Requirement for Strategic Plans Under the National Security Personnel System (NSPS)
This MARADMIN reinforces the requirement for Marine Corps commands to develop, update, and communicate strategic plans to their civilian workforce in preparation for National Security Personnel System (NSPS) implementation. Organizational NSPS Program Managers are directed to report their progress regularly through the DOD NSPS Readiness Assessment Tool, with updated reports due by 23 June 2006.

1. IN FEBRUARY 2006, THE DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (M&RA) DISTRIBUTED A MEMORANDUM, REF A, CONCERNING THE REQUIREMENT FOR STRATEGIC PLANS TO BE DEVELOPED, UPDATED AND COMMUNICATED TO THE CIVILIAN WORKFORCE IN PREPARATION FOR THE NATIONAL SECURITY PERSONNEL SYSTEM (NSPS) IMPLEMENTATION. 2. AS STATED IN THE MEMORANDUM, EMPLOYEE PERFORMANCE OBJECTIVES MUST BE CLEARLY ALIGNED TO THE ORGANIZATION'S STRATEGIC PLAN. THE NSPS EMPHASIZES THAT STRATEGIC PLANS ARE THE FOUNDATIONAL ELEMENTS TO DEVELOPING AND MEASURING EMPLOYEE CAREER DEVELOPMENT, PAY AND ADVANCEMENT UNDER THE NSPS. 3. SINCE DISTRIBUTION OF THE MEMORANDUM, SEVERAL COMMANDS HAVE PROVIDED THEIR CURRENT STRATEGIC PLANS TO THEIR GENERAL WORKFORCE VIA VARIOUS COMMUNICATION METHODS TO INCLUDE POSTING THE STRATEGIC PLANS ON COMMAND-SPONSORED WEBSITES. 4. TO MONITOR CONTINUED PROGRESS TOWARDS MEETING THE REQUIREMENT, CIVILIAN WORKFORCE MANAGEMENT BRANCH (MPC), M&RA, HEADQUARTERS, U.S. MARINE CORPS (HQMC), ADVISES ALL ORGANIZATIONAL NSPS PROGRAM MANAGERS TO REPORT REGULARLY INTO THE DEPARTMENT OF DEFENSE (DOD) NSPS READINESS ASSESSMENT TOOL, REF B. 5. THE NSPS READINESS ASSESSMENT IS AN ONLINE REPORTING SYSTEM DESIGNED FOR HIGHER HEADQUARTERS TO OBTAIN PROGRAM STATUS CONCERNING NSPS IMPLEMENTATION. STATUS REPORTS ARE REVIEWED REGULARLY BY DEPARTMENT OF NAVY AND HQMC LEADERSHIP TO DETERMINE NEXT STEPS AND TO MAKE TIME-SENSITIVE DECISIONS. 6. REFER TO REF A AS NEEDED TO CONTINUE THE DEVELOPMENT OF ORGANIZATIONAL STRATEGIC PLANS. COMMAND NSPS PROGRAM MANAGERS WILL USE REF B TO REPORT ONGOING PROGRESS.
