Thirty-Sixth Executive Force Preservation Board Results
This MARADMIN announces the results of the 36th Executive Force Preservation Board (EFPB) meeting held on 10 April 2017 at the Pentagon. The board reviewed safety and force preservation policy, closed seven completed tasks, maintained three open tasks, and assigned six new tasks to various Marine Corps commands addressing tactical safety specialists, mobile applications, force preservation coordination, data systems, sexual assault prevention training, and family programs analysis.

1. The Executive Force Preservation Board (EFPB) establishes safety and force preservation policy and guidance for the Marine Corps. Per the references, the EFPB convened its 36th meeting at the Pentagon and via secure video teleconference on 10 April 2017 from 1300-1600 EDT.<br>

A. The following tasks have been closed:<br>
1. (EFPB 32-07/33-05) – MRA prepare an Information Paper on Suicide Prevention Assistance during Transition. Note – this task was accomplished at 34th EFPB and inadvertently left open.<br>
2. (EFPB 33-01) – CMC(SD) with MCCDC and MRA conduct Human Factors training feasibility study.<br>
3. (EFPB 33-03) – CMC(SD) with MARFORs, MCICOM, MCCDC, and MRA provide decision paper on mishap investigation training implementation options. Note - this task closed following CCRB in Quantico in April.<br>
4. (EFPB 33-06) – HS provide Information Paper on Improving Critical Risk information sharing. Note – this task was accomplished at 34th EFPB and inadvertently left open.<br>
5. (EFPB 34-04) – MARFORCOM provide update on data initiative and codifying Force Preservation terms.<br>
6. (EFPB 34-05) – I MEF provide update on Strengthening and Sustaining a Culture of Readiness initiative. Note – this task was closed prior to the EFPB.<br>
7. (EFPB 35-04) – MRA brief ACMC on Embedded Preventative Behavioral Health Capability funding and staffing issues.<br>
B. The following tasks remain open, as amended below:<br>
1. (EFPB 32-10) – PHAC update MARADMIN 308/11 Commanders Access to Healthcare Information. HQMC G-10 shall support PHAC.<br>
2. (EFPB 34-01) – CMC(SD) revise EFPB Charter.<br>
3. (EFPB 35-02) – CMC(SD) present a Decision Brief on implementation of Improved Risk Management training.<br>
C. The following new tasks have been assigned. These tasks will be formally promulgated by Director, Marine Corps Staff, via DON Tracker.<br>
1. (EFPB 36-01) - CMC(SD) conduct a Tactical Safety Specialist (TSS) capability review. Coordinate with MARFORCOM, MARFORPAC, MARFORRES, MARFORSOC, MCICOM, CDI, and MRA to develop COAs to optimize TSS capability in the operating forces and supporting establishment. Present COAs to ACMC for decision.<br>
2. (EFPB 36-02) - HQMC C4 develop and publish an expedited process to grant authority to operate (ATO) fleet-produced mobile applications on MCEN. Demonstrate the process with III MEFs Okinawa Liberty App. Present Decision brief to ACMC and Information brief to 37th EFPB.<br>
3. (EFPB 36-03) - MARFORPAC, coordinate with MARFOR Commanders, MRA, and TECOM to develop a plan of action to satisfy the FPC Handoff requirement found in MCO 1500.60, paragraph 3.b.(6)(b). Provide Decision Paper on business rules/processes for conducting effective handoff between units to the ACMC NLT 15 Aug,2017.<br>
4. (EFPB 36-04) - MARFORCOM define requirement for a single repository information system for Force Preservation data. Conduct review of existing reporting requirements to higher headquarters and provide recommended changes. MRA to support MARFORCOM. Coordinate with MARFORPAC, MARFORRES, HQMC G-10, and HQMC C4. Provide Information Brief 37th EFPB.<br>
5. (EFPB 36-05) - MF coordinate with OUSMCC to develop COAs to modify Pure Praxis presentations to support CMC theme Join the Conversation. Deliver Decision Brief to the ACMC within 60 days that identifies the suitability, efficacy, and cost of this approach and recommend whether the Marine Corps should seek additional funding from the Department of the Navy to continue this training. Include whether/how to allow Pure Praxis training to satisfy annual training requirements and provide measures of effectiveness to demonstrate whether the training reduces incidents of sexual assault/harassment.<br>
6. (EFPB 36-06) - MF prepare an Information Brief on the analysis and recommendations of the RAND study of Marine and Family programs. Deliver brief to 37th EFPB.<br>
5. Force Preservation Initiatives submitted to the 36th EFPB for FY17 funding are under review by the ACMC. Due to reliance on sweep-up money to fund these initiatives, a decision and funding date cannot be provided at this time. CMC(SD) will communicate funding decisions to the requesting organizations as they are made.<br>
6. The 37th EFPB is tentatively scheduled during September 2017 in the National Capital Region. CMC(SD) welcomes EFPB members and their safety offices and G-10s to forward discussion topic recommendations to CMC(SD) prior to 15 July for inclusion on the agenda of the 37th EFPB.<br>
7. CMC (SD) will announce the 37th EFPB POAM, schedule, agenda, and coordinating instructions via separate correspondence, NLT 15 August.<br>
