Suspension of Directed Overstaff Actions
This MARADMIN suspends all Directed Overstaff actions across the Marine Corps Total Force to ensure alignment with the Commandant's Planning Guidance and Force Design initiatives. The suspension will remain in effect concurrent with the Total Force Structure Division's suspension of TOECRs, with additional guidance to be provided upon publication of future semi-annual Authorized Strength Reports.

1. In response to the pending review and implementation of the Commandant's Planning Guidance as it relates to Force Design, DC CD&I (Total Force Structure Division (TFSD)) has temporarily suspended TOECRs, and will provide additional guidance upon publication of the February 2020 Authorized Strength Report (ASR) per reference (a). 2. In order to remain aligned with TFSD, and to avoid executing Directed Overstaffs that may contradict or not align with the results of Force Design decisions and forthcoming actions, this Headquarters is suspending the processes pertaining to Directed Overstaffs. This suspension of activities will remain in effect coincident to TFSD's TOECR suspension, with continued guidance provided upon the future release of each semi-annual ASR. 3.
