Routing of Marine Corps Sustainment Cargo ISO OIF II Through Consolidation and Containerization Points
This MARADMIN establishes routing procedures for Marine Corps sustainment cargo supporting Operation Iraqi Freedom II (OIF II). All eligible CONUS-originating shipments destined for Marine Corps units in the CENTCOM area of responsibility must be routed through the Consolidation and Containerization Point (CCP) at Defense Distribution Depot Susquehanna, PA, to build service-pure air pallets that reduce cargo handling, loss, and frustration while improving delivery velocity.

1. REFERENCE A IDENTIFIED THE NEED TO BUILD SERVICE PURE AIR PALLETS TO THE GREATEST EXTENT POSSIBLE FOR ALL CARGO FLOWING INTO THE OIF II AOR. THIS VALUE ADDED SERVICE WILL BE ACCOMPLISHED AT THE CONSOLIDATION AND CONTAINERIZATION POINT (CCP), DEFENSE DISTRIBUTION DEPOT SUSQUEHANNA PA (DDSP) AND THE AERIAL PORTS OF EMBARKATION (APOE) PRIOR TO FLOWING INTO THEATER. SERVICE PURE AIR PALLETS OF SUSTAINMENT CARGO GREATLY REDUCES MULTI-HANDLING OF CARGO IN THEATER, REDUCES LOSS AND FRUSTRATION OF CARGO, AND SIGNIFICANTLY IMPROVES VELOCITY THROUGH THE DISTRIBUTION PIPELINE. 2. SHIPPERS OF MARINE CORPS CARGO SHALL ROUTE ALL CCP ELIGIBLE CONUS ORIGINATING SHIPMENTS DESTINED FOR MARINE CORPS UNITS IN THE CENTCOM AOR THROUGH THE CCP. THIS INCLUDES, TO THE MAXIMUM EXTENT POSSIBLE, DIRECT VENDOR DELIVERY AND CONTRACTOR LOGISTICS SUPPORT MATERIAL. PROCEDURES AND ELIGIBILITY REQUIREMENTS FOR ROUTING CARGO THROUGH THE CCP FOR CONSOLIDATION ARE DETAILED IN PART II, CHAPTER 203 PARA C OF REF B. ALTHOUGH THE GUIDANCE IN THIS MARADMIN CONFLICTS WITH THE CURRENT WORDING IN CHAPTER 203, PARA C3, B AND PARA C3 B (4) OF REF B., AN EXCEPTION HAS BEEN COORDINATED BETWEEN TRANSCOM/DLA TO ROUTE AUTHORIZED MARINE CORPS CARGO THROUGH THE CCP AT DDSP. IN EFFORTS TO BUILD GEOGRAPHICALLY PURE PALLETS, CARGO WILL BE HELD NO MORE THAN 72 HOURS. ELIGIBLE FREIGHT ROUTED THROUGH THE CCP SHOULD BE SHIPPED TO: CONSOL AND CONTAINERIZATION PT, DDSP NEW CUMBERLAND FACILITY, BLDG 2001 CCP DOOR 135 THRU 168, NEW CUMBERLAND PA 17070-5001 AND MARKED FOR THE TAC2 ADDRESS OF THE ULTIMATE CONSIGNEE. 3. ALL HIGH PRIORITY AIR SHIPMENTS THAT ARE NOT ELIGIBLE FOR CCP CONSOLIDATION (HAZARDOUS MATERIAL, CLASSIFIED MATERIAL, MAIL, EXCEEDING 10,000 LBS, ETC.) SHALL BE FORWARDED DIRECTLY TO THE APPROPRIATE CONUS APOE. AIR MOBILITY COMMAND (AMC) HAS AGREED TO ALSO BUILD PURE PALLETS AT THE AFFECTED APOES TO ENSURE ONLY USMC CARGO IS PLACED ON PALLETS DESTINED FOR THE UNITS IN THEATER. DESIRED RESULT IS FASTER MOVEMENT OF AIR PALLETS THROUGH THE THEATER DISTRIBUTION PIPELINE WITH REDUCED LOSS, FRUSTRATION, AND DAMAGE. HIGH PRIORITY CCP INELIGIBLE FREIGHT ROUTING TO IRAQ SHOULD BE SHIPPED TO: FB4418- 437 LRS/LGR DCO, 113 S. BATES ST (BLDG 178), CHARLESTON AFB, SC 29404-4718 AND MARKED FOR THE TAC2 ADDRESS OF THE ULTIMATE CONSIGNEE. HIGH PRIORITY CCP INELIGIBLE FREIGHT ROUTING TO KUWAIT SHOULD BE SHIPPED TO: FB4497- TMO, 436 APS/TRT, 505 ATLANTIC ST, RM 209, DOVER AFB, DE 19902-5505 AND MARKED FOR THE TAC2 ADDRESS OF THE ULTIMATE CONSIGNEE. 4. ALL SHIPMENTS FROM DOD SOURCES AND COMMERCIAL VENDORS MUST BE SHIPPED IN STRICT ACCORDANCE WITH PARTS II AND V OF THE DTR. SPECIFICALLY, ALL USMC HIGH PRIORITY CARGO MUST BE CLEARED BY THE USMC AIR CLEARANCE AUTHORITY (ACA) IAW DTR, CHAPTER 203, PARA.C.17.E. IT IS IMPERATIVE THAT ALL DOD SHIPPERS OFFER FOR AIR CHALLENGE ALL HIGH PRIORITY SHIPMENTS IN EXCESS OF 150 LBS TO INCLUDE CCP ELIGIBLE CARGO MOVING TO CCP FOR CONSOLIDATION ONTO PURE PALLETS. ALL SHIPMENTS MUST BE PACKAGED AND MARKED IN ACCORDANCE WITH CURRENT VERSION OF MIL-STD 129, REF C. DURING OIF-I, A HIGH INCIDENCE OF DIRECT VENDOR DELIVERY CARGO WAS FRUSTRATED AT THE CCP/APOE DUE TO IMPROPER AND/OR INCOMPLETE MARKING. FRUSTRATED CARGO NEEDLESSLY SLOWS TERMINAL THROUGHPUT AND DELAYS DELIVERY TO THE REQUISITIONING UNIT. USE OF DD FORM 1387 (MILITARY SHIPPING LABEL) IS MANDATORY FOR ALL FREIGHT BEING SHIPPED INTO THEATER REGARDLESS OF CARRIER. FREIGHT SHOULD ONLY BE ADDRESSED TO REGISTERED DODAACS. FREIGHT ADDRESSED TO INDIVIDUALS THAT IS SHIPPED THROUGH COMMERCIAL MEANS WILL EVENTUALLY BE TRANSSHIPPED THROUGH THE DTS AND HAS AN EXTREMELY HIGH LIKELYHOOD OF BECOMING LOST OR FRUSTRATED.
