Updated Guidance for Replacing Expiring Common Access Cards (CAC) and Uniformed Services Identification Cards (USID)

This MARADMIN provides updated guidance for replacing Common Access Cards (CAC) and Uniformed Services Identification Cards (USID) expiring during the COVID-19 pandemic. It implements temporary DoD policies to reduce foot traffic at RAPIDS sites while ensuring continued access to facilities and benefits, with special provisions extending card validity and allowing remote re-keying of certificates through September 30, 2020.

1.  This MARADMIN is a coordinated DC I, DC M&RA, and DC PP&O message which provides updated guidance to Ref (A) for Marine Corps personnel who hold a CAC expiring on or before September 30 2020.
2. BACKGROUND.  In response to COVID-19, the Marine Corps is committed to ensuring the health and safety of all personnel and beneficiaries and ensuring continued access to facilities, logical resources and all authorized benefits. Ref (B), (C) and (D) outlines DoD policy for ensuring the availability of ID cards while reducing foot traffic at Real-Time Automated Personnel Identification System (RAPIDS) sites and is in effect until September 30 2020.
3. TASKS
3.A DC PP&O PS
3. A.1.  Develop and publish Marine Corps policy and procedures to comply with Ref (C) for CAC expiring on or after April 16 2020 and USID expiring on or after January 1 2020.
3.B DC  M&RA (MFP-1):
3.B.1.  Ensure all Marine Corps Real-Time Automated Personnel Identification System (RAPIDS) sites are aware of and comply with policy outlined in Ref (B) and (C) to support personnel requiring DOD ID card renewals, Defense Enrollment Eligibility Reporting System (DEERS) initial enrollments, and DEERS records updates.
3.B.2. CAC transactions shall be limited to initial issuance or reissuance of an expired CAC; CACs shall not be reissued due to printed information changes (e.g., promotions, name changes).
3.B.3.  USID cards which expired on or after January 1 2020, are authorized for continued benefit use through September 30 2020.
3.B.4.  Termination of card holder affiliation with the DoD or termination of benefit eligibility shall be verified electronically prior to confiscating an expired USID card with an expiration date on or after January 1 2020.
3.B.5.  Develop and publish procedures for remote family memberenrollment/eligibility and ID card issuance. Guidance will be posted to the DoD web site www.cac.mil/coronavirus and Marine Corps websites in addition to publications as determined appropriate.
3.C.  Commanders, Fleet Marine Force and Supporting Establishment:
3.C.1  Direct all Marine Corps CAC holders with cards expiring on or before April 16 2020 to get a new CAC as soon as practical at a RAPIDS site. The RAPIDS Site Locator can be found at https:(slash slash)www.dmdc.osd.mil/rsl/, and contains instructions for documentation required for obtaining a CAC in accordance with Ref (E).
3.C.2.  Direct personnel to follow the guidelines of their local RAPIDS office with regard to any restrictions on walk-in appointments and scheduling requirements due to COVID-19.  Scheduling and site specific information can be found on the RAPIDS Appointment Scheduler at https:(slash slash)rapids-appointments.dmdc.osd.mil.
3.C.3.  Reinforce policy to allow transferring civilians to keep their CACs.
3.D.  Active Duty Marines, Civilians, and Contractors:
3.D.1.  Renew CACs expiring on or before April 16 2020 and cache new PKI credentials on your workstation connected to the MCEN prior to conducting telework.
3.D.2.  Individuals with CACs expiring after April 17 2020 will re-key the card with PKI certificates valid until September 30 2020 using ID Card Office Online (IDCO) https: (slash slash)pki.dmdc.osd.mil/self service following the user guide posted to www.cac.mil/coronavirus.
3.D.3  Individuals may use the IDCO capability once the affiliation date is updated in DEERS to reflect past the current CAC expiration date and are within 30 dates of CAC expiration. Expired CAC are not eligible for the re-key option.
