Required Use of Classification Marking Software on SIPRNET

This MARADMIN directs all Marine Corps personnel using SIPRNET to employ classification marking software for emails and attachments to ensure proper handling of classified information. The Marine Corps will provide the Secure Email Messaging Plugin (SEMP) as a government solution, though commercial alternatives are permitted if units fund them independently. Compliance is required by 31 March 2016.

1.  Background. Required marking of digital classified material on Secret Internet Protocol Routed Network (SIPRNET) is a DoD and DISA requirement.
In order to enhance the Marine Corps' capability to accurately and effectively mark, track and filter classified information on the SIPRNET, the use of a classification marking software is required.
2.  Policy.  This message directs the use of a classification marking software on the Marine Corps Enterprise Network-SIPRNET (MCEN-S) that require users to apply appropriate classification and caveat markings to emails and attachments in accordance with requirements in reference (a).
3.  Software will be configured to adhere to guidelines specified in references (a) and (b) to ensure compatibility with current Enterprise Exchange Filters and Information Assurance requirements.
4.  The Marine Corps is in the process of procuring a full suite of classification marking software.  In the interim, and until the software is made available, classification marking software identified in the below subparagraphs can be used to comply with this policy.
4.A.  Secure Email Messaging Plugin (SEMP) is a Government Off The Shelf (GOTS) solution and provides the ability to apply classification and caveat markings via a graphic user interface in Microsoft Outlook.  MARFORCYBER will make SEMP available via Microsoft Systems Center Configuration Manager (SCCM) for regional Marine Air Ground Task Force (MAGTF) Information Technology Support Centers (MITSC) for deployment to workstations.  All deployed units that require support for employment of SEMP should contact MCNOSC Deployed Support.
4.B.  Commercial off The Shelf (COTS) solutions, such as TITUS, are also available to comply with this policy.  If the use of a COTS solution is desired by commands, units will fund deployment and any required maintenance associated with deployment and utilization of the software.  COTS solutions must comply with all requirements identified in references (a) through (c).
5.  Commands already utilizing a classification marking tool software on SIPRNET (SEMP or COTS) will coordinate with their regional MITSC to confirm compliance with this policy.
6.  MARFORCYBER will issue additional guidance when SEMP is available for deployment and outline the compliance reporting process.  Compliance with this policy is required NLT 31 March 2016.
