Solicitation for Recognition of DC M&RA Personnel and Programs CY2023

This MARADMIN solicits nominations for the DC M&RA Personnel and Programs Awards for Calendar Year 2023, recognizing outstanding uniformed and civilian Marines, centers, and programs across multiple categories including administration, manpower, personnel, MCCS, postal, child development, and other support functions. Nominations are due by April 1, 2024, and must be endorsed by the first General Officer in the chain of command, with winners to be selected by a non-statutory awards board and announced via separate MARADMIN.

1.  Per the references, this MARADMIN calls for nominations to recognize personnel and programs within DC, M&RA's purview from January 1 to December 31, 2023.
2.  These awards are sponsored by the Marine Corps Association Foundation to recognize uniformed and civilian Marines, centers, and programs whose outstanding achievements made significant contributions to the enterprise and exemplifies superior excellence and dedication to mission readiness. The categories are listed below under their respective office of primary responsibility.
3.  Secretariat M&RA, sponsors the MCMPAAP and recognizes the following categories (Active & Reserve Components):
3.A.  Manpower Officer of the Year (O1-O3)
3.B.  Personnel Officer of the Year (WO-W3)
3.C.  Administration Marine of the Year (E1-E3)
3.D.  Administration Noncommissioned Officer of the Year (E4-E5)
3.E.  Administration Staff Noncommissioned Officer of the Year (E6-E7)
3.F.  Civilian Administrator of the Year (GS4-GS8)
3.G.  Civilian Analyst of the Year (GS9-GS12)
3.H.  Personnel Administration Center of the Year (Unit Award)
3.I.  Career Planner of the Year (Winner was announced via ref (b). Packages are not required for this category.)
4.  Business and Support Division (MR) sponsors the following category:
4.A.  MCCS Marine of the Year Award (E5-E8)
5.  Opportunity, Diversity, and Inclusion (MPE) sponsors the following category:
5.A.  Equal Opportunity Advisor of the Year (Winner was announced via ref (c). Packages are not required for this category.)
6.  Wounded Warrior Regiment (WWR) sponsors the following category:
6.A.  Wounded Warrior Marine/Civilian of the Year (solicitation via sepcor).
7.  Marine and Family Programs (MF) sponsors the following categories:
7.A.  Postal Marine of the Year (E4-E7)
7.B.  Child Development Center Staff of the Year
7.C.  Sexual Assault Prevention and Response (SAPR) of the Year (Winner was announced via ref (d). Packages are not required for this category.)
7.D.  Victim Advocate (VA) of the Year Award (Winner was announced via ref (d). Packages are not required for this category.)
8.  Selection of award recipients will be made by a non-statutory awards board convened by the Manpower and Reserve Affairs (M&RA).
9.  Action
9.A.  Only the most competitive nomination for each award category may be submitted with endorsement by the first General Officer in the chain of command.
10.  For the MR sponsored categories, each Command is encouraged to submit as many nominations as deemed eligible for consideration for each award category.
10.A. 10.B.  Nomination packages for categories (4A-4B) shall be sent electronically via e-mail to:  Michael.huff@usmc-mccs.org in a pdf file. The PDF file shall be named "EDIPI_LASTNAME" (e.g. 1234567890_HUFF.pdf). The subject line of the email should read: "CY23 MCCS Marine of the year ICO (RANK/NAME).
10.C.  Selection of award recipients and details regarding presentation of plaques will be announced via separate MARADMIN.
11.  This MARADMIN is applicable to the Marine Corps Total Force.
