Change 1 to Fiscal Year 2019 (FY19) Selected Marine Corps Reserve (SMCR) Lateral Move (LATMOV), Career Progression Military Occupational Specialty (MOS) and MOS Proficiency Training Programs
This MARADMIN modifies the FY19 Selected Marine Corps Reserve (SMCR) Lateral Move and MOS training programs. It suspends lateral moves to PMOS 0532 (Civil Affairs Specialist) due to Reserve Force 2025 structure changes, while encouraging enlisted Marines (lance corporal through sergeant) to apply for lateral moves to PMOS 1721 (Cyberspace Defense Operator).

1. This MARADMIN announces the following changes to reference (a):
a. Effective immediately, Reserve Affairs, Reserve Affairs Personnel Policy, Plans, and Programming and Budgeting Branch (RA(RAP)) is suspending lateral moves to primary military occupational specialty (PMOS) 0532 (Civil Affairs Specialist) due to Reserve Force 2025 structure changes. Enlisted Marines seeking to serve in 0532 billets may still request to attend the Civil Affairs Specialist Course, funded by Reserve Affairs Management (RA (RAM)), in accordance with reference (a). Graduates will retain their PMOS, gain the 0531 free military occupational specialty (FMOS), and will be authorized to serve in an 0532 Billet Identification Code (BIC) per reference (b). This is a temporary measure needed to ensure career progression in the civil affairs occupational specialty through the remainder of fiscal year 2019 (FY19).
b. Enlisted Marines who meet eligibility requirements in the rank of lance corporal through sergeant are highly encouraged to apply for lateral move to PMOS 1721 (Cyberspace Defense Operator) to support future structure changes. The prerequisites for lateral move to 1721 are available in reference (c).
