Updates to Active Duty Orders Writing Processes and Associated Marine Corps Orders and Systems
This MARADMIN announces significant updates to active duty orders writing processes in the Marine Corps Total Forces System (MCTFS) - Marine Resource Orders Writing Service (MROWS). The changes include a new separation order type for PCS periods, revised procedures for extending orders, and requirements for administrative sections to issue separation orders no later than 60 days prior to duty period ending.

1. This MARADMIN announces substantive order writing changes which will be included in the next update to reference (a) and implemented within Marine Corps Total Forces System (MCTFS) - Marine Resource Orders Writing Service (MROWS). 2. Changes and Updates: 2.a. Separation Order Type in MROWS. 2.a.1. To comply with reference (b) a new order-type has been created in MROWS for administrative processing of separations from a Permanent Change of Station (PCS) period of active duty. 2.a.2. Separation orders are now required to ensure a PCS Line of Accounting (LOA) for the applicable Fiscal Year (FY) is provided for return travel upon completion of the duty period. 2.b. Extensions of MROWS Orders. 2.b.1. All MROWS Orders should be written for the intended duration, up to 365-day increments, and in accordance with established funding allocations. Marines may serve for cumulative periods which exceed 365-days either by modification or back-to-back orders. The 365-day increment encourages annual reassessment of command priorities associated with available funds while limiting fiscal risks associated with reference (c). 2.b.2. Modification to extend MROWS orders. MROWS Orders shall be modified to extend a duty period only when the end date requires a change, the Marine remains on duty under the same component code (CC), and funding remains the same. At no time will a modification of an order extend a Marine into a third FY. 2.b.3. Issuance of back-to-back MROWS orders. MROWS orders shall be written as back-to-back when the duty period requires a change in the Marine's CC, a change in funding, or an extension of orders which crosses into a third FY. Ensure a seamless transition is completed with the issuance of back-to-back orders. 3. Coordinating Instructions: 3.a. Effective immediately, the administrative sections from which the Marine is attached are responsible to ensure Separation Orders in MROWS are issued in accordance with this guidance. 3.a.1. Separation orders shall be generated in MROWS NLT 60 days prior to the duty period ending, the execution of separation leave, or Post Deployment Mobilization Respite Absence (PDMRA) as may be applicable (whichever occurs first). 3.a.2. Any change to the end date of orders will require a modification to the original set of orders prior to creation of separation orders. 3.b. Additional guidance related to these changes will be included in a Personnel Admin Advisory (PAA).
