Suspension of Drilling Reserve Enlisted Twice Passed Policy and Modification of Enlisted Career Force Controls
This MARADMIN suspends the drilling reserve enlisted twice passed for promotion policy until October 1, 2025, allowing Marines who fail promotion selection twice to remain in the Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentation (IMA) rather than being involuntarily transferred to the Individual Ready Reserve (IRR). Additionally, it modifies Enlisted Career Force Controls (ECFC) by extending the service limits for corporals from 8 to 10 years and for sergeants from 13 to 15 years of qualifying service.

1. Purpose. This MARADMIN announces the suspension of the drilling reserve twice passed for promotion policy in reference (a), and the modification of the Ready Reserve Enlisted Career Force Controls (ECFC) for corporals and sergeants in reference (b). This suspension is in effect until
1 October 2025. This policy does not apply to reserve first sergeants.
2. Twice passed policy
a. Members of the Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentation (IMA) with less than 20 satisfactory years toward retirement will not be involuntarily transferred to the Individual Ready Reserve (IRR) after twice failing selection for promotion in the Selected Reserve(SelRes). Twice passed retirement eligible Marines are recommended to request for retirement in accordance with reference (d).
b. Page 11 entries will not be required for twice failing for selection to the next higher grade.
c. Marines in the IRR with less than 20 satisfactory years toward retirement and were twice passed in the SelRes may rejoin units in the SMCR and IMA. Prior Service Recruiting will ensure Marines gain the appropriate contractual time at the time of join.
d. Marines who twice failed selection to the next higher grade and want to be considered on future promotion boards must request to be considered by the appropriate selection board in accordance with reference (c).
e. Reserve Affairs Policy will maintain historic promotion opportunity rates to ensure the retention of twice passed Marines does not negatively affect the promotion timeline of Marines.
3. Updated ECFCs
a. Reference (b) set the ECFCs for corporals at eight years of qualifying service and 13 years of qualifying service for sergeants.
b. ECFCs for corporals are adjusted to 10 years of qualifying service and 15 years of qualifying service for sergeants.
c. All other ECFCs listed in reference (b) remain the same.
d. ECFC waiver process and authorities remain the same as listed in reference (b).
4. This policy is effective on the date published.
5. This policy is applicable to the SMCR and IMA.
6. The ECFCs in reference (b) will resume 1 October 2025 (FY26) unless modified or extended further. Marines who have exceeded ECFCs or are in the multiple-pass category when this policy expires will be retained through the FY26 reserve promotion board season. Further guidance will be provided before this policy expires.
