Solicitation for 2007 Federal Asian Pacific American Council Military Meritorious Service Award and Outstanding Civilian Individual Award Nominations

This MARADMIN solicits nominations for the 2007 Federal Asian Pacific American Council (FAPAC) Military Meritorious Service Award and Outstanding Civilian Individual Award. One active duty Marine, one reserve Marine, and three civilian employees will be recognized at the FAPAC Leadership Conference on 31 May 2007 in Arlington, VA for their contributions to diversity, equal opportunity, and the advancement of Asian Pacific Americans in the federal workforce.

1. THE 2007 FEDERAL ASIAN PACIFIC AMERICAN COUNCIL 
(FAPAC) LEADERSHIP CONFERENCE WILL BE HELD FROM 29 MAY TO 1 JUNE 
2007 AT THE MARRIOTT GATEWAY HOTEL IN ARLINGTON, VA. FAPAC IS AN INTERAGENCY 
ORGANIZATION THAT PROMOTES EQUAL OPPORTUNITY AND CULTURAL DIVERSITY FOR ASIAN 
PACIFIC AMERICANS WITHIN THE FEDERAL WORKFORCE. ONE ACTIVE DUTY AND ONE 
RESERVE MARINE WILL RECEIVE MILITARY MERITORIOUS SERVICE AWARDS DURING THE 
MILITARY AWARDS LUNCHEON, AND THREE CIVILIANS FROM THE TOTAL FEDERAL WORKFORCE 
WILL RECEIVE OUTSTANDING CIVILIAN INDIVIDUAL AWARDS DURING THE CIVILIAN AWARDS 
BANQUET, BOTH TO BE HELD ON 31 MAY. THIS MARADMIN SOLICITS NOMINATIONS FOR 
BOTH THE 2007 FAPAC MILITARY MERITORIOUS SERVICE AND THE FAPAC OUTSTANDING 
CIVILIAN INDIVIDUAL AWARDS. 
2. THE PURPOSE OF THE FAPAC MILITARY MERITORIOUS SERVICE AWARD IS TO RECOGNIZE 
THE MEN AND WOMEN WHO HAVE DISTINGUISHED THEMSELVES IN THE WAR ON TERRORISM, 
WHOSE ACTIVITIES BEST SUPPORT THE IDEALS OF DUTY, HONOR, COUNTRY OR WHO BEST 
EPITOMIZE THE CORE VALUES AND THE CITIZEN- WARRIOR ATTRIBUTES OF THEIR RESPECTIVE 
MILITARY SERVICE. IN ADDITION, COMMANDERS SHOULD CONSIDER THE OUTSTANDING 
MILITARY SERVICE MEMBERS WHO HAVE MADE SIGNIFICANT CONTRIBUTIONS TO THE 
ADVANCEMENT OF ASIAN PACIFIC AMERICANS (APAS) AND THE PROMOTION OF DIVERSITY/EQUAL 
EMPLOYMENT OPPORTUNITY (EEO) IN THE FEDERAL WORK FORCE AND THE APA COMMUNITY. 
THE AWARD CRITERIA ARE AS FOLLOWS: 
A. FOSTERING AN INNOVATIVE AND HARMONIC ENVIRONMENT BETWEEN THE MILITARY AND 
APA CIVILIAN COMMUNITY. 
B. ASSISTING THE WORK FORCE IN OVERCOMING DISCRIMINATION AND ELIMINATING 
BARRIERS THAT HINDER EQUAL OPPORTUNITY FOR APAS AND OTHER MINORITIES IN THE 
ARMED FORCES. 
C. PROMOTING THE TENETS OF CIVIL/HUMAN RIGHTS, RACE RELATIONS, EQUAL OPPORTUNITY, 
AFFIRMATIVE ACTION, HUMAN RELATIONS, AND PUBLIC SERVICE PROGRAMS WITHIN THE ARMED 
FORCES; (4) ALLOWING MILITARY MEMBERS TO PARTICIPATE IN PROGRAM ACTIVITIES THAT 
WILL BENEFIT THE CAREER DEVELOPMENT OF APA'S. 
D. CREATING JOB OR TRAINING OPPORTUNITIES THAT WILL SUPPORT AND CONTRIBUTE TO 
THE ADVANCEMENT OF APA'S IN THE ARMED FORCES. 
E. MANAGING AND PROMOTING A DIVERSIFIED WORK FORCE WITHIN THE MILITARY SERVICES. 
F. SERVING APAS IN THE COMMUNITY AND IN THE ARMED FORCES BY REACHING OUT AND 
CONTINUING EDUCATION THEREBY SETTING AN EXAMPLE FOR OTHERS TO FOLLOW. 
G. ENCOURAGING LEADERS TO PROMOTE DIVERSITY/EEO PROGRAM ACTIVITIES THAT ADVOCATE 
EQUAL OPPORTUNITY FOR APAS AND MEMBERS OF THE CIVILIAN AND MILITARY POPULATION.

(1) BLACK AND WHITE OR COLOR DIGITAL (.JPG FILE), HEAD AND SHOULDER PHOTO IN THE 
SERVICE "A" UNIFORM. 
(2) A TYPEWRITTEN, SINGLE-SPACED NARRATIVE (NOT TO EXCEED TWO 
PAGES) DESCRIBING THE NOMINEE'S ACCOMPLISHMENTS, JUSTIFYING THIS AWARD. 
(3) A TYPEWRITTEN CITATION (SINGLE-SPACED, NOT TO EXCEED EIGHTEEN LINES OF NARRATIVE, 
12-PITCH FONT, WITH 1 INCH LEFT AND RIGHT MARGINS) SUMMARIZING THE NOMINEE'S 
ACCOMPLISHMENTS. TRAVEL AND PER DIEM FOR THE MILITARY AWARD RECIPIENTS AND ONE 
FAMILY MEMBER WILL BE FUNDED BY CMC (MPE). 
3. THE PURPOSE OF THE FAPAC OUTSTANDING CIVILIAN INDIVIDUAL AWARD IS TO IDENTIFY 
EMPLOYEES RESPONSIBLE FOR PROVIDING LEADERSHIP AND OUTSTANDING SERVICE TO THE PUBLIC 
OR OTHERWISE CONTRIBUTING NOTEWORTHY ACHIEVEMENTS IN SUPPORT OF EQUAL EMPLOYMENT AND 
THE ADVANCEMENT OF ASIAN AMERICANS AND PACIFIC ISLANDERS (AAPIS) EQUAL EMPLOYMENT 
IN THE WORKFORCE AND THE AAPI COMMUNITY. THERE WILL BE ONE CIVILIAN AWARD RECIPIENT 
IN EACH AWARD CATEGORY AND ONE CIVILIAN AWARD RECIPIENT IN EACH GRADE CLUSTER OR 
ALL RELEVANT NSPS PAY BANDS. 
THE THREE GRADE CLUSTERS ARE: 
A. SENIOR EXECUTIVE SERVICE 
B. GENERAL SCHEDULE GRADES 11-15 
C. GENERAL SCHEDULE GRADES 1-10 
A COMMAND OR ACTIVITY MAY SUBMIT A MAXIMUM OF THREE NOMINATIONS 
(ONE UNDER EACH GRADE CLUSTER) UNDER EACH AWARD CATEGORY. THE AWARD CATEGORIES ARE: 
(1) OUTSTANDING INDIVIDUAL LEADERSHIP AWARD; 
(2) EXCELLENCE IN INDIVIDUAL ACHIEVEMENT AWARD; AND 
(3) DIVERSITY EXCELLENCE AWARD. NOMINATION PACKAGES FOR CIVILIANS WILL INCLUDE: 
A. BLACK AND WHITE OR COLOR DIGITAL (.JPG FILE), HEAD AND SHOULDER PHOTO IN BUSINESS 
CASUAL. 
B. A NOMINATION FORM INCLUDING THE NOMINEES INFORMATION AS WELL AS THE NOMINATORS 
NAME AND PHONE NUMBER. 
C. A 2-3 PAGE DETAILED NARRATIVE IDENTIFYING THE EMPLOYEES SIGNIFICANT CONTRIBUTIONS 
AND ACCOMPLISHMENTS BASED ON THE AWARD CRITERIA; AND D. AN ENDORSEMENT LETTER FROM 
THE EMPLOYEES COMMAND/ACTIVITY. FOR FURTHER INSTRUCTIONS EACH COMMAND SHOULD NOTIFY 
THEIR DEPUTY, EEO OFFICER. ELECTRONIC AWARD PACKAGE NOMINATIONS FOR THE CIVILIAN

CIVILIANS FOR THESE AWARDS. ALL MARINES AND CIVILIAN MARINES REGARDLESS OF ETHNIC 
ORIGIN ARE ELIGIBLE, BUT NOMINEES SHOULD BE ABLE TO ATTEND THE FAPAC MILITARY OR 
CIVILIAN AWARDS BANQUETS (AS APPROPRIATE) ON 31 MAY IN ARLINGTON, VA IF SELECTED. 
THE AWARD RECIPIENTS WILL BE SELECTED BY A HQMC SPECIAL EMPHASIS AWARD BOARD 
AND WILL BE ANNOUNCED VIA MARADMIN. 
5. COMMANDERS AND SUPERVISORS MAY ALLOW DOD PERSONNEL INVOLVED IN POLICIES AND 
PROGRAMS AFFECTING THE EMPLOYMENT AND ADVANCEMENT OF MINORITIES AND WOMEN TO TAKE 
ADVANTAGE OF THIS CONFERENCE. EXAMPLES OF PERSONS IN THESE CATEGORIES INCLUDE 
CIVILIAN AND MILITARY EQUAL OPPORTUNITY DIRECTORS, SPECIALISTS, AND ADVISORS; SPECIAL 
EMPHASIS PROGRAM MANAGERS; HUMAN RESOURCE SPECIALISTS; AND INDIVIDUALS IN COMMAND, 
SUPERVISORY, AND MANAGERIAL POSITIONS. COMMANDERS MAY AUTHORIZE TAD ORDERS TO COVER 
EXPENSES INCIDENT TO ATTENDANCE AND PARTICIPATION IN THE CONFERENCE INCLUDING 
TRANSPORTATION, PER DIEM, AND REGISTRATION FEES. 
6. THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS RESERVE.
