1. As a part of the Deputy Commandant for Aviations (DCA) commitment to rebuild, refit and reset Marine Aviations combat readiness and capability, this MARADMIN provides further guidance and direction to MCO 1331.2K regarding Aviation military occupational specialty (MOS) Transition/Conversion (T/C) Training.
2. Background. MCO 1331.2K balances aviator inventories with future Marine Corps requirements. Fleet Replacement Squadron (FRS) and detachment (FRD) production goals have been hindered by modern aircraft maintenance and training requirements resulting in increased aviator time to train and reduced fleet utilization tour lengths.
3. Purpose.
3.a. To reduce extraneous training requirements on FRSs and FRDs, adherence to NAVMC 3500.14D requires DCAs approval for Transition and Conversion training (CAT II). DC M&RA (MPP-30) approves initial accession production requirements (CAT I). DC M&RA (MMOA-2) approves Refresher, Modified Refresher and Safe-for-Solo requirements (CAT III, IV, V). Any request for training from a FRS or FRD that does not fall into one of the existing training CAT I through CAT V syllabi requires approval from DCA.
3.a.1. MCO 1331.2K gives responsibility to DCA for convening T/C selection boards. The annual practice of a mass T/C board will continue with additional boards throughout the year to ensure maximum utilization of available FRS/FRD training opportunities.
3.a.2. HQMC Aviation (ASM) in coordination with Manpower and Reserve Affairs (MMOA-2) will announce the opportunities for MAW/MAG selected applicants and or HQMC identified candidates for upcoming time-sensitive T/C opportunities.
3.a.3. T/C boards will be announced via MARADMIN for the mass T/C board and via AMHS to MAW G-1 and G-3 representatives for additional boards.
3.b. In order to properly recapitalize the Marine Corps training resources, volunteer occupational field 75XX T/C selectees will incur 60 months of obligated service upon awarding of a new 75XX primary MOS. Volunteer occupational field 7315 T/C selectees will incur 48 months of obligated service upon awarding of a new 7315 primary MOS. Service obligation to run concurrently with any otherservice obligation.
4. Release authorized by LtGen S. R. Rudder, Deputy Commandant for Aviation
