Extension of MCBUL 5530 and Guidelines for Overseas Counter-Small Unmanned Aircraft Systems (C-sUAS) Routing and Approval Package

This MARADMIN extends Marine Corps Bulletin 5530 until October 22, 2023, and establishes new guidelines for deploying Counter-small Unmanned Aircraft Systems (C-sUAS) capabilities at Marine Corps installations located outside the United States. Installation commanders overseas must submit an Overseas C-sUAS Routing and Approval Package (OCRAP) through their regional command to COMMCICOM for Geographic Combatant Commander approval before deploying C-sUAS capabilities.

1. In accordance with references (a) through (c), the Marine Corps is required to develop and promulgate policy regarding the deployment and operations of Counter-small Unmanned Aircraft Systems (C-sUAS) capabilities aboard Marine Corps installations in the  United States (U.S.), including  U.S. territories and possessions. This MARADMIN provides updated amplifying guidance for C-sUAS capabilities aboard Marine Corps installations.<br>
2.  Situation. Pending updates to Department of Defense (DoD) guidance, a Marine Corps Order will be developed to include information and guidance contained in this message.<br>
A. This MARADMIN announces the extension of reference (d) until 22 Oct 2023.<br>
B. This MARADMIN provides guidance, not reflected in reference (d), for the deployment and operational use of C-sUAS capabilities for Marine Corps installations outside of the  United States .<br>
3. Mission. All commands will follow guidance contained in reference (d) and this MARADMIN prior to the deployment of any C-sUAS capability aboard Marine Corps installations.<br>
4.  Execution.<br>
A. Marine Corps installation commanders in the U.S., to include U.S. territories and possessions, will comply with guidelines in reference (d) to request approval to deploy and operate a C-sUAS capability.<br>
B. Marine Corps installation commanders located outside the U.S. are required to submit an Overseas C-sUAS Routing and Approval Package (OCRAP) via the appropriate installation regional command to the Commander, Marine Corps Installations Command (COMMCICOM) for routing of the OCRAP.<br>
B.1. The OCRAP is required to address all subject matter in current U.S. based C-sUAS approval packages, however, the package will be titled as an Overseas C-sUAS Routing and Approval Package, as United States Code Title 10 Section 130i applies only to installations inside the U.S., U.S. territories, and possessions.<br>
B.2. COMMCICOM will coordinate with the cognizant Marine Forces (MARFOR) component to request Geographic Combatant Commander (GCC) approval for deployment of a C-sUAS capability.<br>
B.3. Upon approval of the OCRAP by the relevant GCC, the cognizant MARFOR is responsible to provide a copy of the complete approval package to the COMMCICOM and Deputy Commandant, Plans, Policies and Operations (DC PP&O).   <br>
C.  The subject of reference (d) is hereby amended to read: "Interim Policy for Continental United States (CONUS) Counter Unmanned Aircraft Systems Operations."<br>
5.  Administration and Logistics.<br>
A.  This MARADMIN is applicable to the Total Force.<br>
B. Questions may be directed to the Message POCS.<br>
6.  Command and Control.  Release authorized by Major General R. B. Turner, Jr, Director, Operations Division, Plans, Policies and Operations.
