Amendment to Temporary Training Pipeline for New 7316 PMOS

This MARADMIN amends the temporary training pipeline for Marines to qualify for the new 7316 Primary Military Occupational Specialty (small Unmanned Aerial Systems operator). It establishes updated criteria allowing existing 7314 MOS holders to laterally move to 7316 by completing specific TALSA courses during the Small UAS Schoolhouse development period from March 1, 2022 until October 1, 2023.

1.  Purpose.  To amend ref (a) with updated temporary criteria to award MOS 7316.
2.  Action. a. This MARADMIN amends ref (a) and replaces it with the below criteria as an acceptable temporary training track to achieve the PMOS 7316:
3.  During the small UAS schoolhouse (SUASS) development and standup period, 1 march 2022 until 1 October 2023, the below courses are approved as an acceptable requirement substitution for existing 7314s to laterally move into the 7316 MOS in order to begin building capacity and qualifying the initial instructor cadre for the SUASS:
(1) Have previously completed Operator Common Core (m04vahd) and consequent BUQ-ii qualification at MCAS Cherry Point, NC as a prerequisite to MOS 7314.
(2)  Completion of all the below courses being taught at any training and logistics support activity (TALSA) location:
    (a) TALSA VTOL course
    (b) TALSA PUMA course
    (c) TALSA STALKER Course (this course shall be completed if systems are available, however, due to low fielding of stalker systems, if systems are unavailable for training then the PMOS 7316 may be awarded without completion of this course and the new 7316 will need to attend the course at a future date in order to fulfill their duties as one of their unit's group 2 system operators.)
    (d) TALSA Program Manager Course (rank requirements are waived for 7314 lateral movers to 7316)
    (e) TALSA SUASE Course (rank requirements are waived for 7314 lateral movers to 7316)
4.  This method of achieving the 7316 MOS is not an acceptable training solution for entry-level marines or lateral movers from other than the 7314 MOS.  It relies on fleet experience gained as a 7314 RQ-21 Operator to mitigate the gaps between existing available training and approved 7316 curriculum.
5.  On 1 October 2023 or when the SUASS begins initial production, whichever occurs first, the only acceptable means of attaining the 7316 MOS will be via the method indicated in the MOS manual.
6.  The UAS group 1-3 coordinator from aviation AWS-UAS will build a conversion and reclassification spreadsheet of all eligible 7314s for a lateral move.  This conversion and reclassification spreadsheet will be submitted to MMIB and the 7314 monitor for a lateral move into the 7316 PMOS.  MMIB will report unit diary entries to convert all applicable marines reflected on the roster with PMOS 7314 to PMOS 7316.  No action is required by the individual marine.
7.  This MARADMIN is applicable to the total force and will automatically cancel on 1 October 2023.
