MCBUL 1040. FY07 Enlisted to Warrant Officer (WO) (Recruiter) Selection Board (Military Occupational Specialty (MOS) 9815)

This MARADMIN announces the FY07 Enlisted to Warrant Officer (Recruiter) Selection Board for MOS 9815 (Recruiting Operations Officer), convening on or about August 3, 2006. The board is open to career recruiters (MOS 8412) in the grade of Staff Sergeant or higher with at least three years of recruiting experience and 8-20 years of total service. Applications must be submitted by July 14, 2006, with selectees scheduled for appointment on February 1, 2007.

1.  THE PURPOSE OF THIS BULLETIN IS TO ANNOUNCE THE 
CONVENING OF THE FISCAL YEAR (FY07) ENLISTED TO WO (RECRUITER)
SELECTION BOARD FOR MILITARY OCCUPATIONAL SPECIALTY (MOS) 9815
RECRUITING OPERATIONS OFFICER.  QUALIFIED MARINES IN THE 
REGULAR MARINE CORPS ARE ENCOURAGED TO SUBMIT APPLICATIONS IAW
THE GUIDELINES PROVIDED BY REFS (A), (B) AND THIS BULLETIN.
2.  THE MARINE CORPS RECRUITING COMMAND WILL CONVENE A 
SELECTION BOARD AT THIS HEADQUARTERS, U.S. MARINE CORPS TO 
SELECT QUALIFIED MARINES FOR APPOINTMENT TO THE GRADE OF WO.  
THE SELECTION BOARD WILL CONVENE ON OR ABOUT 3 AUG 06 FOR TWO
DAYS.
3.  THESE WARRANT OFFICERS WILL BE A SOURCE OF EXPERTISE ON ALL
ASPECTS OF RECRUITING AND MUST BE ABLE TO COMMUNICATE THAT 
KNOWLEDGE TO OTHERS.  ONLY CAREER RECRUITERS, WITH A MINIMUM OF 
THREE YEARS EXPERIENCE IN MOS 8412 ARE ELIGIBLE TO APPLY FOR 
THE WO MOS 9815.  WAIVERS WILL BE CONSIDERED FOR THE MINIMUM 
TIME IN MOS 8412 DOWN TO TWO YEARS.  IN ADDITION TO THE 
ELIGIBILITY REQUIREMENTS CONTAINED BELOW, CAREER RECRUITERS 
MUST HAVE SERVED A SUCCESSFUL TOUR OF DUTY AS A CAREER 
RECRUITER IN A CAREER RECRUITER BILLET AND MUST NOT HAVE LESS 
THAN 8 OR MORE THAN 20 YEARS OF SERVICE ON THE DATE OF 
APPOINTMENT TO WO.  THE 20 YEAR LIMITATION IS THE MAXIMUM
YEARS OF SERVICE TO ENABLE A RECRUITING WO TO SERVE 3 YEARS AS 
A CWO-2, 3 YEARS AS A CWO-3, 3 YEARS AS A CWO-4, AND 2 YEARS 
AS A CWO-5.  FOLLOWING THE WARRANT OFFICER BASIC COURSE (WOBC) 
RECRUITING WARRANT OFFICERS WILL ATTEND THE NEXT AVAILABLE 
RECRUITING MANAGEMENT COURSE.
4.  SUBMIT APPLICATIONS USING THE FORMAT IN REF (A).  DO NOT 
USE THE FORMAT IN REF (B).  SUBMIT APPROPRIATE MARINE CORPS 
TOTAL FORCE SYSTEM (MCTFS) SCREENS FOR SERVICE RECORD BOOK 
(SRB) PAGES THAT HAVE BEEN REPLACED PER REF (C) BY MCTFS.  
APPLICANTS MUST ENSURE PAGES THAT HAVE BEEN REMOVED FROM THE
SRB AND REPLACED BY MCTFS ARE INCLUDED IN THEIR OFFICIAL 
MILITARY PERSONNEL FILE (OMPF).
A.  PER REF (C), EACH MARINE IS PERSONALLY RESPONSIBLE FOR 
ENSURING THE ACCURACY AND COMPLETENESS OF HIS OR HER OMPF AND 
MASTER BRIEF SHEET (MBS). DO NOT DELAY ACCOMPLISHING THIS 
REVIEW.  REQUESTING AN OMPF OR MBS, MAILING DELAYS, AND ANY 
FOLLOW-ON CORRECTIVE ACTION TAKES TIME.  MARINES ARE ADVISED 
THAT THE OMPF AND MBS ARE DISTRIBUTED TO THE BOARD ROOM IN 
ADVANCE OF THE CONVENING DATE.  THEREFORE, IT IS IMPERATIVE

IN THE APPLICATION: "A DIGITAL PHOTO HAS BEEN SENT TO MMSB 
WITHIN THE PAST 6 MONTHS".  DO NOT ENCLOSE THE PRINTOUT FROM

       (2) A COMBINED MATH AND VERBAL SCORE OF 1000 OR HIGHER
ON THE SCHOLASTIC APTITUDE TEST (SAT).

11.  PAR 5H CONTAINS TEST SCORE REQUIREMENT.  REF (J) 
OUTLINES ASVAB AND THE ARMED FORCES CLASSIFICATION TEST 
(AFQT) POLICIES AND CONTAINS THE GUIDELINES AND REQUIREMENTS 
FOR THOSE APPLICANTS UTILIZING THE ASVAB OR AFQT AS A BASIS 
FOR QUALIFICATION.  IT COVERS TOPICS RANGING FROM AFQT RETEST
REGULATIONS, REQUEST FOR MATERIALS, MARINE CORPS TEST 
FACILITIES, ASVAB RETESTING, OTHER SERVICE TESTING FACILITIES, 
TEST DATE WAIVERS, ETC.  ONLY EL SCORES RESIDENT WITHIN MCTFS
WILL BE ACCEPTED AS OFFICIAL SCORES OF RECORD FOR ALL 
APPLICANTS.  APPLICANTS MUST USE THE BASIC TRAINING RECORD 
(BTR) AS EVIDENCE OF A QUALIFYING EL SCORE.  CLASSIFICATION 
TEST SCORES ARE LOCATED ON THE TEST SCORE SCREEN OF THE MCTFS.

WILL BE DISCONTINUED FOR CAREER RECRUITERS SELECTED AND 
APPOINTED AS WARRANT OFFICERS/CHIEF WARRANT OFFICERS.  
HOWEVER, APPLICANTS SHOULD BEAR IN MIND THAT, AS THEY ARE 
PROMOTED TO HIGHER CHIEF WARRANT OFFICER GRADES, THEIR TOTAL
COMPENSATION WILL OFFSET THE LOSS OF SDA PAY EXPERIENCED WHEN 
THEY INITIALLY ARE APPOINTED AS WARRANT OFFICERS.  ALSO, AS

OR SCANNED DIRECTLY TO THE CG, MCRC (ON/E) OR AS AN ENCLOSURE 
TO THE APPLICATION.  ADDRESS ALL LETTERS OF RECOMMENDATION
TO: PRESIDENT, FY07 ENLISTED TO WARRANT OFFICER RECRUITER 
SELECTION BOARD.
15.  PER TITLE 10, SECTION 1165 U.S.C. THE SECRETARY OF THE
NAVY HAS THE AUTHORITY TO TERMINATE THE REGULAR APPOINTMENT OF 
ANY PERMANENT REGULAR WO AT ANY TIME WITHIN THREE YEARS AFTER 
THE DATE WHEN THE OFFICER ACCEPTED HIS ORIGINAL APPOINTMENT.  
A MARINE WHOSE APPOINTMENT IS TERMINATED MAY, UPON HIS REQUEST 
AND AT THE DISCRETION OF THE SECRETARY OF THE NAVY, BE ENLISTED 
IN A GRADE NOT LOWER THAN THAT HELD IMMEDIATELY PRIOR TO 
APPOINTMENT.  THEREFORE, THE FIRST THREE YEARS AS A WO IS A
PROBATIONARY PERIOD AND THE APPOINTMENT TO WO WILL BE 
TERMINATED IF A MARINE DOES NOT COMPLETE THE WOBC.  
16.  COMMANDING OFFICERS:  PASS THIS INFORMATION TO ELIGIBLE 
MARINES IN YOUR COMMANDS.  REVIEW APPLICATIONS AND PHYSICALS 
FOR COMPLETENESS, ENSURE THAT APPLICANTS REQUESTING WAIVERS 
RECEIVE COMPREHENSIVE JUSTIFICATION ON ALL ENDORSEMENTS 
(INCLUDING THE SENIOR ENDORSER), AND MAKE DEFINITIVE 
RECOMMENDATIONS REGARDING ALL MARINES WHO SUBMIT APPLICATIONS. 
COMMANDERS MUST SPECIFICALLY ADDRESS THE TECHNICAL PROFICIENCY 
OF THE APPLICANT IN THE MOS FOR WHICH APPLYING.  APPLICANTS WHO 
DO NOT MEET THE ELIGIBILITY CRITERIA AND WHO ARE NOT CONSIDERED
FULLY QUALIFIED, WILL NOT BE RECOMMENDED FOR APPOINTMENT. 
APPLICATIONS NOT RECOMMENDED FOR APPOINTMENT SHOULD NOT BE 
SUBMITTED TO THIS HEADQUARTERS. ENDORSEMENTS AND APPLICATIONS 
MUST BE SCREENED CLOSELY TO ENSURE THAT ONLY FULLY QUALIFIED
APPLICANTS ARE SUBMITTED FOR CONSIDERATION.
17.  NOTIFY THE CG, MCRC (ON/E) IN WRITING OF ANY CHANGES 
AFFECTING CURRENT DUTY LOCATION, ENLISTMENT STATUS, OR 
DISCIPLINARY ACTION WHICH OCCURS AFTER SUBMISSION OF AN
