Termination of Payments Under the FY09 and FY10 Selected Marine Corps Reserve (SMCR) Officer Education Loan Repayment Program (OELRP)

This MARADMIN announces the termination of the FY09 and FY10 Selected Marine Corps Reserve (SMCR) Officer Education Loan Repayment Program (OELRP), with final payments discontinuing on 1 March 2017. Eligible program participants must submit their final payment requests by 1 January 2017 to allow for administrative processing before the program ends.

1.  Background.  During Fiscal Years 2009 and 2010, reserve officer candidates were offered incentives for the repayment of student loans in accordance with references (a) and (b).
2.  Purpose.  Effective 1 March 2017, the Defense Finance Accounting Service (DFAS) will discontinue the loan reimbursement payments under the program detailed in reference (a).
3.  Eligible program participants must submit final payment requests in compliance with the procedures contained in reference (a) no later than 1 January 2017 to allow for administrative processing and final loan repayment prior to 1 March 2017.  Eligible Marines will be contacted by Reserve Affairs before the submission deadline to confirm eligibility and answer any questions on final payment request procedures.
4.  Verification.  DFAS will acknowledge receipt of loan repayment requests by notifying members within five working days of receiving such requests.  When acknowledging receipt, DFAS will inform members if the request package is incomplete or if more information is required before processing a loan repayment.  If more information is required, additional information must be received by 1 February 2017.  It is the Marines responsibility to maintain proof of payment request acceptance.  Marines who have not received a notification of acceptance or a request for additional information within five working days of submitting a loan repayment request should contact Military Pay Operations, DFAS at 216-522-6060.
5.  This MARADMIN is applicable to the Reserve Component.
