Implementation Instructions for Petroleum Quality Assurance and Additization Specialist MOS 1392

This MARADMIN establishes implementation guidelines for the new MOS 1392 (Petroleum Quality Assurance and Additization Specialist), a Necessary MOS for qualified bulk fuel specialists (MOS 1391). Marines qualify by completing the two-phase Petroleum Laboratory Course at Marine Detachment Fort Lee, VA, with retroactive assignment available for those who completed the course between 2012-2020 and also completed EMFAC New Equipment Training.

1.  The purpose of this message is to establish guidelines for the qualification and retroactive assignment of the 1392 MOS, Petroleum Quality Assurance and Additization Specialist.  Reference A established this new MOS as a Necessary MOS (NMOS) to identify and assign laboratory qualified Marines throughout the Marine Corps.  Marines with MOS 1392 oversee, maintain, and manage a bulk fuel unit's quality assurance/surveillance requirements.  In addition, they operate the Petroleum Quality Analysis System Enhanced (PQAS-E) and establish internal procedures to properly use field testing equipment for both ground and aviation units.  Marines with MOS 1392 will also employ the Expeditionary Mobile Fuel Additive Capability (EMFAC).  This additive capability supports current modular equipment reconfiguration efforts and emerging concepts such as Expeditionary Advanced Base Operations (EABO) and Littoral Operations in a Contested Environment (LOCE).
2.  Qualification Procedures.
2.A.  The 1392 MOS is a NMOS for primary MOS 1391.  1391s receive the 1392 NMOS by completing both phases of the Petroleum Laboratory Course (CID: A1413HI-PHASE I; CID: A1414Y1-USMC Phase) provided at Marine Detachment Fort Lee, VA after 1 October 2020.
2.B.  Retroactive receipt of the 1392 MOS will be authorized only for Marines who have completed both phases of the Petroleum Laboratory Course (CID: A1413HI-PHASE I; CID: A1414Y1-USMC Phase) from 4 October 2012 to 30 September 2020 and have also completed the New Equipment Training (NET) on the EMFAC provided by MARCORSYSCOM and Marine Detachment Fort Lee, VA.  An EMFAC NET completion certificate and a completion certificate from the Petroleum Laboratory Specialist Course must be presented to the Marine's Installation Personnel Administration Center in order to make the appropriate entry in the Marine's record.
2.C.  This revision to the requirements for MOS 1392 will be added to the FY22 MOS manual NAVMC 1200.1G.
3.  MARCORSYSCOM NET was completed 1st Quarter, FY21 and is no longer available.  Potential to conduct Mobile Training Teams to qualify additional Marines with MOS 1391 as MOS 1392 is severely limited by budgetary constraints.  Requests for Mobile Training Teams from Marine Detachment Fort Lee, VA must be requested in advance and funded by the units making the request.
