Fiscal Year 2018 Announcement and Coordinating Instructions for the Staff Noncommissioned Officer Academy Reserve Component Courses

This MARADMIN announces the Fiscal Year 2018 Staff Noncommissioned Officer Academy (SNCOA) Reserve Component courses and provides coordinating instructions for registration, prerequisites, and administrative requirements. It applies to Selected Marine Corps Reserve, Individual Ready Reserve, and Individual Mobilization Augmentee personnel and cancels MARADMIN 438/16.

1.  This Marine Administrative Message (MARADMIN) announces the Fiscal Year (FY) 2018 Staff Noncommissioned Officer Academy (SNCOA) Reserve Courses.<br>
2.  Cancellation.  This message cancels MARADMIN 438/16.<br>
3.  Background.  Marine Corps University lists the FY 2018 reserve component class dates for the SNCOAs via the enlisted professional military education (EPME) website at https:(slant)(slant)www.usmcu.edu/epme under academic calendar.<br>
4.  Coordinating Instructions<br>
4.A.  The current version of the command screening checklist, reference (d), and the EPME duty status waiver request, reference (k), may be downloaded from the EPME website, under the education resources section.<br>
4.A.1.  Commanders/Inspector-Intructors (I-I) must review all packages and sign the command screening checklist within 90 days of the course report date.  Checklists signed by individuals other than the commander/I-I will be rejected and result in the Marines return home.  Commanders/I-Is who fail to properly complete the command screening checklist and send unqualified Marines will be notified in a letter of noncompliance via the chain of command.<br>
4.B.  Course Prerequisites<br>
4.B.1.  The prerequisites for all courses can be located on the EPME website in the reporting instructions section for each regional academy.<br>
4.B.2.  Duty Status:  Resident Sergeant, Career, and Advanced Course students may be in a limited duty or pregnancy status with exceptions.  See the instructions contained in reference (k) for specific guidance.<br>
4.C.  Course Registration<br>
4.C.1.  Units must submit their nominations through their respective major subordinate commands (MSC) representative for registration in Marine Corps Training Information Management System (MCTIMS).  All nominations, regardless of location, must be received by the respective MSC no later than 45 days prior to the class reporting date.<br>
4.C.2.  Students who have been registered in MCTIMS, but can no longer attend a scheduled course, must have their registration cancelled within the MCTIMS student registrar module.  Cancelling a students registration is the units S3/G3 responsibility and shall be coordinated with the respective MSC representative.<br>
4.D.  Appropriation Data<br>
4.D.1.  Professional military education (PME) remains a priority and responsibility of Marine Forces Reserve (MFR) G-3.  School orders will be used and routed through MFR G-3.  Annual training orders will not be used for PME.<br>
4.D.2.  Rental cars are not authorized.<br>
4.D.3.  Marine Reserve Order Writing System (MROWS) will be routed to MFR G3 no later than 15 business days prior to the course report date.<br>
4.D.4.  Additional MROWS appropriation data can be found in reserve course registration on the EPME website.<br>
5.  Amplifying Instructions<br>
5.A.  Specific instructions regarding reporting, uniforms, times, gear lists, course material, messing instructions, and billeting availability is accessible via the EPME website.<br>
5.B.  All students are highly encouraged to bring laptops or tablet devices to download student material for ease of use while attending the academy.<br>
5.C.  Students are encouraged to review the EPME website for any additional information.<br>

6.  All other pay and travel information can be found on the EPME website under reserve course registration.<br>
7.  This message is only applicable to the Selected Marine Corps Reserve, Individual Ready Reserve, and Individual Mobilization Augmentee components of the Marine Corps Reserve.<br>
