Fiscal Year 2022 Security Cooperation Training Detachment Course Dates
This MARADMIN announces Fiscal Year 2022 course dates for the Security Cooperation Training Detachment (SCTD), which transitioned from Marine Forces Command to Training and Education Command oversight under Marine Corps Intelligence Schools in April 2022. 1. MARINE CORPS BULLITIN 5400 of August 2021 directed the transition of Marine Corps Security Cooperation Group, Marine Forces Command (MARFORCOM) to Training and Education Command (TECOM). On 19 April 2022, Marine Corps Intelligence Schools (MCIS) established the Security Cooperation Training Detachment (SCTD) and assumed oversight of Security Cooperation (SC) programs of instruction. MCIS provides an O-6 level command authority for SCTD. The purpose of this MARADMIN is to announce the Fiscal Year 2022 course dates for the SCTD courses. For the remainder of Fiscal Year 2022, SCTD will conduct three open enrollment Marine Advisor Courses (N03KYK3) and two open enrollment Security Cooperation Planners Courses (N020JX3) in order to support SC training requirements. 2. Marine Advisor Course 2.a. The Marine Advisor Course (MAC) provides fundamental advisor skills, training management, and force protection training to prepare Marines for SC missions. Through formal instruction and immersive training scenarios, students will learn to analyze and implement Foreign Security Force (FSF) objectives to build partner nation capacity, build and maintain relationships and rapport with FSF counterparts, recognize and mitigate cultural stress, develop and implement training plans, understand U.S. government objectives and plans for an assigned region or country, and conduct force protection while deployed. Students graduate prepared to advise, support, liaise, and assess a FSF in order to develop its organizational capability and/or capacity in accordance with U.S. government, Service, and FSF objectives. 3. FSF Advisor MOS and Definition 3.a. Marines who successfully completed the MAC and the basic Regional and Culture Studies Program in accordance with MARADMIN 348-19 and MARADMIN 227-20 receive the 0570 FMOS. 3.b. FMOS 0570: Advisors have general knowledge of advisor skills acquired from Formal Learning Center training and meet the minimum knowledge, skills, and abilities defined in reference (H). 4. Security Cooperation Planners' Course (SCPC) 5.a. SCPC explores the SC policies, procedures, and methodologies used to develop and execute SC engagement plans. Students will gain an understanding of SC-related policy, doctrine, and guidance documents, engagement planning best practices, funding authorities, and foreign disclosure. The relationship between the Department of Defense and the Department of State as it relates to SC, will also be addressed. The course is built around lectures, a panel discussion, and a series of practical exercises which guide student creation of key parts of a SC Engagement Plan. 5.b. Administration and Logistics 6.a. Funded Seat Allocations. TECOM will provide funding via Worldwide Travel for travel, lodging, and per diem for active duty Marines. MCIS will not consider individual requests for rental cars from students. Rental cars, if desired, must be funded by the student's parent command. Reservations for billeting are the responsibility of each attendee.
