Marine Corps end strength increase.

1. PURPOSE. EFFECTIVE 13 FEB 07 THIS MARADMIN
ESTABLISHES POLICY ON PAYMENT OF ASSIGNMENT INCENTIVE PAY (AIP) TO
SELECTED 8411 RECRUITERS FOR THE PURPOSES OF ENCOURAGING TOUR 
EXTENSIONS OF 6 TO 12 MONTHS. 
2. CANCELLATION. THIS BULLETIN IS CANCELED ON 30 SEP 07.
3. SELECTED 8411 RECRUITERS WILL BE OFFERED THE OPPORTUNITY TO 
REMAIN IN AN 8411 RECRUITER BILLET FOR AN ADDITIONAL 6 TO 12 MONTHS 
BEYOND THEIR REQUIRED 36 MONTH TOUR. THIS EXTENSION IS BASED ON 
THE NEEDS OF THE MARINE CORPS IN ORDER TO KEEP EXPERIENCED 
CANVASSING RECRUITERS COMMITTED TO SUPPORTING THE MARINE CORPS END 
STRENGTH INCREASE. 8411 RECRUITERS WHO ARE APPROVED WILL RECEIVE 
$500 PER MONTH OF AIP. AIP WILL BE PAID IN ADDITION TO ALL OTHER 
PAYS AND ALLOWANCES. THIS INCLUDES SPECIAL DUTY ASSIGNMENT PAY 
(SDAP).
4. EFFECTIVE THIS MESSAGE, RECRUITERS WHO HAVE LESS THAN 180 DAYS
REMAINING ON THEIR 36 MONTH TOUR WILL BE ELIGIBLE FOR THIS PROGRAM.
RECRUITING STATION (RS) COMMANDERS AND PRIOR SERVICE RECRUITING 
OFFICE (PSRO) OIC'S WILL SUBMIT RECOMMENDATIONS TO HIGHER 
HEADQUARTERS AS SOON AS POSSIBLE. DISTRICT COMMANDING OFFICERS 
WILL SUBMIT FINAL RECOMMENDATIONS TO CG, MARINE CORPS RECRUITING 
COMMAND (MCRC) WHO WILL ENDORSE AND FORWARD TO CMC (MMEA) OR CMC 
(RAM) FOR CONSIDERATION. 
5. THE LONG TERM GOAL IS RS COMMANDERS AND PSRO OIC'S WILL SUBMIT
RECOMMENDATIONS TO THEIR RESPECTIVE COMMANDING OFFICERS OF EACH
RECRUITING DISTRICT 180 DAYS PRIOR TO THE RECRUITER REACHING THE
36 MONTH MARK OF THE CURRENT TOUR. 
6. CG, MCRC WILL REPORT APPROVED AIP RETENTION AGREEMENTS MONTHLY 
TO CMC (MM) OR CMC (RAM). 
7. ELIGIBILITY REQUIREMENTS:
 A. MUST BE SERVING AS A 8411 CANVASSING RECRUITER, 8411 SNCOIC 
OF A RECRUITING SUBSTATION OR PRIOR SERVICE 8411 RECRUITER
 B. MUST SUCCESSFULLY COMPLETE A 36 MONTH RECRUITING TOUR
 C. RECRUITERS MUST HAVE COMMAND ENDORSEMENT
 D. EXTENSION ON ACTIVE DUTY 8411 MARINES (EAD RECRUITERS) ARE 
NOT ELIGIBLE DUE TO CONTRACT LIMITATIONS.
8. AIP AUTHORIZATION REQUIREMENTS:
 A. 8411 RECRUITERS WILL SIGN A WRITTEN AGREEMENT. THE BELOW
WRITTEN AGREEMENT WILL BE MAINTAINED IN THE COMMAND'S UNIT FILES FOR 
THE DURATION OF THE AIP PERIOD: 
"I, [RANK, LAST NAME, FI, MI, L4-SSN] UNDERSTAND THAT, INCIDENT TO
EXTENDING MY TOUR OF DUTY AS A RECRUITER OR STAFF NON-COMMISSIONED
OFFICER IN-CHARGE (MILITARY OCCUPATIONAL SPECIALTY 8411) FOR AN
ADDITIONAL PERIOD OF ____ MONTHS, I WILL BE PAID ASSIGNMENT 
INCENTIVE PAY (AIP) IN THE AMOUNT OF $500 PER MONTH FOR EACH MONTH 
OF THE EXTENSION, EFFECTIVE THE DATE OF THIS AGREEMENT. , I 
UNDERSTAND THAT I WILL BE PAID $500 PER MONTH OF AIP, LESS WITHHELD 
TAXES. I FURTHER UNDERSTAND THAT I WILL BE REQUIRED TO SERVE IN 
THE SPECIFIED BILLET DESIGNATED FOR AIP FOR THE DURATION OF THIS 
AGREEMENT UNLESS A WAIVER IS GRANTED BY CG, MARINE CORPS RECRUITING 
COMMAND AND THAT I WILL MEET RECRUITING STANDARDS AS ESTABLISHED BY 
THE RECRUITING STATION COMMANDER. FAILURE TO COMPLETE THIS SERVICE 
REQUIREMENT MAY RESULT IN THE TERMINATION OF THIS AGREEMENT AND MY 
REPAYMENT OF ANY UNEARNED PORTION OF THE AIP PAYMENT.
I UNDERSTAND THAT REPAYMENT WILL NOT BE SOUGHT IF MY INABILITY TO
COMPLETE THE SERVICE REQUIREMENT STATED IN THIS AGREEMENT IS DUE TO 
MY DEATH, ILLNESS, INJURY OR OTHER PHYSICAL IMPAIRMENT, WHICH WAS 
NOT THE RESULT OF MY MISCONDUCT, OR ANY OTHER CIRCUMSTANCE 
DETERMINED TO BE REASONABLY BEYOND MY CONTROL."
 B. CAREER RETENTION SPECIALISTS WILL PREPARE AIP CONTRACTS.
AIP CONTRACTS MUST BE SIGNED BY THE MARINE AND THE RS LEVEL 
COMMANDER. BY DIRECTION IS NOT AUTHORIZED. WRITTEN AGREEMENTS WILL 
BEGIN ON THE 1ST DAY OF THE MONTH FOLLOWING THE COMPLETION OF THE 
36 MONTH TOUR OF DUTY. AIP IS NOT AUTHORIZED FOR ANY PERIOD OF 
DUTY PRIOR TO THE RECRUITER CROSSING THE 36 MONTH THRESHOLD. 
 C. RECRUITERS ARE NOT AUTHORIZED BACK TO BACK AIP AGREEMENTS.
RECRUITERS WHO DESIRE TO STAY ON RECRUITING DUTY WILL CONTACT THEIR
CHAIN OF COMMAND AND REQUEST DESIGNATION AS AN 8412, CAREER 
RECRUITER. RECRUITERS WHO ARE SELECTED AS AN 8412, CAREER RECRUITER 
WILL CONTINUE TO RECEIVE PAYMENT OF AIP FOR THE DURATION OF THE 
ORIGINAL AIP PERIOD. 
9. 8411 RECRUITERS SERVING ON AN ALREADY APPROVED 6 MONTH OR GREATER
TOUR-EXTENSION ARE ELIGIBLE FOR THIS PROGRAM. RECRUITERS IN THIS
SITUATION MUST MEET THE CRITERIA IN PARAGRAPH 6. IF APPROVED, AIP 
WILL ONLY BE PAID FOR THE REMAINING MONTHS OF THE CURRENT EXTENSION.
CONCURRENT AIP EXTENSIONS BEYOND 12 MONTHS ARE NOT AUTHORIZED. 
10. TERMINATION: PAYMENT OF AIP WILL TERMINATE WHEN THE FOLLOWING
OCCURS:
 A. FAILURE TO MEET RECRUITING REQUIREMENTS PRESCRIBED BY THE
RECRUITING STATION COMMANDING OFFICER OR PRIOR SERVICE RECRUITING 
OFFICE OIC.
 B. SERVICE-INITIATED, OR OTHER, NO FAULT-OF-THE-MARINE, 
CURTAILMENT OF AIP TOUR.
 C. RELIEF OR REASSIGNMENT FROM THE DESIGNATED AIP BILLET.
 D. TERMINAL LEAVE.
 E. NO LONGER SERVING IN A PRODUCTION RECRUITER OR SNCOIC OF A
RECRUITING SUBSTATION BILLET.
 F. COMPLETION OF THE RECRUITER EXTENSION PROGRAM PERIOD.
11. RECRUITING STATION COMMANDERS ARE NOT AUTHORIZED TO MAKE
MONTH-TO-MONTH SUSPENSIONS OF AIP. RECRUITERS WHO DO NOT MEET
RECRUITING REQUIREMENTS WILL BE EVALUATED FOR CONTINUED SERVICE AND 
ARE SUBJECT TO HAVING THEIR AIP AGREEMENTS TERMINATED BY THE RS CO.
12. DO/FO PAYMENT PROCEDURES. A NAVMC 11116 IS REQUIRED TO BE
SUBMITTED MONTHLY FOR PAYMENT OF AIP. UPON RECEIPT OF THE NAVMC 
11116, ISSUE A MISC CREDIT (TTC 694) USING PAY CODE:
ACTIVE COMPONENT ENLISTED 25002 AND TAX CODES: 1, 4 AND 9C 
DEPENDING ON CIRCUMSTANCES.
13. A DCC IS NEEDED TO ACCOUNT FOR THE NUMBER OF MARINES 
PARTICIPATING INTHIS PROGRAM. CMC (MMEA) WILL ENTER A DRAW CASE CODE 
(DCC) OF A7, RECRUITER EXTENSION PROGRAM INTO THE MARINE CORPS TOTAL 
FORCE SYSTEM.
14. ADJUSTMENTS TO THE MARINE'S EXPIRATION OF ACTIVE SERVICE (EAS) 
MAY BE REQUIRED. IF ADDITIONAL OBLIGATED SERVICE IS NEEDED TO FULFILL 
THE COMMITMENT, ALL REQUESTS MUST BE SUBMITTED TO DEPUTY COMMANDANT 
FOR MANPOWER AND RESERVE AFFAIRS (DC, M&RA), MANPOWER MANAGEMENT (MM).
LOCAL COMMANDERS ARE NOT AUTHORIZED TO CHANGE A MARINE'S EAS. 
15. THIS MESSAGE IS APPLICABLE TO THE MARINE CORPS RESERVE.
