SECNAV Space Summit Calling Message
This MARADMIN announces the Secretary of the Navy (SECNAV) Space Summit to be held at Naval Postgraduate School in Monterey, California from 08-11 July 2024. The summit will re-baseline naval space strategic and operational efforts and establish a path forward for success against current and future adversaries in the increasingly contested space domain. Attendance is highly encouraged for Marine Corps space professionals including Maritime Space Officers (1706) and Space Operations Officers (8866), with registration required by 21 June 2024.

1. This calling message provides information for the Secretary of the Navy (SECNAV) Space Summit dated 08-11 July 2024. 2. Purpose. The SECNAV will host the Naval Space Summit at the Naval Postgraduate School (NPS) in Monterey, California from 08-11 July 2024. The Summit will re-baseline the naval space focus of efforts at the strategic and operational level and clarify the way forward in establishing a path for success against current and future adversaries. 3. Background. The Navy and Marine Corps are a highly expeditionary force, capable of rapidly moving and maneuvering forces to any point in the world to deliver maritime fires and effects in support of both naval and joint force operations. The naval force now stands at the average of fundamental change, as space capabilities are no longer just an enabling function but a key contributor to naval and joint force operational success. The naval force must be prepared to harness these innovations and rapidly incorporate them to ensure that the fleet will continue to outpace and outmatch any potential adversary. However, today, the space domain is no longer uncontested with the naval force actively competing with adversaries in what is now a competitive warfighting domain. The naval force must maintain and enhance its ability to exploit, protect, and mitigate degradation to key space capabilities which include space domain awareness; satellite communications; intelligence, surveillance, and reconnaissance (ISR); positioning, navigation, and timing (PNT); environmental monitoring; missile warning; and space control systems. 4. Execution. To address current and future needs, and how to harness rapidly advancing space technology from both the commercial sector and Department of Defense (DoD), the SECNAV will host the Naval Space Summit. Although the naval force continues to evolve with the establishment of naval space component commands, the professionalization of naval space occupational fields, and the development of critical advanced space and information related capabilities, the naval force must adapt, innovate, and drive unparalleled creativity that builds enduring advantages to compete and win on today and tomorrow's battlefields. 5. Agenda. All briefings will be classified. The complete agenda is located at the intelink provided below. General topics are: 5.a. 8 July, Day 0 (Marine Corps Space Operations Update). 5.b. 9 July, Day 1 (Naval, Civil and Commercial Space – Technology Partners). 5.c. 10 July, Day 2 (Naval Space Capability Supporting Distributed Maritime Operations). 5.d. 11 July, Day 3 (DoD Space and C-C5ISRT In Support of Maritime Operations). 5.e. 11 July, Day 3 attendance is by invite only. Those invitations will be handled via separate correspondence. 6. Summit Briefs. The Summit will consist of informational sessions, senior leader panels, and senior leader closed door sessions. All Marine Corps briefs will be consolidated and reviewed by Headquarters Marine Corps no later than 24 June 2024. Briefs will be sent to the provided points of contact. 7. Attendance. 7.a. Invitations are limited to select stakeholders. Target audience of invited commands and organizations will be the commanders or deputy commanders. Each invited command will be allocated seats by OPNAV N2N6 and coordinated with DC I. The command may allocate seats within their command, or to subordinate commands at their discretion - no additional seat allocations will be authorized due to limited facility capacity. Command allotted seats do not include space officers addressed below. 7.b. Marine Corps Space Officers. Attendance of Marine Corps space professionals to include current and selected Maritime Space Officers (1706) and Space Operations Officers (8866) is highly encouraged for Day 0, Day 1, and Day 2. Day 3 will only be open to select stakeholders. 7.c. Registration. All attendees to include invited commands as well as Marine Space Officers must register no later than 21 June 2024 This is not an open registration event. Registration does not guarantee attendance. 7.d. Mission Critical Travel. Although attendance is highly encouraged mission criticality for this Summit is established by the sponsoring command or organization. 8. Administration and Logistics. 8.a. Funding. All temporary additional duty (TAD) (M&IE, lodging, transportation) and travel costs must be approved and funded by the sponsoring command or organization. There is no fee to attend. 8.b. Visit Requests. Minimum security clearance for this event is TOP SECRET SENSITIVE COMPARTMENTED INFORMATION (TS-SCI). Principals will take part in SPECIAL ACCESS PROGRAM discussions. 8.b.(1).
