Notice of Change to Chapter VIII of the Manual of the Judge Advocate General Regarding the Line of Accounting for Payment of Claims Under the Foreign Claims Act
This MARADMIN announces an interim revision to Chapter VIII, Section 0822c of the Manual of the Judge Advocate General, updating the line of accounting data and Standard Document Number format required for payment of claims under the Foreign Claims Act. The Foreign Claims Act covers demands for payment from foreign country inhabitants for property damage, personal injury, or death caused by U.S. Armed Forces personnel or activities outside the United States.

1. This MARADMIN announces an interim revision to Chapter VIII, section 0822c, of reference (a) regarding the line of accounting data to be used for the payment of claims under the Foreign Claims Act (FCA). FCA claims are demands for payment against the United States presented by inhabitants of foreign countries for property damage, personal injury, or death occurring outside the United States and caused either by the negligent or wrongful act or omission of members or civilian employees of the U.S. Armed Forces or by the non-combat activities of these forces in foreign countries.<br> 2. The current language of section 0822c of reference (a) is replaced with the following: "c. Accounting Data. Foreign claims are paid from a centrally managed budget with a fund citation. The Standard Document Number (SDN) that must appear on every Foreign Claim Voucher is: 'N00013$$MDA1001' where '$$' equals the last two digits of the fiscal year when the payment is actually made. The Line of Accounting data (LOA) that must appear on every Foreign Claim Voucher is: 'AA 17+1804.12TL 420 71205 _ 056521 2D +##### 013$$MDA1001' where '+' is the last digit of the fiscal year when the payment is actually made, where '#####' is the five digit UIC of the command making the payment, and where '$$' equals the last two digits of the fiscal year."<br> 3. All other provisions of section 0822 of reference (a) remain unchanged. This interim revision will be included in subsequent publications of reference (a).<br> 4.
