Return and Reunion
This MARADMIN establishes policy for the Return and Reunion program, which provides comprehensive support services to Marines and Sailors returning from combat-related duties or deployments exceeding three months. The program focuses on combat/operational stress management and successful reintegration with family and society, requiring commanders to ensure all returning service members receive specified briefs and materials both in-theater and upon return.

1. BACKGROUND. MARINES AND SAILORS ARE AGAIN DEPLOYED AROUND THE WORLD AND, ALONG WITH THEIR FAMILIES, ARE FACING HARDSHIPS THAT PLACE THEIR WELL BEING AT RISK. GIVEN BOTH OPTEMPO AND OPERATIONAL ENVIRONMENT, IT IS IMPORTANT THAT EVERY MARINE, SAILOR, AND FAMILY RECEIVE THE APPROPRIATE SERVICES THAT ADDRESS THE POSSIBLE EFFECTS OF LONG DEPLOYMENTS, RETURN AND REUNION, AND COMBAT RELATED DUTIES. SPECIAL ATTENTION SHOULD BE PAID TO THOSE MARINES AND SAILORS RETURNING INDEPENDENTLY OUTSIDE OF UNIT MOVEMENTS TO ENSURE THAT THESE MARINES AND SAILORS RECEIVE THE SPECIFIED BRIEFS AND MATERIALS. THE FOCUS OF THE RETURN AND REUNION PROGRAM IS ON COMBAT/OPERATIONAL STRESS AND SUCCESSFUL REINTEGRATION WITH FAMILY AND SOCIETY. 2. POLICY. UNIT COMMANDERS, OFFICERS-IN-CHARGE, RECEPTION AND DEMOBILIZATION CENTERS, INSTALLATION STAFFS, CHAPLAINS, AND FAMILY READINESS OFFICERS SHALL ENSURE THAT ALL SERVICE MEMBERS RETURNING FROM COMBAT RELATED DUTIES AND/OR DEPLOYMENTS OF MORE THAN THREE MONTHS RECEIVE COMPREHENSIVE RETURN AND REUNION SERVICES PER THE REFERENCE. A. ELEMENTS OF THE RETURN AND REUNION PROGRAM INCLUDE: UNIT COMMANDER COMBAT STRESS CONTROL BRIEF (COMMANDING OFFICERS/OFFICERS-IN-CHARGE - IN THEATER), WARRIOR TRANSITION BRIEF (MARINE - IN THEATER), RETURN AND REUNION BRIEF FOR MARINES (MARINES - IN THEATHER) RETURN AND REUNION FOR SPOUSES BRIEF (SPOUSES), CARE FOR THE CAREGIVER BRIEF (VOLUNTEERS PROVIDING CARE OF OTHERS), RETURN AND REUNION GUIDE (MARINE - IN THEATER AND SPOUSES). B. COMMANDERS CONCERNED FOR INDIVIDUALS OR UNITS REQUIRING FURTHER COMBAT STRESS MANAGEMENT SHOULD ARRANGE FOR CRITICAL INCIDENT STRESS DEBRIEFING (CISD) IN THEATER THROUGH THEIR UNIT CHAPLAIN. SERIOUS CASES SHALL BE REFERRED TO MENTAL HEALTH PROFESSIONALS FOR EVALUATION PRIOR TO RETURN. C. INSTALLATION AND REAR PARTY PERSONNEL SHALL TAKE A PROACTIVE POSTURE AND PROVIDE MARINES AND SAILORS WHO DID NOT RECEIVE THE WARRIOR TRANSITION BRIEF AND OTHER SERVICES IN THEATER, WITH THE REQUIRED INFORMATION AT THE EARLIEST APPROPRIATE TIME. D. A WIDE ARRAY OF SUPPORTIVE SERVICES ARE AVAILABLE ON INSTALLATIONS THROUGH MARINE CORPS COMMUNITY SERVICES (MCCS) AND THROUGH MCCS ONE SOURCE, TO INCLUDE COUNSELING SERVICES FOR MEMBERS WHO DESIRE TO TALK ABOUT THEIR COMBAT EXPERIENCE USING THE CISD PROCESS.
