Deployment Extension Program
This MARADMIN establishes the Deployment Extension Program, which provides Assignment Incentive Pay (AIP) of $500 per month to Marines who voluntarily extend their enlistment to complete an involuntarily extended unit deployment in support of OIF/OEF or other GWOT missions. The program is effective February 13, 2007, and applies to active component Marines with less than 12 months remaining on their current enlistment who agree to stay with their unit through the extended deployment.

1. PURPOSE. EFFECTIVE 13 FEB 07 THIS MARADMIN ESTABLISHES POLICY ON PAYMENT OF ASSIGNMENT INCENTIVE PAY (AIP) TO MARINES WHO AS A RESULT OF AN INVOLUNTARY EXTENSION OF A UNIT DEPLOYMENT AGREE TO EXTEND AN ENLISTMENT OR REENLISTMENT TO COMPLETE THE DEPLOYMENT. 2. MARINES WHO AGREE TO EXTEND THEIR EXPIRATION OF ACTIVE SERVICE (EAS) TO COMPLETE AN EXTENSION OF A SCHEDULED DEPLOYMENT WILL BE ELIGIBLE TO RECEIVE $500 OF AIP FOR EVERY MONTH OF EAS EXTENSION. 3. ELIGIBILITY REQUIREMENTS: A. MUST HAVE LESS THAN 12 MONTHS OF ACTIVE SERVICE REMAINING ON AN EXISTING ENLISTMENT/REENLISTMENT. B. MUST AGREE TO REMAIN WITH THEIR CURRENT UNIT TO COMPLETE THE EXTENDED DEPLOYMENT. 4. AIP AUTHORIZATION REQUIREMENTS: A. MARINES WILL SIGN A WRITTEN AGREEMENT. THE BELOW WRITTEN AGREEMENT WILL BE MAINTAINED IN THE COMMAND'S UNIT FILES FOR THE DURATION OF THE AIP PERIOD: "I, [RANK, LAST NAME, FI, MI, L4-SSN] UNDERSTAND THAT, INCIDENT TO THE EXTENSION OF MY ENLISTMENT/REENLISTMENT ON OR PRIOR TO MY EAS DATE FOR A PERIOD OF [FULL MONTHS], I WILL BE PAID ASSIGNMENT INCENTIVE PAY (AIP) IN THE AMOUNT OF $500 PER MONTH FOR EACH FULL MONTH MY EAS DATE IS EXTENDED FOR THE PURPOSE OF COMPLETING THE DEPLOYMENT OF MY UNIT INVOLUNTARILY EXTENDED IN SUPPORT OF OIF/OEF OR OTHER GWOT MISSION, EFFECTIVE THE DATE OF THIS AGREEMENT. FAILURE TO COMPLETE THIS SERVICE REQUIREMENT MAY RESULT IN THE TERMINATION OF THIS AGREEMENT AND MY REPAYMENT OF ANY UNEARNED PORTION OF THE AIP PAYMENT. I FURTHER UNDERSTAND THAT REPAYMENT WILL NOT BE SOUGHT IF MY INABILITY TO COMPLETE THE SERVICE REQUIREMENT SPECIFIED IN THIS AGREEMENT IS DUE TO MY DEATH, ILLNESS, INJURY OR OTHER PHYSICAL IMPAIRMENT, WHICH WAS NOT THE RESULT OF MY MISCONDUCT, OR OTHER CIRCUMSTANCE DETERMINED TO BE REASONABLY BEYOND MY CONTROL." B. CAREER RETENTION SPECIALISTS WILL PREPARE AIP CONTRACTS. AIP CONTRACTS MUST BE SIGNED BY THE MARINE AND THE BATTALION LEVEL COMMANDER. BY DIRECTION IS NOT AUTHORIZED. WRITTEN AGREEMENTS WILL BEGIN ON THE DATE SIGNED. MONTHLY PAYMENT WILL BE CALCULATED IN 30 DAY INCREMENTS BASED ON EXTENSION DURATION. 5. TERMINATION: PAYMENT OF AIP WILL TERMINATE WHEN THE FOLLOWING OCCURS: A. SERVICE-INITIATED, OR OTHER, NO FAULT-OF-THE-MARINE, CURTAILMENT OF AIP TOUR. B. TERMINAL LEAVE. 6. DO/FO PAYMENT PROCEDURES. A NAVMC 11116 IS REQUIRED TO BE SUBMITTED MONTHLY FOR PAYMENT OF AIP. UPON RECEIPT OF THE NAVMC 11116, ISSUE A MISC CREDIT (TTC 694) USING ONE OF THE BELOW AIP PAY CODES: ACTIVE COMPONENT ENLISTED 25002 AND TAX CODES: 1, 4 AND 9C DEPENDING ON CIRCUMSTANCES. 7. UNIT DIARY ENTRY WILL BE MADE BY THE COMMAND PERSONNEL CENTER. A DCC IS NEEDED TO ACCOUNT FOR THE NUMBER OF MARINES PARTICIPATING IN THIE PROGRAM. CMC (MMEA) WILL ENTER A DRAW CASE CODE (DCC) OF A6, COMBAT EXTENSION PROGRAM INTO THE MARINE CORPS TOTAL FORCE SYSTEM. 8. ADJUSTMENTS TO THE MARINE'S EXPIRATION OF ACTIVE SERVICE (EAS) MAY BE REQUIRED. IF ADDITIONAL OBLIGATED SERVICE IS NEEDED TO FULFILL THE COMMITMENT, ALL REQUESTS MUST BE SUBMITTED TO DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (DC, M&RA), MANPOWER MANAGEMENT (MM). LOCAL COMMANDERS ARE NOT AUTHORIZED TO CHANGE A MARINE'S EAS. 9. THIS MESSAGE IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
