Billet Assignments for Selected (SMCR-IRR) Sergeant Major and First Sergeants for Initial and Subsequent Tours and Extensions
This MARADMIN announces billet assignments for Selected Marine Corps Reserve (SMCR) and Individual Ready Reserve (IRR) Sergeant Majors and First Sergeants selected on the FY20 Reserve SNCO Selection Board. It provides initial three-year assignments for newly selected personnel, two-year subsequent tour assignments for current personnel, and one-year extensions, with report dates primarily between July and November 2020. The message also establishes frocking procedures, transfer requirements via RTAMMS, and mandatory training course attendance for all selectees.

1. In accordance with (IAW) the references, this MARADMIN identifies initial billet assignments for SMCR-IRR SgtsMaj and 1stSgts selected on the FY20 Reserve SMCR-IRR SNCO Selection Board. Identified are those SgtsMaj and 1stSgts extended in their current assignments for one (1) year and also SgtsMaj and 1stSgts approved for a two (2) year subsequent tour.<br> 2. SgtMaj and 1stSgt selectees will be frocked in strict compliance and in accordance with the intent of references (c) and (h). This MARADMIN will act as the source document in order to frock selectees prior to detachment from their current unit. In no case will frocking occur earlier than 30 days prior to the report date with the new unit and billet (unless otherwise approved by the Director of Reserve Affairs). Requests for approval of an adjusted frocking date must be communicated to this office (Reserve Affairs-SgtMaj) via the chain of command utilizing an Administrative Action (AA) form. This authorization is deemed in the best interest of the Marine Corps and is issued with the understanding that frocked SgtsMaj and 1stSgts may assume the title and wear the uniform and rank of a SgtMaj or 1stSgt, respectively, in the Marine Corps Reserve, and that no pay and allowances or entitlements will take effect until actual date of promotion. This MARADMIN stands as the directive for transfer from their current assignment to the new assignment listed below. Units will ensure a copy of this message is placed into the Marine's OMPF until they are actually promoted.<br> 3. The assignments on newly selected 1stSgts and SgtsMaj are for three (3) years as an initial assignment. However, tours may be terminated early based on the needs of the Marine Corps. Upon receipt of this MARADMIN, SgtsMaj, SgtMaj(Sel), 1stSgts, 1stSgt (Sel), or unit administrators are directed to prepare and submit their respective inter-unit transfer requests utilizing Requirements, Transition, and Manpower Management System (RTAMMS) per reference (i) and notify the Reserve Affairs SgtMaj via email at Reserve_Affairs_SGTMAJ@usmc.mil for review and transfer approval. Upon approval, inter-unit transfer orders will be generated within RTAMMS. Unit administrators will report the transfer in accordance with approved inter-unit transfer orders and assignment information contained in this MARADMIN. In no case shall commanders approve the transfer of any SgtMaj or 1stSgt to any other billet than those listed below without prior written approval from the Director of Reserve Affairs.<br> 4. Upon joining the gaining command, the assignment of the SgtMaj or 1stSgt is to the Reserve 8999 BIC via RTAMMS. This message serves as the authority for transfer of the newly selected Marine to the approved Reporting Unit Code (RUC) in this message. Selected Marines must be joined to their newly directed RUC in order to be placed on the HQMC Reserve Affairs directed BIC. Once joined to the approved RUC, Unit Manpower Managers must contact the Reserve Affairs Sergeant Major for placement on the approved BIC. Only a 1stSgt or SgtMaj may fill a respective 8999 BIC per reference (j). The outgoing SgtMaj or 1stSgt can remain in the assigned BIC with the newly assigned Marine for a 90 day turnover period in accordance with reference (j). After 90 days of duplicate assignment, the outgoing Marine will become a BIC discrepancy and is required to be placed into EX009 per reference (j). If the outgoing SgtMaj or 1stSgt is pending retirement, they will be reassigned as EX009 pending release to the IRR waiting final retirement or immediately following a respective retirement ceremony. No later than 1 October 2020, they will be administratively dropped to the IRR, unless prior coordination is made with the Reserve Affairs SgtMaj. In no case will a 1stSgt or SgtMaj remain double billeted under the same BIC beyond a 90 day turnover period.<br> 5. The report date for all SgtsMaj and 1stSgts is no earlier than the 1st of the month listed below and no later than the last day of the month also listed below. Adjustment to report dates may be granted with prior coordination with the Reserve Affairs SgtMaj. It is recommended that each Marine begin transfer coordination upon receipt of this MARADMIN. In all cases, Marines are to contact their new unit's administration section and leadership as soon as possible in order to schedule an exact report date and ensure proper turnover procedures are completed.<br> 6. Unit Manpower Managers are directed to contact Reserve Affairs Sergeant Major via email (cc: Reserve_Affairs_SGTMAJ@usmc.mil) for required BIC management actions involving first sergeants and sergeants major. Include the incoming Marines name, BIC and Reporting Unit Code.<br> 7. The following selected SgtsMaj are assigned to the below listed units. Reserve 1stSgts or SgtsMaj who are currently unassigned or will be unassigned as a result of this MARADMIN may submit an AA form indicating their desire to fill a billet vacancy. The AA Form will be signed, scanned and emailed to the SgtMaj of Reserve Affairs (cc:Reserve_Affairs_SGTMAJ@usmc.mil) indicating which billet(s) they are willing to accept. All subsequent tours will be for a period of two (2) years unless otherwise directed by the Reserve Affairs SgtMaj and the needs of the Marine Corps. Once approved, the individual Marine will receive a billet assignment letter as a source document for a subsequent tour in order to initiate and complete the respective administration for the inter-unit transfer as outlined in paragraph 3.<br> 11. In addition to the above requirements, all newly selected 1stSgts will be required to attend the mandatory resident 1stSgts course (2-20) in Quantico, VA from 12 July to 24 July 2020 per reference (f) as their primary annual training period. If unable toattend the (2-20) due to extreme circumstances, example: deployed or hardship, coordination will be made with the gaining unit to attend the first available 1stSgt course.<br> 12. All newly selected SgtsMaj will be required to attend the mandatory resident SgtMaj cornerstone course (20-2) or (20-1) in Quantico, VA per reference (g).<br> 15.
