Amplifying Personnel Assignment Guidance for Every Marine Into the Fight: Commandant's Intent
This MARADMIN provides amplifying guidance on personnel assignment policies to support the Commandant's "Every Marine Into the Fight" initiative. It authorizes time-on-station waivers and modified assignment policies to redistribute Marines who have not yet deployed to operational forces, while minimizing impact on unit cohesion and ensuring deploying units can complete pre-deployment training together.

1. PURPOSE. TO PROVIDE AMPLIFYING GUIDANCE ON PERSONNEL ASSIGNMENT POLICIES CONTAINED IN REF A. 2. IMPLEMENTATION. CMC (MM) PROVIDES THE FOLLOWING STAFFING PLAN OF ACTION: A. ASSIGNMENTS WILL CONTINUE TO BE BASED ON THE NEEDS OF THE MARINE CORPS, WITH DUE CONSIDERATION FOR THE INDIVIDUAL MARINE, WHILE MINIMIZING THE IMPACT ON UNIT COHESION. B. REASSIGNMENTS WILL BE MADE BASED ON VALID OPFOR REQUIREMENTS BY GRADE AND PRIMARY MOS. C. WHENEVER POSSIBLE CMC (MM) WILL REASSIGN MARINES TO DEPLOYING UNITS USING LOW COST MOVES AND PCA ORDERS WITHIN THE SAME GEOGRAPHICAL LOCATION; HOWEVER, SOME CIRCUMSTANCES MAY REQUIRE PCS ORDERS TO GET MARINES TO DEPLOYING UNITS. THIS ALLOWS CMC (MM) THE ABILITY TO ASSIGN ELIGIBLE MARINES TO UNITS PER NORMAL STAFFING TIMELINES, AND ENABLE THE COMMANDS AND THEIR MARINES TO COMPLETE PRE-DEPLOYMENT TRAINING AS A COHESIVE COMBAT UNIT BEFORE DEPLOYING. 3. ACTION. CMC (MM) WILL AUTHORIZE TIME-ON-STATION WAIVERS TO FACILITATE THE REDISTRIBUTION OF MARINES WHO HAVE NOT YET DEPLOYED. A. ON A CASE-BY-CASE BASIS, CMC (MM) WILL REASSIGN MARINES WHO HAVE YET TO DEPLOY AND WHO ARE SERVING WITHIN SUPPORTING ESTABLISHMENTS AFTER COMPLETING 12-MONTHS TIME ON STATION (TOS) VICE THE STANDARD 36-MONTH TOUR. REDUCING THE TOS REQUIREMENT INCREASES THE NUMBER OF MARINES ELIGIBLE FOR REASSIGNMENT TO DEPLOYING UNITS. B. EXCEPTIONS TO THIS POLICY INCLUDE JOINT DUTY ASSIGNMENT LIST (JDAL) BILLETS, SPECIAL DUTY ASSIGNMENTS (SDA) AS CONTAINED IN REF B, MARINES SERVING IN A PAYBACK TOUR (E.G., SPECIAL EDUCATION PROGRAM PAYBACK), AND MARINES SLATED FOR HQMC-VALIDATED IA/TT BILLETS. CMC (MM) WILL NOT BACKFILL IA/TT BILLETS. C. CMC (MM) WILL NOT CONSIDER REASSIGNMENT REQUESTS FOR MARINES ON SDA, AS DEFINED IN REF B. D. ON A CASE-BY-CASE BASIS, CMC (MM) MAY MODIFY PHASES I AND II OF THE III MEF/MCBJ ASSIGNMENT POLICY TO REDUCE THE NUMBER OF 24-MONTH ASSIGNMENTS TO III MEF. CMC (MM) MAY ISSUE 12-MONTH VICE 24-MONTH UNACCOMPANIED OVERSEAS ORDERS TO III MEF/MCBJ TO INCREASE THE PERCENTAGE OF AVAILABLE MARINES ACROSS THE CORPS ELIGIBLE FOR ASSIGNMENT TO DEPLOYING COMMANDS. CMC (MM) WILL NOT EFFECT REASSIGNMENT FOR DEPLOYMENT UNDER THIS INITIATIVE UNLESS ABLE TO BACKFILL THE BILLET, TO INCLUDE III MEF/MCBJ, KEEPING WITHIN CMC'S INTENT OF LIMITING DISRUPTION TO UNIT COHESION. 4. ENLISTED MARINES WHO ARE EAS NON-DEPLOYABLE AND DESIRE TO DEPLOY ARE ENCOURAGED TO EITHER SUBMIT FOR REENLISTMENT OR REQUEST AN EXTENSION TO MAKE THE DEPLOYMENT. ECFC EXTENSIONS PER REF C AND MARINES APPROVED FOR RETIREMENT PER REF D WILL NOT BE FAVORABLY ENDORSED BY CMC (MM). 5. ACTIVE RESERVE (AR) ASSIGNMENTS ARE MADE PER MCO 1001.52H. AR MARINES MAY SUBMIT AA FORMS, PER REF E, TO CMC (RAM) AT THE POC ABOVE FOR CONSIDERATION. MARINES IN RECEIPT OF PCS/PCA ORDERS SHALL OBTAIN A GAINING COMMAND ENDORSEMENT PRIOR TO ROUTING THE AA FORM. 6. THIS MARADMIN IS APPLICABLE TO ACTIVE COMPONENT AND ACTIVE RESERVE MARINES.
