MCBUL 7220. FY07 End Strength Incentive

This MARADMIN establishes the FY07 Assignment Incentive Pay (AIP) program to support rapid Marine Corps end strength growth. Eligible enlisted Marines (E3-E9) who reenlist during FY07 for qualifying periods will receive a $10,000 lump sum payment. The program is effective February 13, 2007, and expires September 30, 2007.

1. PURPOSE. TO PROVIDE COMMANDERS, SERGEANTS MAJOR 
AND CAREER RETENTION SPECIALISTS (CRS) THE POLICY ON AIP INCENTIVE 
TO RAPIDLY GROW MARINE CORPS END STRENGTH AND SUPPORT THE FORCE. 
2. EFFECTIVE 13 FEB 07 THIS MARADMIN ESTABLISHES THE ASSIGNMENT
INCENTIVE PAY (AIP) POLICY FOR THE PAYMENT OF AIP TO MARINES WHO
REENLISTED AND WILL REENLIST IN FY07.
3. CANCELLATION. THIS BULLETIN IS CANCELED ON 30 SEP 07. THIS 
PROGRAM WILL ONLY BE AUTHORIZED FOR FY07. FY08 SELECTIVE 
REENLISTMENT BONUS PROGRAM WILL INCORPORATE THIS INCENTIVE PROGRAM 
AS DETERMINED BY MANPOWER REQUIREMENTS.
4. MISSION. THE MARINE CORPS AUTHORIZES AIP FOR MARINES WITH LESS 
THAN 27 YEARS OF SERVICE WHO HAVE REENLISTED OR WILL REENLIST DURING
FY07 AS ELIGIBLE FOR AIP. 
5. EXECUTION
 A. THIS DESIGNATES ALL ENLISTED MARINE CORPS ASSIGNMENTS AS
ELIGIBLE FOR AIP.
 B. ENLISTED MARINES WITH LESS THAN 20 YEARS OF ACTIVE SERVICE 
WHO REENLISTED OR WILL REENLIST DURING FY07 FOR A PERIOD OF 4 OR 
MORE YEARS ARE ELIGIBLE TO RECEIVE $10,000 END STRENGTH AIP.
 C. ENLISTED MARINES WITH GREATER THAN 20 BUT LESS THAN 27 
YEARS ACTIVE SERVICE WHO REENLISTED OR WILL REENLIST DURING FY07 
FOR A PERIOD OF 3 YEARS ARE ELIGIBLE TO RECEIVE $10,000 END 
STRENGTH AIP.
 D. ELIGIBILITY REQUIREMENTS:
 (1) RANK REQUIREMENTS: E3 THROUGH E9
 (2) REENLISTED OR WILL REENLIST DURING FY07
 (3) MARINES WITH LESS THAN 20 YOS: MINIMUM REENLISTMENT 
PERIOD MUST BE 4 YEARS AND MUST MEET ECFC/HYT GUIDLINES
 (4) MARINES WITH GREATER THAN 20 YOS: MINIMUM REENLISTMENT
PERIOD MUST BE 3 YEARS AND MUST MEET ECFC/HYT 
 E. CAREER RETENTION SPECIALISTS (CRS) WILL PREPARE AIP 
AGREEMENTS. AIP AGREEMENTS MUST BE SIGNED BY THE MARINE AND THE 
BATTALION LEVEL COMMANDER OR DESIGNEE.
 (1) ENLISTED MARINES WILL SIGN A WRITTEN AGREEMENT AND BE
COUNSELED ON THE PROVISIONS OF AIP BY THEIR CRS. THE BELOW WRITTEN
AGREEMENT WILL BE MAINTAINED IN THE MARINE'S SERVICE RECORD BOOK: 
"I, [RANK, LAST NAME, FI, MI, L4-SSN] UNDERSTAND THAT, INCIDENT TO 
MY FY07 REENLISTMENT, I WILL BE PAID ASSIGNMENT INCENTIVE PAY (AIP) 
IN THE AMOUNT OF $10,000, PAYABLE IN A LUMP SUM, EFFECTIVE THE DATE 
OF THIS AGREEMENT. THIS AMOUNT OF AIP IS PAID TO ME WITH THE 
UNDERSTANDING THAT BASED ON MY REENLISTMENT OF 48 MONTHS (FOR 
MARINES WITH GREATER THAN 20 YEARS OF ACTIVE SERVICE: 36 MONTHS) I 
WILL BE REQUIRED TO SERVE IN MY AIP DESIGNATED ASSIGNMENT SUBJECT 
TO ECFC'S OR TERMINAL LEAVE, UNLESS A WAIVER IS GRANTED BY THE 
DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS. I UNDERSTAND 
THAT THE DURATION OF THIS AIP AGREEMENT DOES NOT AFFECT THE TERMS 
SET FORTH IN MY REENLISTMENT CONTRACT. I AM AWARE THAT, BASED ON 
THE NEEDS OF THE MARINE CORPS, MY ASSIGNMENT MAY CHANGE TO A 
DIFFERENT AIP DESIGNATED ASSIGNMENT, BUT LENGTH OF MY ASSIGNMENT 
SPECIFIED WITHIN THIS AGREEMENT SHALL NOT CHANGE. FAILURE TO 
COMPLETE THE SERVICE REQUIREMENT SPECIFIED IN THIS AGREEMENT MAY 
RESULT IN THE TERMINATION OF THIS AGREEMENT AND MY REPAYMENT OF 
ANY UNEARNED PORTION OF THE AIP PAYMENT. I FURTHER UNDERSTAND 
THAT REPAYMENT WILL NOT BE SOUGHT IF MY INABILITY TO COMPLETE THE 
SERVICE REQUIREMENT STATED IN THIS AGREEMENT IS DUE TO MY DEATH, 
ILLNESS, INJURY OR OTHER PHYSICAL IMPAIRMENT, WHICH WAS NOT THE 
RESULT OF MY MISCONDUCT, OR OTHER CIRCUMSTANCE DETERMINED TO BE 
REASONABLY BEYOND MY CONTROL."
(2) WRITTEN AGREEMENTS ARE EFFECTIVE ON THE DATE SIGNED.
(3) THE FY07 END STRENGTH INCENTIVE MAY BE PAID IN ADDITION ALL 
OTHER AIP INCENTIVE PROGRAMS.
(4) THE AIP PAYMENT IS TAXIBLE WHEN APPLICABLE. THE AIP PAYMENT 
IS IN ADDITION TO ANY SRB PAYMENTS.
F. TERMINATION OF THE AIP AGREEMENT OCCURS WHEN THE MARINE ENTERS
RETIREMENT AND OR ADMIN SEPARATION. MARINES MUST FULFILL THE AIP
AGREEMENT TO RETAIN THE ENTIRE AIP PAYMENT SUBJECT TO ECFC'S OR 
TERMINAL LEAVE. WHILE SERVING UNDER THE AIP PROVISIONS, FMCR 
REQUESTS WILL NOT NORMALLY RECEIVE FAVORABLE CONSIDERATION UNLESS 
A REQUEST FALLS WITHIN THE GUIDELINES CONTAINED IN REF D. 
G. RECOUPMENT AIP WILL BE MADE WHEN A MEMBER MEETS THE CRITERIA 
SET FORTH IN PER PARAGRAPH 0905 OF REF A. RECOUPMENT OF AIP WILL 
BE PRORATED. THE PRORATED AMOUNT IS $208 ($278 FOR MARINES WHO 
FALL UNDER 5.D.4 ABOVE) TIMES NUMBER OF MONTHS OF THE REENLISTMENT 
CONTRACT NOT COMPLETED.
6. DO/FO PAYMENT PROCEDURES. A NAVMC 11116 WILL BE REQUIRED FOR
PAYMENT OF AIP. UPON RECEIPT OF THE NAVMC 11116, ISSUE A MISC 
CREDIT (TTC 694) USING PAY CODE: ACTIVE COMPONENT ENLISTED 25002 
AND TAX CODES: 1, 4 AND 9C DEPENDING ON CIRCUMSTANCES. 
7. A DCC IS NEEDED TO ACCOUNT FOR THE NUMBER OF MARINES 
PARTICIPATING IN THIS PROGRAM. CMC (MMEA) WILL ENTER A DRAW CASE 
CODE (DCC) OF A5, FY07 END STRENGTH INCENTIVE INTO THE MARINE 
CORPS TOTAL FORCE SYSTEM.
8. CRS'S WILL PREPARE AIP AGREEMENTS. AIP AGREEMENTS MUST BE 
SIGNED BY THE MARINE AND THE BATTALION LEVEL COMMANDER OR 
DESIGNATED BY DIRECTION AUTHORITY. 
9. THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
10. COMBAT ZONE TAX EXCLUSION IS ONLY APPLICABLE IF THE MARINE 
IS SIGNING THE AIP AGREEMENT WHILE IN A COMBAT ZONE. 
REENLISTMENTS PRIOR TO THE EFFECTIVE DATE OF THIS PROGRAM ONLY 
SERVE AS A QUALIFIER FOR THE PAY AND NOT AS AN EFFECTIVE DATE 
FOR THE PAY.
