Marine Corps Service-Wide Command Climate Assessment
This MARADMIN directs Marine Corps commanders and leaders at specified levels to complete a Defense Organizational Climate Survey (DEOCS) 5.0 by 30 April 2021 (Active Component) or 30 May 2021 (Reserve Component) in response to the Secretary of Defense's memorandum on countering sexual assault and harassment. Commands that already completed DEOCS 5.0 (released 4 January 2021) are exempt from this requirement.

1. Situation. On 26 February 2021, the Secretary of Defense issued a memorandum that identifies immediate actions to counter sexual assault and sexual harassment in the military, reference (a). 2. Mission. By 30 April 2021 (Active Component) and 30 May 2021 (Reserve Component), Commanding Generals (staff personnel only; not subordinate commands), General Officer Commanders/Deputy Commandants/SES-led organizations (staff personnel only), slated O-5/O-6 Commanding Officers (active and reserve), and Formal Learning Centers are directed to complete a Defense Organizational Climate Survey (DEOCS) in order to support the Secretary of Defense's direction. 3. Execution 3.a. Effective the date of this MARADMIN, commanders and leaders identified in paragraph 2 will take the necessary steps to complete a command climate assessment in the timeline prescribed and per reference (b). 3.b. The assessment must be completed using DEOCS 5.0 (released on 4 January 2021). Commands that have previously completed a DEOCS assessment using version 5.0 are not required to conduct another assessment to meet this requirement. 3.c. Upon completion of the DEOCS, the following assessment actions are required but do not need to be completed by the deadlines in paragraph 2: corrective action plan development, brief to the next higher-level commander, and debrief to members of the command/organization. 3.d. In accordance with reference (b), leaders are required to complete change of command and/or annual DEOCS requirements in addition to the service-wide requirement published in this MARADMIN. 4. Administration and Logistics. Survey administration: DEOCS assessments will be ordered using the command's official Unit Identification Code (UIC).
