Updates to Joint Officer Matters
This MARADMIN announces changes to joint officer management policy effective 24 March 2017, implementing provisions from the National Defense Authorization Act for FY17. The most significant change reduces the service requirement for full joint duty credit in Standard Joint Duty Assignments from 36 months to 24 months, while expanding the definition of joint matters and clarifying credit requirements for Joint Qualified Officer designation.

1. This MARADMIN announces changes to joint officer management via REF A effective 24 March 2017. 2. This DTM establishes interim policy guidance, assigns responsibilities, and provides procedures for implementing the NDAA for FY17. 3. This DTM will expire 24 March 2018. 4. Officers serving in a Standard Joint Duty Assignment (SJDA) will be eligible for full joint duty credit after 2 years or 24 months of service. The previous requirement was 3 years or 36 months. The tour length prescribed by DoDI 1315.18 and Joint Travel Regulations will still determine the required tour length for assignments. 4.a. This gives the Military Services authority to reassign officers after 24 months without a Secretary of Defense joint tour length waiver regardless of Military Occupational Specialty (MOS), however only for reasons explained in ref (a). 4.b. Changes to the definition of joint matters have been expanded adding other essential joint functions, including command and control, intelligence, fires, movement and maneuver, and protection or sustainment of operations under unified command. 4.c. For the experience path and discretionary points, the minimum points requirement remains as previously mandated in Enclosure (7) of ref (c). 4.d. An officer may receive credit through the combined path which remains at 36 points. Example: If an officer was approved for 18 experience points from a deployment or billet and then completes 18 months in an SJDA, as well as meeting the requirements for JPME II, the officer will be eligible for nomination to be designated as a Joint Qualified Officer (JQO) JTMOS 9702. 5. An officer assigned to temporary duty (TAD) periods of over 30 consecutive days for service related duties will not count toward the 24 month minimum requirement for full joint duty credit. Example: If an officer is assigned to a 36 month SJDA and reports on 1 June, then executes TAD orders to school on 18 June with a graduation of 25 August. That officer will be required toremain in that SJDA at least two more months at the end of the tour in order to accrue the minimum 24 months for full joint credit. 6. Tour lengths of less than 22 months may be waived by the Under Secretary of Defense for Personnel and Readiness (USD(P AND R)) for reasons of command selection, professional military education assignment, or reasons listed in Enclosure (7) of ref (c). Any request for reasons other than previously stated will be heavily scrutinized by USD for Personnel and Readiness. 7.
