Alcohol Screening Program Restart

1.  The Alcohol Screening Program (ASP) serves as a deterrent measure for the use of alcohol while Marines are in an on-duty status.
2.  This MARADMIN serves as the announcement to all units across the United States Marine Corps to start/restart the ASP breathalyzer testing and reporting no later than June 2023.
3.  COVID-19 emergency policies put in place by the federal government necessitated pausing ASP testing, but with the end of the public health emergency 11 May 2023, all units are to resume ASP testing and reporting by the following month (June 2023).
4.  Any previous instruction to suspend testing (during pandemic) are no longer in effect.  All units are directed to follow all previously established testing and reporting protocols as outlined in reference (a).  Marines undergo ASP breathalyzer testing in conjunction with the random monthly urinalysis testing of 10 percent of the unit.  The ASP supports a commander's efforts to ensure Marines arrive to work safely and fit for duty.  ASP testing does not include unit sweeps.
5.  ASP testing protocols continue to be part of the Inspector General of the Marine Corps inspection process.
6.  This MARADMIN applies to Active Duty Marines, members of the Selected Marine Corps Reserve, and Marines on Active Duty Operational Support Orders.
