Permanent Regulations for Change of Command Notification

This MARADMIN clarifies the requirement for commanders to notify Headquarters Marine Corps (HQMC) when a change of command occurs. The first general officer in the unit's reporting chain must send a message to HQMC within 72 hours of any change of command for units covered by the Command Screening Program, listing outgoing and incoming commanders and the next anticipated change of command.

1.  PURPOSE.  TO CLARIFY THE REQUIREMENT TO NOTIFY
HQMC WHEN A CHANGE OF COMMAND IS EFFECTED.   
2.  PER REF A, COMMANDERS ARE REQUIRED TO NOTIFY HQMC WHEN AN
OFFICER
ASSUMES COMMAND.  THE FOLLOWING GUIDANCE IS PROVIDED:
A.  THE FIRST GENERAL OFFICER IN A UNIT'S REPORTING CHAIN
WILL SEND A MESSAGE TO CMC WASHINGTON DC MRA MM, AND PP&O AT
CMC WASHINGTON DC PPO POC, FOR ALL COMMANDS COVERED BY REF B,
LISTING
THE OUTGOING AND INCOMING COMMANDERS, AND NEXT ANTICIPATED CHANGE OF
COMMAND. 
B.  MESSAGE WILL BE SENT WITHIN 72 HOURS AFTER THE EFFECTIVE
DATE OF ANY CHANGE OF COMMAND.
C.  THIS REQUIREMENT ALSO EXISTS FOR EXECUTIVE OFFICERS WHO
ASSUME COMMAND DUE TO DEATH/RELIEF/INCAPACITATION OF THE SLATED
COMMANDER. 
3.  MM WILL INCORPORATE THE CONTENTS OF THIS MARADMIN INTO REF B,
WHICH IS CURRENTLY UNDER REVIEW.
